Senate Backs Child-Safety Gun Devices

The Senate voted overwhelmingly yesterday to require that all handguns be sold with child safety devices or secure storage containers, marking another significant concession by Republicans in response to a public outcry over the school shootings in Littleton, Colo.
The proposal was approved, 78 to 20, as part of a broader bill to curb juvenile crime, with a majority of Republicans joining all Democrats in voting for it. A similar proposal garnered only 39 votes last year.
"I think the horror that came about because of what happened in Littleton has had its effect," said Sen. John H. Chafee (R-R.I.), who co-sponsored the proposal with Senate Judiciary Committee Chairman Orrin G. Hatch (R-Utah) and Sen. Herb Kohl (D-Wis.).MORE...
President Clinton declared for the first time yesterday that he would consider sending ground troops to Kosovo if he becomes convinced that NATO's strategy of bombing Yugoslavia will not bring victory.
Clinton's comments, in a brief White House appearance before reporters, came as diplomacy aimed at ending the conflict seemed to be gaining momentum. Officials said he spoke out to dispel any impression that NATO might accept something short of its stated demands from Yugoslavia and to strengthen the hand of Russian peace envoy Viktor Chernomyrdin as he heads for a round of talks with President Slobodan Milosevic in Belgrade.
"I and everyone else has always said that we intend to see our objectives achieved and that we have not and will not take any option off the table, " Clinton said.
Clinton's insistence that his mind is open to putting combat troops in Kosovo marked a rhetorical shift -- "I do not intend to put our troops in Kosovo to fight a war," he announced on the first day of airstrikes 56 days ago -- but senior administration officials said as a practical matter they are weeks away at least from a decision to assemble an invasion force.
For the near term, Clinton's more aggressive stance was designed principally as a stick in public diplomacy, seeking to encourage Milosevic to embrace a still-evolving settlement offer that NATO and Russia are hoping to jointly craft.MORE. . .

VICE President Al Gore has selected the former skipper of the Titanic to save his sinking presidential campaign.
Tony Coelho, Gore's new campaign director, earned this amazing promotion after masterminding the Democratic Party's most massive defeat in 50 years - the 1994 loss of the House and the Senate. Not since 1946 had a Democrat accomplished this feat!
Coelho's advice in 1994, echoed by former Clinton consultants James Carville and Stan Greenberg, was to ''go negative'' and attack Republicans by linking them to the Reagan years. It sure worked, didn't it? After the Democratic debacle, Clinton immediately dumped Coelho, Carville and Greenberg and never trusted their political judgment again.
Beyond his well-earned reputation as a loser, Coelho carries ethical baggage that Al Gore, damaged by Bhuddist Temple fame, needs like a hole in the head.
In 1988, Coelho was the No. 2 Democrat in the House of Representatives, on the verge of becoming speaker, when he abruptly resigned his seat in Congress and left town - one step ahead of the Ethics Committee.
Coelho got in hot water for failing to disclose on his House ethics form that a soon-to-be indicted S&L kingpin, Thomas Spiegel, had secretly bought a $100,000 junk bond, on Coelho's behalf, paid for it himself, and then subsequently arranged for a loan so Coelho could pay for the bond. To top it off, the junk bond was purchased in the name of Coelho's federal congressional campaign committee - not your routine campaign expenditure. A very short time later, Coelho redeemed the bond and pocketed a quick $6,882 without having to spend a penny of his own money.
For those thinking of trying to pull the same trick, forget it: It's institutional investors only, unless you happen to be House whip and a favorite of convicted felon Mike Milken.
Coelho and Michael Milken were good buddies. Drexel-Burnham paid Coelho $4,000 in speaking fees and donated $8,000 to his PAC. When Milken got out of jail, at his first appearance, there was Coelho applauding and welcoming his benefactor back to society.
Coelho quit Congress so that he would not be subject to a House ethics probe of his failure to disclose the junk-bond deal. He was never indicted, but he certainly violated House rules and would have been subject to severe sanction.

For such a straight guy, Gore has manifested a certain ethical obtuseness before in ceding the control of his campaign to Peter Knight, Terry McAuliffe and Richard Sullivan, all former Clinton campaign aides whose ethics, the Washington Post reports, ''have been scrutinized by congressional committees and in some instances [by] the Justice Department.''
Al Gore never used to have ethical problems. Maybe he's been hanging around you-know-who for too long.
But Gore's problems go deeper than who serves on his staff. He needs to realize one key fact of life: Vice presidents usually don't get elected president. Henry Wallace lost in 1948. Richard Nixon lost in 1960. Hubert Humphrey lost in 1968. Walter Mondale lost in 1984. Bush won in 1988 only with considerable help from his inept Democratic opponent, Michael Dukakis.
They lose because they are too much in the shadow of their president. To the average voter, electing Gore is like re-re-electing Clinton to a third term, only you don't quite get Clinton, you get something less. Gore is not losing just because he is stiff or wooden or humorless in public. (And going out and having a good time, another key piece of Clinton advice, might backfire if he takes fun as far as his mentor does.)
Before Clinton began to take a post-Monica dive in popularity, there was nothing wrong with Al Gore's candidacy. He had a 20-point lead over Bush before the 1996 election. Clinton has become a leaden weight around Gore's neck.
The president says that Al Gore should loosen his tie and take off his jacket. But what the vice president he really needs to do is loosen his leash and take off his strait-jacket. He needs to cut away from Clinton and get out on his own. Gore needs to get out ahead of Clinton on key issues and go farther than the cautious president is willing to go on education, environment, gun control and other center-left issues. He needs to distinguish himself from Clinton, not imitate him.
In the meantime, Gore has triggered a civil war in his own camp by hiring Coelho. Gore's race so far has been handled by my former colleagues in Clinton's operation - Bob Squier and Mark Penn. Call them the A team, the Clinton boys. Now comes Coelho, the B team, whom they likely welcome about the same way Socks the cat welcomed Buddy, Clinton's new dog.
After last week's New York Times interview with Clinton where he said he wasn't really involved in advising Gore, the Washington Post ran a story, replete with quotes from Coelho, disputing Clinton and saying that he was, indeed, heavily involved in the minutiae of the veep's run. That's probably a B-team leak so that Coelho can hang the rotten performance of the Gore campaign to date around the A team's neck.
The civil war is likely to rage on, Squier v. Coelho, the A team v. the B team, the Clinton boys v. the Gore boys. Nobody will have time to fight Bradley, much less Bush. The casualty will be Al Gore

Message: OKLAHOMA CITY, OK - Democrats in the Oklahoma State Legislature are blaming the religious right for defeating a bill that would have regulated tornadoes. Said one Christian Conservative, "Tornadoes are an an act of God and are therefore not subject to regulation." Oklahoma Democrats, however, beg to differ! The bill that they introduced would have required God to file a 'Tornado Permit' three days prior to the day that he hoped to unleash the twister. Upon approval of the permit, God would have to respect established 'Tornado Free Zones' in and around populated areas and trailer parks. To insure compliance by the Maker of Heaven and Earth the bill would have fined churches and synagogues within the State $100,000 for each infraction of the law. Republicans in the Legislature refused to allow the bill to come to the floor for a vote and had the bill killed in committee. This led one Democratic legislator to blast the GOP by saying, "Everyone knows that tornadoes kill! Something needs to be done! By defeating this bill the Republicans have shown that they support death and destruction at the hands of God through the use of tornadoes. Tucker, who pleaded guilty in February 1998, also was sentenced Monday to four years of probation and 832 hours of community service. He plans to appeal the sentence.
Prosecutors said Tucker hid the value of a cable TV business he sold in 1988. If its real value had been known, Tucker and business partner William Marks would have been liable for an additional $2.9 million in taxes.
``There was no tax loss to the government that I benefited from,'' Tucker said after sentencing, arguing that the government owed him federal income tax credits.
U.S. District Judge Stephen Reasoner also ordered Tucker to pay a $6,000 fine and said the $1 million restitution must be paid before his probation ends.
Tucker's business dealings came under scrutiny as part of the federal investigation into the Whitewater land deal, a failed development in which President Clinton and Hillary Rodham Clinton were investors.
He served 18 months of home detention after being convicted of fraud and conspiracy with James and Susan McDougal, Clinton's former business partners. Tucker had lied to arrange nearly $3 million in fraudulent loans, prosecutors alleged.
He is fighting to have that conviction overturned, saying a juror was biased against him. As part of his plea bargain in the cable case, prosecutors will not retry him if his initial conviction is thrown out.

LITTLE ROCK, Ark. (AP) - Presidential friend Charlie Trie pleaded guilty to two charges today and pledged to cooperate in an investigation of campaign fund-raising. In return, prosecutors dropped indictments pending against him in Washington and Arkansas.
Under the deal, the restaurateur turned campaign fund-raiser - who has been implicated in improper contributions from Chinese officials - will be sentenced to probation.
Trie owned a Chinese restaurant near the Arkansas state Capitol when Bill Clinton was Governor. Clinton would frequent Trie's restaurant and they became friends. Trie arranged illegal campaign donations to the Democratic National Committee from Chinese Businessmen. Trie also lied and caused others to lie in a Federal investigation. He ordered documents to be destroyed that were subpoenaed by a federal grand jury. He obstructed justice.
The Democratic National Committee has returned $640,000 that Trie raised. President Clinton's legal defense fund has returned an additional $460,000 raised by Trie.
In a statement after making his plea, Trie said that he was ready to start a new life
after fighting the government for so long.
"After three years of constant struggle, my physical and spiritual resources to
resist are existed,'' he said.

As an entrepreneur I want my business in a crime free area and am prepared to pay a high price for that. I also have no objection to being forced to pay a higher price to care for my employees if everyone else must do the same. I like living in a healthy environment with everyone doing well and prospering. I cannot lift the environment by myself by paying my employees higher prices and giving them better benefits. That will just raise my prices and lessen my competitive edge. But if every company must do it then we all prosper together. I am willing to pay the price if everyone else is forced to pay the price at the same time.
I am also willing to pay a higher price and make less money if I can live longer because foreign countries cannot steal our nuclear secrets. I like to have the edge over them and am willing to pay the price.
Life is not black and white as conservatives think. Life is a trade-off. Just because I make a little less profit to live in a healthy, crime-free environment does not mean that the Federal Government has taken away my rights. I still have my rights. Once again it seems we have a discussion on the "Value of Rights".
When Entrepreneur states

high price for that" I can only wonder why? Why would someone pay a high price for something
no one can deliver? Picky? Perhaps, but it does lend insight to the thought process of Entrepreneur.
This most basic mistake seems to be at the very center of Liberal/Conservative arguments. I won't dwell
on this point but let me be clear; we will never live in a world where everyone is happy,
smart, healthy and nice. And if we ever do I can assure you it will not be because we legislated it
into existence.
And this statement just sends shivers up and down my back:
Where to start... Just what would you object to? Didn't your momma ever say "...and if your friends
all jumped off a bridge..."? Why would anyone in their right mind hand over their business to anyone
else much less a Government with such a long and dismal record of dishonesty (only surpassed by their
longer and more dismal record of stupidity)? How badly do they have to screw up before you get a clue?
The Government couldn't run
a Popsicle stand anywhere but into the ground. They know nothing about business. They're used to
printing more money when they run out or passing another tax law or just confiscating what they want.

The inherent vice of capitalism is the unequal sharing of blessings; the inherent virtue of socialism

The contradictions in this post are amazing. Entrepreneur seems to want the Government to
help the People achieve an admirable goal; the betterment of all the People. A noble goal to
say the least. But to achieve the betterment of all people we must necessarily punish some of
the people. We must make them be nice. We must force them to pay higher wages (sending up all prices
including what their employees pay). We must make them provide better health care (thus straining
an already strained health service industry). We must force them to "put people before profit" (thus
reducing the profit that can be used to hire more people). Many Liberals seem to have forgotten
a basic and useful lesson from physics: Every action has an equal and opposite reaction.
Only that which increases the overall size of the pie will help us each get a bigger piece
of that pie. And every time the Government gets involved they want more of the pie.

Hillary will run for Senate and dump Bill

First Lady Hillary Rodham Clinton has told close friends she will run for the Senate from New York and that she will dump her philandering husband as soon as his term as President is up.
"If she is elected to the Senate, it will be as Hillary Rodham Clinton, but her name will be Hillary Rodham before her first term is complete," said a close associate of the First Lady Tuesday night.
Mrs. Clinton plans to file for divorce "within six months" after her husband leaves office on January 20, 2001, sources claim. She is looking for a home for herself in New York City.
"She has no intention of of living there with Bill Clinton," the associate said. "Their marriage is over. Everything that you see now is for public consumption."
Mrs. Clinton has also told close aides she will definitely seek the New York Senate seat being vacated by retiring Senator Daniel Patrick Moynihan.
"She had decided to go for it," an aide said. "All that's left is the paperwork."
In an interview with CBS news anchor Dan Rather on 60 Minutes II, scheduled to be aired Wednesday night, Mrs. Clinton will talk about how she has used "lot of prayer" to get through the past 18 months of scandal surrounding her husband's affair with former White House intern Monica Lewinsky, but friends say it is raw anger, not compassion, that drives the First Lady now.
"She's finished with Clinton," says a former staff member. "It's over."
Sources say Mrs. Clinton has told daughter Chelsea that she will seek a divorce "early in 2001" and that she will return to her maiden name as soon as that divorce is final. Chelsea, the sources say, has promised her mother that she, too, will drop her last name of Clinton and file to have her name changed legally to "Chelsea Rodham."
"You see a lot written now about how lonely Bill Clinton is in the White House," says the former staffer, "but it's going to be real lonely for him after he leaves the Presidency. His wife and his daughter want nothing to do with him. They will abandon him completely."
Neither the White House or spokesmen for the First Lady returned calls seeking comment on this report.
