WASHINGTON (AP) -- At "very little" cost to taxpayers, all 39 million Americans covered by Medicare could get prescription drug benefits without bankrupting the program, administration officials said Sunday in previewing President Clinton's reform package.

"This isn't about just adding some new, lush benefit," Shalala said on CBS' "Face the Nation," noting that half the people in rural areas do not have drug coverage. "This is critical to health care."

Gene Sperling, chairman of the National Economic Council, said in CNN's "Late Edition" that the expanded prescription coverage would "cost very little" because of proposed savings through streamlining and strengthened competition.

BALTIMORE -- A federal judge has ruled that Linda Tripp's recordings of conversations with Monica Lewinsky must be turned over to Maryland prosecutors, clearing a potential roadblock to trying Tripp for breaking state wiretap laws.

The judge's order that Independent Counsel Kenneth Starr must turn over the recordings followed a request for the tapes by State Prosecutor Stephen Montanarelli, The (Baltimore) Sun reported Saturday.

Tripp's attorney, Joe Murtha, said he will challenge any indictment brought against his client on the grounds that she is protected by federal immunity given to her in exchange for the tapes.

"This in fact would taint their investigation to the point where it might be the basis for dismissal of an indictment," Murtha said, adding he doesn't feel the tapes will add to the prosecution's case because they shouldn't be admissible.

Starr granted Tripp federal immunity in the investigation of the president, but the protection doesn't spare her from state prosecution. The maximum penalty is five years in prison and a $10,000 fine for each wiretapping offense.MORE...

Message: MONTANA - At 3:53 PM Central Time it was announced that world famous environmental icon, Woodsy Owl, was found dead outside of his cabin overlooking Flathead Lake. John Linden, spokesman for the Flathead Lake Sheriff's Department said, "Evidence at the scene clearly points to foul-play."

Apparently, Woodsy was using a chain saw to cut down a tree that was obstructing his view of the lake. "The bombing has stopped, at least for now, and the streetcars and buses
are once again running. But just a few weeks ago Belgrade, the capitol
city of Yugoslavia, was under fierce attack by NATO bomber planes
dropping their ordnance from high above. The NATO war on Yugoslavia
began on March 24th of this year after an ultimatum had been delivered
to Yugoslav President Slobodan Milosevic to pull his troops out of the
Kosovo region and allow NATO peacekeepers to occupy the entire nation of
Yugoslavia. Press briefings from NATO, the Pentagon and the White House
have all sought to demonize the Serbian army and Yugoslav President
Milosevic accusing them all of war crimes and ethnic cleansing against
the Albanians in Kosovo. But as the Serbs are quick to point out, there
is another side to the story. And they believe NATO launched a very
brutal war against them without justification," reported Chief
Correspondent Scott Wheeler of American Investigator. Vesna Prlja, the
former Deputy Minister of Information for the Republic of Serbia, said,
"It was killing of civilians a very, very cruel thing, and you can not
do that with any excuse in the minds of normal people." Wheeler said
Prlja "isn't the only one who says that the US lead attack on Yugoslavia
was brutal on the civilian population. In an exclusive interview with
American Investigator, Bratsoatza Morina, the Yugoslavian Minister of
Refugees says she didn't see the US NATO action as very humanitarian
despite what President Clinton had stated." Morina stated, "What kind
of humanitarian bombs a factory where people have to make a living?
What kind of democrat bombs a maternity hospital? What kind of democrat
kills journalists at their work?"

Wheeler reported, "Civilian casualties of the war have reached over 700
killed and more than 6400 injured among the dead are women and children.
President Clinton's promise to only hit military targets was of little
consequence to the victims in a downtown Belgrade hospital hit by a NATO
bomb."

Mark Almond is with the British Helsinki Human Rights Group. He and
several colleagues went to Yugoslavia in May and issued this report of
their findings. Almond said, "I think there is very little doubt that
the bombing has been much more effective at hitting the civilian
infrastructure, hitting the economy, hitting the electricity generator,
or hitting the transport infrastructure than hitting the Yugoslav army."
Wheeler asked Mark Almond, "Is the reason the Serbs are coming to table
because of the bombing of civilians in Belgrade?" Almond replied, "The
very fact that General Jackson, the British NATO Commander was so
insistent that the Serbs withdraw their anti aircraft system suggests
that it hasn't been badly damaged by the bombing."

Wheeler: "NATO bombs ripping through the streets here in Belgrade are
what ultimately led the Serbs to negotiate with NATO, but some believe
the matter won't be settled anytime soon. In fact before some Belgrade
targets had time to cool off from the last bombing run, NATO pilots had
already gone public with their own reservations. A weekly magazine out
of Madrid, Spain quotes Captain Martin de la Hoz as saying "Several
times our Colonel protested by NATO chiefs why they select targets which
are not military targets." The pilot for the Spanish Air Force assigned
to NATO told the magazine that "most, if not all" of his colleagues are
against what he calls "this war of barbarity."

Mark Almond agrees, "There has been almost boastful reports of the
effects of the bombing on the Yugoslav army. One can't help feeling
that is to some extent cover for the relative failure at the military
level of our bombing. And at the same time it's been very successful at
attacking civilians."

Wheeler reported, "The Spanish pilot who spoke out in Madrid also stated
that the war was being run by the US and the other NATO countries were
not being consulted at all. American Investigator has learned that the
war was largely being run out of the White House. We have also learned
through two sources, which can not be identified, that the White House
'twisted arms at the political and economic level' in order to get
other NATO countries to go along with the war against Yugoslavia. Mark
Almond believes the west's involvement in the war was less noble than
claimed."

Mark Almond added, "The reason for our involvement, I feel was more
cynical than the high flown rhetoric actually justifies. It was cynical
but also tragically stupid and shortsighted. I think the NATO political
leaders thought the threat of NATO action, threat of sanctions, would
precipitate the political changes they wanted in Serbia. When that
didn't happen they found themselves dragged into the vortex of war."
Wheeler: "But did the White House really want to avoid war? According
to the British Helsinki Human Rights Group report, Milosevic and the
west were very close to reaching an agreement in February, commonly
referred to as the Rambouillet agreement. But at the last minute the US
State Department attempted to add language which was sure to cause the
Serbian delegation to reject it."  

Mark Almond: "When they presented an ultimatum at Rambouillet that was so reminiscent to Serbs
of 1914 and what Austria wanted, it pushed the Serbs over the edge."
Wheeler: What the US demanded was for NATO troops to have the right to

The Serbs, ever vigilant about their sovereignty, rejected the demand
and weeks later the bombing began. In early June after more than
seventy days of intense bombing and with the help of Russian
intermediaries, NATO announced that the Serbs and Milosevic were ready
to accept a surrender agreement on NATO terms."

NATO Spokesman Jamie Sheas made the statement, "There is no negotiation
they will sign a peace agreement...." Wheeler reported, "But American
Investigator has learned from a source involved in the negotiations that
what the Serbs agreed to was not a surrender agreement. It was a treaty
very similar to what they had agreed to in Rambouillet prior to the
State Department requiring the Serbs to allow NATO troops to invade
their sovereignty. And when the Yugoslav team showed up in Macedonia to
work out the details, NATO presented them with a surrender agreement
calling for the NATO occupation throughout all of Yugoslavia. When the
Yugoslav team refused to sign that agreement the White House and NATO
accused the Serbs (or Milosevic) of reneging on their agreement."
Jamie Sheas and White House spokesman have also claimed that "Milosevic
is trying to trick NATO..... He is up to something."

Wheeler queried, "Was the war on Yugoslavia necessary? The White House
and NATO eventually gave in on the occupation and the plebiscite issue
and the Serbs began to pull out of Kosovo. Which raises the question:
what would have happened had NATO accepted the Serbs Rambouillet
agreement before the NATO occupation of all of Yugoslavia and the
independence vote for Kosovo was added?"
Wheeler asked Almond, "Is this a conflict that warranted NATO getting
involved in?"

Mark Almond: "I think tragically what has happened is that its very
difficult to say that any Albanian is better off because of NATO's
involvement. Though hundreds of thousands are worse off and possibly
thousands of them killed even some of them by our military action."
Wheeler reported, "The Yugoslav Minister of Refugees, Bratsoatza Morina,
says the NATO bombing has not only made her job more difficult, but also
affected her personally. Her late husband was Albanian."
Morina: "I have Albanians as members of my family and my friends who are
Albanians, my children are also Albanian. My family lived in a
beautiful house, my Albanian family. It was destroyed by NATO bombs.
My husband's mother had to leave her house and she's a refugee now."
Wheeler stated, "The White House has claimed that their justification
was to stop ethnic cleansing which they say the Serbs were perpetrating
against the Albanians in Kosovo." President Clinton has said, "It's
about genocide, it's about ethnic cleansing...."

Wheeler asked Morina, "NATO, Blair and Clinton say the conflict here is
based on race. What do you make of that?"

Morina replied, "I think that's not true, for several reasons. Because
in our country ethnic Albanians are equal citizens just as the other
twenty-six national minorities who live here together with Serbs and
Montenegrins. It's just President Clinton and Prime Minister Blair to
justify the aggression against our country which has been going on three
months now."

Mark Almond believes that bomb damage assessments don't necessarily add
up to a moral justification.

Almond: "I can't see that even if NATO has won the war on points, it has
gained a great victory that could be said to have endorsed the
principles that they were supposed to be fighting on. To a great
extent, the war created the humanitarian catastrophe that we claimed we
wanted to prevent." Wheeler reported, "Although the White House and
NATO have frequently referred to Milosevic as a dictator, the British
Helsinki group points out that he has been democratically elected to
office. In an exclusive interview with American Investigator, Garin
Matic, a Milosevic insider and Yugoslavian Minister at Large, told us
that Milosevic must get approval from the Yugoslav Parliament on all the
matters related to the war, and not surprisingly he points out that the
western leaders have not gotten permission from theirs."

Wheeler asked Matic: "Prime Minister Blair and President Clinton have
both characterized Slobodan Milosevic as a dictator. Is he a dictator?"
Matic answered, "The conflicts we now face are the proof of democratic
nature as it is. The authorization of Mr. Clinton or Mr. Blair without
taking decisions from their parliament are bringing them to the
qualifications of dictator far more than it happens in our country.
Wheeler reported, "The mass exodus of Albanians fleeing Kosovo dominated
newscasts and newspapers day after day in the west. But according to the
British Human Rights Groups report, Albanians being driven from their
homes was not a serious issue until the NATO bombing campaign began.
And the Serbs say the allegations that they committed war crimes against
the Kosovar Albanians has another side to it as well."
Bratsoatza Morina said, "Has anyone raised a question of ethnic
cleansing of Serbs? Ethnic cleansing of Serbs in Kosovo which has been
going on for thirty years now."

Wheeler reported, "This is a copy of a New York Times article from 1987.
It validates what many Serbs have been trying to explain to the west for
years. The article detailed a number of ethnic Albanian violent crimes
against the Serb population there. It also explains Ethnic Albanians in
the government have manipulated public funds and regulations to take
over land belonging to Serbs. But that is not news to the former Serbian
Deputy Minister of Information, Vesna Prlja, who said, "Albanians
organized a country inside a country, their own laws, their own schools.
It was unstable situation of course."

Wheeler: "The now twelve year old New York Times report went on to say,
'As Slavs flee the protracted violence, Kosovo is becoming what ethnic
Albanian nationalists have been demanding for years, and especially
strongly since the bloody rioting by ethnic Albanians in Pristina in
1981- an ethnically pure Albanian region.' Mr. Almond says the
Albanians in Kosovo, with the help of the Kosovo Liberation Army, came
up with a plan." Almond said, "The way to get rid of Milosevic rule,
Serbian rule, was to provoke a crisis that the west would have to
respond to. So they set about attacking Serb policemen, but also
civilians and Albanians they didn't like and helped create that crisis
and it caused the west to focus on Serb reprisals which were not pretty,
but not necessarily the role of the KLA who were provoking them."
Wheeler: "Mr. Matic explains that it was during the very tense year
before that Serbs were forced to crack down in Kosovar Albanians who
Serbs believe were preparing for war."

Garin Matic: "For a period of one year intensive political and military
preparation of the Albanian population going on and they were stimulated
to enter into such activity."

Wheeler said, "Mrs. Morina explains how Muslim sponsored terrorist
groups helped to create the Kosovo Liberation Army or the KLA and why,
in her view, Serbs were forced to take action to prevent a civil war."
Morina: "They all brought weapons to Albanians and distributed it to
ethnic Albanians in Kosovo. What would your government do if you
realize the amount of weaponry that the Albanian ethnic minority had in
its possession? It was obvious that someone was planning to destroy a
country. Which government would be indifferent and wouldn't take
measures to prevent it?"

Wheeler reported, "The Serbs are intent on keeping Kosovo part of
Yugoslavia, they will tell you their ancestral history goes back
thirteen centuries here. Mrs. Prlja says that if NATO tries to make
Kosovo independent of Serbian rule, there will be more bloodshed."
Wheeler asked Vesna Prlja, "Did the Serb population here believe it was
worth going to war t keep Kosovo?" Vesna Prlja replied, "Yes, Yes. Very
strongly. They were very sure that for Kosovo it is worth dying."

If you think tax laws make business grow you obviously do not own a business nor have you every studied economics. The tax burden on small businesses is nearly breaking their backs. NEW DELHI, India, June 29 (UPI) - Indian defense officials claim they have recaptured two strategic positions in the Dras sector of Kashmir, killing 45 Islamic rebels, including Pakistani troops.

Twenty Indian soldiers also died in the hand-to-hand combat.

Meanwhile, Indian combat jets continued to pound Islamic rebels holed up in the Kashmir mountains following another diplomatic failure to pause the undeclared war with neighboring Pakistan.

Indian defense officials said today that the infiltrators are being pushed back into the Pakistani territory with continuous airstrikes on their bunkers and hideouts.

Intense diplomatic efforts by Washington have so far failed to halt the fighting between New Delhi and Islamabad. India has said that no peace talks could be held until Pakistan withdraws its troops from the Indian side of Kashmir.

India says the 7-week-old military offensive would continue unabated until all the rebels and Pakistani troops are either forced back or killed.

Pakistan denies having any soldiers in the area, saying the fighters are separatist Islamic guerrillas seeking independence for the Indian portion of Kashmir, which has a Muslim majority. The rest of India is predominantly Hindu.

In Washington, State Department spokesman James Rubin denied that the United States was trying to mediate between the two long-time adversaries and said it was only encouraging a direct dialogue between New Delhi and Islamabad.

Rubin described Deputy Assistant Secretary of State Gibson Lanpher's visit to India and Pakistan as productive.

In a bid to drum up support from its traditional ally China, Pakistani Prime Minister Nawaz Sharif visited Beijing on Monday. Chinese leaders reiterated their previous call for a peaceful resolution to the conflict.

Meanwhile, Indian army chief Gen. V.P. Malik says that the ongoing conflict would end on the terms set by New Delhi. Speaking to Indian troops on the battlefield in Kashmir, Malik said, "The enemy has started the fight, but it is we who will fire the last shot, and the war will end only on our terms."

More than 210 Indian troops and 630 rebels and Pakistani troops have died in the fighting that began on May 9.

Thanks for posting that article... NO! I don't think anybody in most of the world feels safer than they did 8 years ago. My personal opinion is that our genes determine that we seek excitement in order to pump the adrenaline around. Because the world is becoming increasingly more competitive as population dramatically increases we need more and more adrenaline. We are adrenaline junkies and must get it by any means, especially when we are young, depressed or desperate.

This is particularly true of young males many of whom have only two switches: "on" or "off." When they are "on" they are wildly excited, and when they are "off" they either become depressed or fall asleep. As we grow older we tend find the "middle" switch and mellow out.

Unless we can fix our genetic predisposition for constant adrenaline fixes we are trapped and the world will become more dangerous every day.

Minglewood in NO WAY put the record straight, she merely expressed ONE opinion. You see, something you ladies should understand by now is that men's penises have a mind of their own. A guy can go into a bathroom stall because all the urinals are being used, take perfect aim at the toilet, and his penis will still manage to piss all over the roll of toilet paper, down his left pant leg, and onto his shoe. I'm telling 'ya those little buggers can't be trusted.

After being married 28 years my wife has me trained. I'm no longer allowed to pee like a man - standing up. I am required to sit down and pee. She has convinced me that this is a small price to pay. Otherwise if she had gone to the toilet one more time at night and either sat on a pee soaked toilet seat, or fell right into the toilet because I forgot to put the seat down, she was going to kill me in my sleep.

Now another thing us guys don't usually like to talk about, but because you and I have become such good friends and you think I'm a classy guy, I might as well be candid with you because it's a real problem, and you ladies need to be understanding. It's the dreaded "morning wood".

Most mornings us guys wake up with two things. A tremendous desire to pee, and a penis so hard you could cut diamonds with it. Well, no matter how hard you try, you can't get that thing to bend, and if it don't bend you can't aim, well hell, if you can't aim you have no choice but to piss all over the wallpaper and that damn fuzzy toilet seat cover you women insist on putting on the toilet.

And by the way, when you use those damn fuzzy toilet seat covers, the friggin' toilet seat won't stay up by itself. So that means we have to use one hand to hold up the toilet seat and the other hand to try to control ourselves for that perfect aim.

Now sometimes, when you're newly married, (and I know the guys in here will back me up on this) you think you can get the toilet seat with that damn fuzzy thing to stay up. You jam it back and compress that fuzzy thing until the seat stays there. OK, so you start to pee, but then that compressed fuzzy starts to decompress and without warning that damn toilet seat comes flying down and tries to whack off your weenie.

So us guys will not lift a toilet seat with a fuzzy, it's just not safe. I tried to delicately explain this morning situation to my wife. I told her... look, it won't bend. She said, "sit down like I told you to do all the rest of the time." OK. I tried sitting down on the toilet with "morning wood".

Well it's is very hard to get it bent under the toilet seat, and before I could manage it, I had pissed all over the bath towels hanging on the wall across the room. Now, even if you are sitting down and you can get it forced down under the toilet seat, when you start to pee the pee shoots out from the crack between the bottom of the toilet seat and the top of the bowl. You piss all over the back of your knees and it runs down the back of our legs on to that damn matching fuzzy horseshoe rug you keep putting on the floor in front of the toilet.

I have found the only effective maneuver to deal with this morning urinary dilemma is to assume the flying superman position laying over the toilet seat.

This takes a great deal of practice, perfect balance, and split time precision but it's the only sure way to get all the pee in the bowl during the first morning pee.

So you ladies have to understand that us men are not totally to blame. We are sensitive to your concerns about hygiene and bathroom cleanliness, but there are times when things just get beyond our control.

It's not our fault, it's just Mother Nature.

Now, if it was Father Nature,... there wouldn't have been a problem!!!
