BEIJING (AP) - China has replaced its military intelligence chief in a shift that may be related to the official's alleged $300,000 contribution to President Clinton's re-election campaign, a Western source said today.

Gen. Ji Shengde's transfer to the Academy of Military Science is believed to have taken place last month, the source said on condition of anonymity. His replacement as head of military intelligence is unknown

The source described it as a sideways move for Ji, and said Ji may have come under criticism over both the election fund allegations and U.S. accusations that China stole U.S. nuclear weapons secrets.

Campaign fund-raiser Johnny Chung alleged that Ji gave him $300,000 to help Clinton win the 1996 presidential race. Beijing has denied that it sought to influence the election with campaign contributions.

China's Defense Ministry and Foreign Ministry declined to comment on Ji's status.

Little is known about Ji, although he is believed to be the son of a revolutionary veteran, a one-time foreign minister. Ji is not listed in official Chinese government directories or biographical reference books.

According to The Los Angeles Times, Chung said that Ji told him: "We like your president. I will give you 300,000 U.S. dollars. You can give it to the president and the Democratic Party. We hope he will be re-elected."

In any company today, if the abuses that went on in the travel department of the House were discovered, those involved would be prosecuted. I keep hoping that discussion in political campaigns will rise to an intelligent level, but reviling persons running for office seems to be the "name of the game." I am aware that a great amount of money is involved and the power we allow politicians is frightening. The best we can hope for is candidates that in some measure care about their constituents and will try to do what is best for the people and the state (in so far as they are able). In America today, there are millions of people without health insurance. They do go to the hospital and those with insurance pay for their care. In America today, more and more companies are turning their pension responsibility (which they used to draw qualified candidates to jobs) over to the employees in the form of a lump sum (which then must be invested in stocks, bonds, or treasuries) with the hope that the amount of money the pension was supposed to provide for retirement will be generated. We should try to understand what is going on in our schools today. Why are people not able to learn the basics required to function in jobs without remedial training by companies, and yet the honor rolls grow every larger. What will happen to the malls and many retail stores if the Internet becomes the place to shop? What will happen to the jobs? There are issues in America. Rise above squabbling and see the issues that impact your future. Yours for a better New York and a better country.

Second when is the last time you read the Constitution of the United States regarding the requirements of running for State Senator? There is a very interesting element of residency for which you do NOT qualify. In Arkansas, the state was listed as 49th in Education before your husband was elected Governor. When you left it was listed as 50th. Education seems to be an element of your "campaign." Those employees were put on trial and found not guilty of any wrong doing. They incurred hundreds of thousands of dollars of personal funds to defend themselves against these false claims from Hillary.

When was the last time a U.S. president was from Washington D.C.? People everywhere want the same things fundamentally: They want to be able to support themselves and their families with plenty of choices and opportunities to work, they want to see their investments and efforts grow and multiply, they want to provide a good education for themselves and their children, they want clean and safe streets, they want to believe that they've put their trust in the right people, they want to be free to exercise their opinions, they want to know they have a greater chance of being helped and not harmed if they need emergency medical attention, they want to be able to look around and see that their environment hasn't been raped by developers, they want to know that if their life's work involves helping society, that society will return the favor when necessary. Tell me what state does not want these things? Tell me in what ways Hillary Clinton has not had exposure to these needs and the complexities that are involved in working through the specific issues related to them? Before those of us who have been raised or live in New York decide out-of-hand that Hillary is unfit to hold a Senate seat, simply because she is not a "native", we should first be willing to at least consider what she does have to offer and decide if it is enough.
