Democratic official says first lady confirmed bid at a fund-raiser

“I ASKED HER, ‘Do you have good news for the people of Staten Island?”’ said Gigante, who attended a fund-raiser Clinton headlined Monday night in Manhattan. “And she said, ‘Yes.’ So I said, ‘Does that mean you’re running?’ And she said, ‘Yes.’

“I was stunned, stunned. We have a candidate!” Gigante said. Gigante told the Staten Island Advance that Clinton made the statements during a chat with him and his wife, Barbara, as the first lady worked the room at a $1,000-a-head fund-raiser for Rep. Nita Lowey, D-N.Y. Lowey has said she will run for the Senate seat if Clinton does not.

Clinton’s White House spokeswoman could not be reached for comment.

The first lady’s staff has said she would make a final determination next week, after a vacation with the president in Florida, about whether to enter the New York race, and that she would announce her plans sometime in June or July. But New York state Democratic officials have been quietly urging that she make her intentions known sooner rather than later.

Clinton has made repeated visits to the state in the last two months. Her staff said she has decided to make New York City her home when she leaves the White House — if not before.

Clinton Asks Americans to Reconsider Ambivalence about Kosovo

ARLINGTON, Va. (AP) -- On the century's final Memorial Day, President Clinton ventured among slopes of tombstones at Arlington National Cemetery and asked Americans to reconsider their ambivalence about Kosovo: ``Remember why many of the people are laying in these graves out here.''

Kosovo, the president said, ``is a very small province in a small country. But it is a big test of what we believe in -- our commitment to leave to our children a world where people are not uprooted and ravaged and slaughtered en masse because of their race, their ethnicity or their religion.''

Clinton made the NATO campaign against ethnic cleansing in Kosovo the central theme of his traditional Memorial Day address Monday at the cemetery's amphitheater. Beyond its marble walls, each of the 250,000 small white gravemarkers covering 200 rolling green acres had been decorated with an American flag for the holiday weekend.

``From Concord to Corregidor, from Korea to Khe Sanh, from Kuwait to Kosovo, our entire history is written in this ground,'' Clinton observed.

In Kosovo, he continued, the United States seeks to close the 20th century with a Europe at peace -- ``which will ensure we will not have to send large numbers of young Americans to hie there in the next century in a war.'' MORE...

A run for the Senate by Hillary Clinton will amount to a six month media sideshow. The only factors in her favor are:

- Bobby Kennedy successfully won a Senate seat as an outsider.

Message: I attended the Wellesley College graduation ceremony of Hillary Rodham and my daughter. The press reports of this event are dead wrong! Sen Brooks gave a typical generic graduation address. Message: It seems that the Chinese espionage of nuclear secrets is somewhat blown out of proportion. The Cox report has been floating around even in the internet. As far as I understand, the real secrecy is involved with technology, such as propulsion, target guiding, and etc., other than nuclear war-heads about which I believe China has already had. Besides, every country is involved in espionage in one way or another. For instance, the U.S has allegedly learned the Chinese espionage from a Chinese "secret" document, which means that the U.S has spied on China as well. The U.S should up the guard against further espionage attempts. That is about it in terms of what the U.S can do. The timing of accusation also makes one wonder. The U.S inept old map theory as an explanation for the accidental bombig of the Chinese embassy has infuriated China. With the WTO issue in mind, the espionage issue may be a counter-balancing attempt against China, which, despite the intent, may backfire on the issues of Kosovo if the Kosovo issue proceeds to the U.N. Although the espionage of nuclear secrets is a grave matter, it may not be as grave as we think. For instance, China has already had necessary technology. In terms of the number of war-heads, the U.S clearly overwhelms China as well as in overall nuclear capability. However, China already has the adequate number of warheads to retaliate and decimate the U.S in case that she is attacked. Since a mutual destruction is evident if one of the countries lauches a nuclear strike -- it only takes so many warheads to blow up the Earth -- the possibility of its realization is remote. At the same time, with China devoting herself to boosting her economy, the U.S nuclear superiority -- by far -- will not be challenged in any time soon. Although Americans tend to believe that the U.S would not be a threat to any country, in reality, many countries perceive the U.S as the greatest threat to their national security. Objectively speaking, there is no way to nuclearly disarm China, even Free China, unless the U.S is to give up her nuclear arsenal first. In that sense, although many believe in the legitimacy of the U.S police actions, the U.S does not possess a moral superiority over so called enemy states since the U.S often props up a friendly regime whos shares with the enemy states the traits for which the enemy states are punished for. In short, I think the espionage was deployed to counter China and her reaction to the accidental embassy bombing with the issue of WTO in mind, and the matter is not as grave as our government makes it to be. <

BRUSSELS, June 1 (AFP) - NATO confirmed Tuesday that one of its bombs had landed in a residential neighbourhood in the Serbian town of Novi Pazar, adding to the growing list of alliance air strikes which have led to civilian casualties since the air campaign began 10 weeks ago.

Serb officials put the death toll from the following incidents, most of which but not all NATO acknowledges as errors, at more than 460.

Overall, they say, some 2,000 civilians have been killed since the start of the air campaign on March 24.

NATO has repeatedly denied that it deliberately attacks non-military buildings and insists that all possible precautions are taken to avoid civilian casualties.

- April 5: A 250-kilo (550-pound) NATO bomb aimed at Yugoslav army barracks in Aleksinac in southern Serbia misses its target and lands in a residential area. Serbs put death toll at 17.

- April 9: NATO hits homes near a telephone exchange in the Kosovo capital, Pristina. NATO said civilian casualties were possible but neither side provided a death toll.

- April 12: A NATO pilot fires two missiles into a train crossing a bridge at Grdelicka Klisura in southern Serbia, killing 55 people, according to Belgrade. NATO insists the bridge, a key supply line for Yugoslav forces in Kosovo, was the target and that the pilot saw the train too late.

- April 14: NATO bombs refugee convoys in the Djakovica region of south-east Kosovo, leaving 75 dead, according to Belgrade. NATO, without confirming the civilian toll, said it was targeting military vehicles but admitted hitting two convoys.

- April 28: NATO, aiming for an army barracks in the Serb village of Surdulica (250 kms/150 miles south of Belgrade), bombs a residential area, leaving at least 20 civilians dead.

- May 1: NATO bombs a bridge at Luzane near Pristina, killing 47 people aboard a bus which was travelling along it. NATO, without confirming the figure, admitted the following day having targetted the bridge without the intention of causing civilian casualties.

- May 7: A NATO air raid hits central Nis in southeast Serbia, leaving at least 15 dead and 70 injured. NATO said its planes were aiming for a landing strip and a radio transmitter but that a cluster bomb had missed its mark.

- May 8: NATO mistakenly attacks the Chinese embassy in Belgrade, killing three journalists. The United States and NATO said the intended target was a Yugoslav building with military use, but US maps used in the planning of the operation were old and marked the embassy at a previous address.

- May 13: NATO bombs the village of Korisa, leaving 87 civilians dead according to the Serbs. The allies claim that the civilians were being used as "human shields" and that Korisa was a legitimate military target.

- May 20: A Belgrade hospital is hit by a missile at around 1:00 a.m., killing three patients. NATO attributes the accident to a missile which went astray during an attack on a nearby military barracks.

- May 21: NATO bombs Istok prison in north-west Kosovo. Alliance officials insist the prison was being used as an assembly point for Serb forces in the province. Serbs say at least 100 inmates and a prison officer were killed.

- May 22: NATO admits bombing by mistake positions of the Kosovo Liberation Army at Kosare, near the border with Albania. Sources close to the KLA say seven guerillas were killed and 15 injured.

- May 30: NATO bombs a highway bridge at Varvarin in a daytime raid in central Serbia. The Serbs claim 11 people died while attempting to cross the bridge in their cars. NATO has not confirmed whether there were cars on the bridge and insists the bridge was a legitimate military garget.

- May 31: Missiles strike a sanatorium at Surdulica, southern Serbia, killing at least 20 people, according to the Serb authorities. NATO says it successfully attacked a military barracks in the town but refuses to confirm, or categorically deny, hitting the hospital.

- May 31: A NATO bomb aimed at a military compound strikes a four-storey apartment block in the town of Novi Pazar. NATO confirms one of its bombs went astray and landed in a residential area. Serb authorities report 23 dead.

ST. PETERSBURG (Itar-Tass Wed Jun 02 1999 17:52:09 UTC) - "The war in Europe makes us work most seriously on the creation of new weapons," Vice- Prime Minister Ilya Klebanov said.

I used to think the same thing, but that question will roll off her like water off a duck. She can point out that New York is one of the leading states in setting the pace for the rest of the country, that it has a much higher profile than Arkansas for anyone seeking national recognition, and that it plays a much larger role in world commerce and world affairs than Arkansas.

Bobby Kennedy could have won in Massachusettes, but ran in New York for exactly the same reasons.

Keep in mind I think the odds are against her winning and would prefer if she lost, but Giuliani will need to come up with something a lot better than this.

Besides, what else will be worth watching on TV this summer for those of us in the rest of the country if she doesn't go for it?

I remember when I was in college, during the early 70s, 97% of the students had experimented with drugs. If it were possible to take a poll with those same students today most of the right-wingers would deny they ever took drugs, while at the same time popping Prozac and the other neat new legal mood elevators we have on the market today.

I have a friend who is a lawyer and constantly proclaims to the public that "I never did drugs in my life," but he needs a constant supply of Prozac and a little too much alcohol. Hypocrites, just like Bob Livingston, who banged more babes than Clinton, but tried to lead the brigade to destroy our president. Why do you right-wingers do this? WORLD EXCLUSIVE: TIME MAGAZINE PLANNING TO NAME FDR 'MAN OF CENTURY'

It will not be made official for another seven months, but the DRUDGE REPORT has learned, TIME magazine will name America's 32nd President Franklin Delano Roosevelt: "THE MAN OF THE CENTURY!"

TIME's Managing Editor Walter Isaacson has made the call and has been daydreaming outloud in recent weeks on what is expected to be TIME magazine's biggest selling issue ever.

As speculation on the outside is just beginning, inside TIME magazine's elite editorial circle -- speculation is over.

"In Walter's mind, after FDR, there's nothing but seconds," a senior magazine source revealed.

And while editors will say that the choice has not yet been made, it can now be revealed that TIME will declare: FDR paved the way for what became the American Century.

The naming of FDR will be held secret until late December, according to publishing sources, but preliminary plans have been drawn up for a network news special on TIME's big pick.

As for Isaacson, the only thing he has to fear, is fear itself.

TIME INC's editor-in-chief Norman Pearlstine has reportedly given Isaacson broad editorial control over the blockbuster issue.

What convinced TIME to pick FDR?

FDR was the giant who created big government -- in a time of big need. FDR, his advisors and the U.S. Congress passed into law the "New Deal" that lifted America out of the Great Depression. He created the Social Security Act which provided unemployment compensation and a program of old-age and survivors' benefits.

"Isaacson will write a thoughtful, nuanced appreciation of the man who couldn't walk and yet raised a nation from its knees," whispers one insider.

Isaacson will say that for the first time since 1789, FDR changed how Americans think about government -- what we owe it.

Actual production on TIME's century end issue will begin months in advance of publication, late in the summer. Every expense will be made to ensure the secrecy of its content. TIME will devote up to 100 pages on "Man of the Century" and the runner-ups.

But the naming of FDR is bound to cause complete controversy.

As one conservative source familiar with Isaacson's thinking explained: "FDR is the boy Walter is going for in the end, and NOT because Yalta helped shape our world! It's Walter's way of detaching himself from the people he's supported [and sucked up to] all these years."

But one TIME executive calls the choice of Franklin Roosevelt anything but controversial:

"He is an obvious winner. He defined more than just a generation, he was one of the single most influential individuals America has ever seen. It would be a damn controversy if he was not chosen."
