Congress and Kosovo
Prosecuting a war in consultation with Congress is not always easy for the White House, but it is necessary under the Constitution. Given the sensitive military and diplomatic ground in Kosovo, the House is for the most part steering a reasonable if spendthrift course this week in acting on several measures involving the war in Yugoslavia.
Lawmakers were right yesterday to insist that President Clinton seek Congressional approval if he decides to order ground troops into combat. The measure was advanced by Republican leaders but supported by 45 Democrats in a 249-to-180 vote that Democratic opponents mischaracterized as a message of weakness to Slobodan Milosevic. Mr. Clinton says he has no intention of invading Kosovo or Serbia, and NATO has made no preparations to do so, beyond the drafting of contingency plans. If sentiment within the alliance changes, Mr. Clinton would be well advised to start moving troops and weapons to the Balkans to keep the option open and to increase the pressure on Mr. Milosevic.
Congress should not limit Mr. Clinton's hand on such preparations. But if the President chooses to send ground forces into battle, he will need the full support of Congress and the American people. Yesterday he assured the House he would seek Congressional support. To act without it would invite the kind of division and political unrest that developed during the Vietnam War. MORE...

Message: If it's predictable there's a solution. The Simon Wiesenthal Institute, which tracks hate groups, tracked the two Columbine High School killers for six months. Here is a possible solution: give this institution more teeth and funding.
This institute, or another like it, would make a toll free number available to students, parents, teachers and others who are concerned about potential killers in their neighborhoods or schools. The institute contacts these killers to ascertain their violence potential. If the institute believes it is serious it contacts the parents. The parents are now officially on the line to keep watch over their children and can be liable for neglecting their duty.
The institute continues to contact the potential killers at regular intervals and can order psychiatric examinations and inform the police if necessary.

NATO's frightening power grab
Europe's politicians came to Washington, D.C. last weekend to commemorate NATO's fiftieth anniversary. While they ate steak, Serbian and Kosovar civilians were dodging bombs. In the midst of this "celebration," NATO's politicians launched the biggest peacetime power grab since Hitler came to power in Germany in the 1930s. Unilaterally, without public debate and without the participation of Congress, NATO declared that:
NATO will attack any European country whose leader violates the "human rights" of his people.
NATO will defend Albania, Bulgaria, Romania, Macedonia, Bosnia, Croatia and Slovenia from Serbian aggression.
Once NATO's war is over, NATO will launch a massive Marshall Plan reconstruction project for all Balkan countries. This is a breathtaking grasp for unprecedented military, economic and political power. It is also illegal.
NATO cannot unilaterally change itself from a defensive organization to an offensive organization until the United States Senate agrees. NATO did not consult the Senate before it made its announcement. NATO cannot expand its membership until the Senate agrees. NATO did not consult the Senate before it made its announcement. NATO cannot unilaterally commit Americans to fight and die all over Eastern Europe. Only the United States Congress can do that and NATO did not consult them. NATO does not have the power to commit billions of American tax dollars to rebuild the Balkans. Only the United States Congress can do that -- and no one asked them.
NATO says that these actions are necessary to prevent Europeans from continuing their century's long tradition of slaughtering each other. Well, I too am tired of Europe's never ending cycle of violence. I am tired of the racial murders in England and Germany.
I am tired of the bombs and blood shed in Northern Ireland and Basque Spain. I am tired of the ethnic cleansing of the Balkans. I weep for the hundreds of millions of humans who have died during the two World Wars started by Europe. However, if Europe is to end its horrific history, Europeans have to do the heavy lifting. And that is what they are not willing to do.
Ninety percent of the planes and pilots that are bombing Yugoslavia are American. America is paying two-thirds of the cost of a war whose sole purpose is to protect Europe. How have the Europeans shown their appreciation of our blood, sweat, tears and money? They have launched a trade war over bananas and steel. This is after America has spent 50 years and trillions of dollars rebuilding and protecting Europe's rear end. I am sick and tired of continuing to use our wealth to prop up lazy, ungrateful Europeans.
NATO says that it wants to usher in an era of humanitarian treatment for all Europeans. The problem is that NATO's new "human rights" policy ignores the Kurdish ethnic cleansing allegations leveled against Turkey, a NATO member. If NATO wants to prevent sovereign nations from abusing their citizens, why doesn't NATO clean up its own house first?
This is not about human rights, my friends. Today, five weeks after NATO started bombing Yugoslavia, NATO has failed to provide safe and sanitary refugee camps for the people it claimed to want to protect. Why? Because NATO's cynical political leaders want television to show pictures of suffering Kosovars to convince their citizens that NATO's dirty little war is just.
How long does it take to set up refugee camps with proper sanitation facilities anyway? If NATO cares about the people of Yugoslavia, why are they systematically destroying Serbia's economy and civilian infrastructure? No, my friend, this war and new policy are not about human rights, they are about power, pure and simple.
Bill Clinton, in a "you can't teach an old dog new tricks" moment, prevented NATO's leaders from engaging in a public debate about whether ground troops should be used in Yugoslavia last weekend. What was Bill afraid of? Why did this "Democrat" prevent the open discussion of this very important issue?
Wednesday, Bill Clinton gave Congress his word that he would not send ground troops into Yugoslavia without first allowing Congress to vote. Fortunately, Congress remembered the last time Bill Clinton gave them his word. Democrats and Republicans alike said, "We don't trust you Mr. President, we don't trust you."
All of this political maneuvering by the one-world-government hawks of NATO obscures a much more important issue.
If American taxpayers must pay billions of dollars to rebuild a part of the world, why develop Eastern Europe and not Mexico? Much of America was part of Mexico. We share a 2,000-mile border with Mexico. There are more Americans of Mexican descent in Los Angeles than there are Americans of Yugoslav descent in the entire United States. Many of our most pressing domestic problems, including illegal immigration and drugs, can only be reduced by significantly improving the standard of living for our Mexican neighbors.
If we must spend money to develop a faraway place, why not invest in the development of Honduras, Nicaragua and Guatemala? American governments prevented the development of democracy in Central America for more than a century.
Most recently, we financed a bloody war against godless communists. Democrat and Republican Administrations alike supported a feudal economic system that keeps 85 percent of our Central American neighbors in grinding poverty. If we owe any region our moral support and financial assistance, it is Central America, not South-Eastern Europe.
If NATO has a right to stop leaders from persecuting their people, will NATO bomb North Korea to stop them from starving 3,000,000 people to death? Will NATO bomb Pakistan and Indonesia to stop the murder of Christians? Will NATO invade India and China to stop the murder of tens of millions of girl babies through sex-choice abortions? Will NATO bomb the Sudan and Mauritania to stop slavery? Will NATO bomb Columbia and Myanmar (Burma) to destroy the drug lords whose evil products have destroyed the lives of tens of millions?
Who will decide what act justifies a NATO invasion? Who will decide which country NATO will attack next? Who will stop NATO if we let them get away with this mad power grab?
Bill Clinton has called America's bluff. If we allow him to unilaterally expand NATO's power, future generations of Americans will rue the day that we entrusted this president and this Congress with our Constitution.

Message: CONCORD, Mass., April 30 (UPI) A music teacher at the Concord- Carlisle Regional High School has been fired for having what school officials say was an "improper" relationship with an 18-year-old female student during spring break last week. No criminal charges have been brought against Roger Manson, but school officials they have informed the girl's parents, and referred the case to the state Department of Social Services. School Superintendent Eugene Thayer says the school "does not tolerate improper behavior between teachers and students." So far, there's been no comment from Manson or the girl.

WASHINGTON, DC -- A bipartisan group of 17 Members of Congress, including US Rep. Ron Paul (R-Surfside, Texas), will file a lawsuit on Friday, April 30, 1999, in federal court against President Bill Clinton for violating both the US Constitution and the 1973 War Powers Resolution with regard to Yugoslavia.
Rep. Paul has led Congress in the opposing the unconstitutional military action, introducing the first legislation to stop the measure early in this Congress, and speaking against it last year.
"This president has violated the law and he must be taken to task," said Rep. Paul. "It is a shame that Congress has not done more to stop the president from this destructive course. So it is therefore incumbent upon us to resort to the courts to force Mr. Clinton to follow his Oath of Office to uphold the Constitution and laws of the United States."...

BELGRADE, April 30 (UPI) - Here is the transcript of Yugoslav President Slobodan Milosevic's interview Thursday with UPI's Arnaud de Borchgrave:
Q: What do you hope to get out of this?
Milosevic: I find it hard to believe what is happening. America is a great country and Americans great people. But your leaders are not strategic thinkers. Short-term quick fixes, yes. They said let's bomb Yugoslavia and then figure out what to do next. Some said Milosevic would give up Kosovo after a few days of aggression from the air. To set out to destroy a country for a pretext no one can buy is simply unbelievable. I don't expect to get anything out of this because I did not start it. You may recall there were no refugees before March 24 when the NATO aggression started. But the Clinton administration did expect to get something out of this terrible decision. I understand you had two general goals. One dealing with Europe, the other with the Balkans. First is to prove U.S. leadership in Europe and the second to re- establish U.S. leadership in NATO in the post-Cold War era. Regretfully, we were targeted as a guinea pig to achieve those goals. Simply because of our weaknesses and of the internal problems we faced. But, as you know, you will find in at least 100 countries around the world different ethnic separatist movements. If you decide to support separatist movements it is very hard to believe any country can survive. There are 4,000 ethnic groups in the world and only 185 members of the United Nations. In Yugoslavia, we have 26 different ethnic groups. Any one of them could cause trouble if agitated from the outside. Which is what happened in Kosovo. In Belgrade, we have 100,000 Yugoslav Albanians. And never a problem with them. Walk from our Parliament building and you will see many shops with their Albanian names. Not one window smashed here in all those years of violence in Kosovo. Our people never considered them responsible for the behavior of the so-called Kosovo Liberation Army terrorists. In Kosovo, Albanian Kosovars were bigger victims of the KLA than Kosovar Serbs. When we looked at the figures the number of Albanians killed by them was twice as large as Serbs dead. They simply terrorized Albanians to join their underground and impose their idea of an ethnically pure state. That movement is Nazi in its character because of their publicly declared goals of a racially pure state. Where can you find such a state in the world today? It is precisely the opposite of what is happening in the world. Ethnically mixed states is the trend in the new global village. The Kosovar terrorists were trying to reverse a global phenomenon.
Q: Which you then attempted to do in Kosovo after March 24?
Milosevic: Absolutely not. That is the big lie which, repeated often enough, becomes conventional wisdom.
Q: You are denying that your armed forces drove people out of their homes and torched entire villages?

A Way Out of NATO's War

The raids must stop, and Milosevic accept mediation
The North Atlantic Treaty Organization is waging wholly unjustified war against Yugoslavia. Since March 24, the 13-member NATO, led by the U.S., has mobilized 1,000 planes, carried out over 6,000 sorties, delivered several thousand missiles and bombs, including cruise missiles, and even employed cluster- and slow-activating bombs that are banned under international law. The bombs have killed more than 500 (Serbian) civilians and injured 4,000 people. Military facilities apart, the raids have destroyed schools, hospitals, bridges, roads, factories and living quarters, causing billions of dollars in losses. Yugoslavia has not succumbed, but displayed singularly firm resolve in protecting its national sovereignty and independence.
On the NATO side, the first 24 days of war cost the American military alone over $ 4 billion. But the original objective – pressuring President Slobodan Milosevic to surrender -- has not been attained. The war machine thus continues to press forward. How might this conflict be ended? The first possibility: Yugoslavia is crushed by NATO and accepts its demands. The most outrageous demands are to accept the presence of 28,000 NATO troops in Kosovo and disband Yugoslavia's armed forces. The prospect of this happening is next to zero.
Why? First, the Serbians have a glorious tradition of defying brute force. They prefer to "die standing than live on one's knees." Already this century, they've been confronted with three ultimatums -- the first, in 1914, under the Austro-Hungarian Empire; in 1941, from Germany and Italy; and the third, the Cominform Affair of 1948-49, when they faced Stalin. They were willing to die, but achieved victories in the end. Also, drawing on their history, the Serbians have written into their constitution: "No person possesses the right to recognize or sign a document of surrender." Nor can they "accept or recognize" the occupation of their territory. A person who does is deemed anti-constitutional and treasonous. That this is unthinkable for Milosevic or any other Yugoslav politician is something the West failed to take into account in starting this war.
The second possibility: In view of the many points of consensus reached by Milosevic and the moderate Albanian Kosovar, Ibrahim Rugova, on a political resolution, and given Rugova's many calls for NATO to stop the bombings, the U.S. and its allies could do just that -- halt their sorties. Also improbable. Why? The pretext for NATO's action was to "prevent a humanitarian disaster from occurring in Kosovo." But before the bombings, there was no humanitarian disaster in terms of a refugee outflow. The disaster was caused by NATO. Its leaders mistakenly believe that modern weapons can solve everything. By now war fever has set in and nothing will stop the NATO machine. It will not allow a Serbian-Kosovar dialogue. (As for the suppression of the Kosovo Liberation Army, this is legitimate. The third possibility: The United Nations or an influential group of countries intervenes to help negotiate a ceasefire. Another zero.
Why? The U.S. and its allies trampled on the U.N. charter and ignored the U.N. in bombing Yugoslavia. Even if a group such as the Nonaligned movement intervenes, some war-crazed people in the U.S. wouldn't pay any attention. Their only concerns are those 6,000 Russian warheads and long-distance delivery systems.
The fourth possibility: War gradually escalates, drawing in other countries. There are already danger signs. Russia announced that it has severed its relations with NATO. If it means the European Conventional Forces Treaty and Intermediate Nuclear Forces Treaty could be annulled, I think NATO's leaders will begin to wake up. Another sign: Russia, Belarus and Yugoslavia may form an alliance. The Russian Duma has just voted in favor of one. If it becomes fact, the implications are grave indeed.
What will resolve the crisis?
First, NATO must immediately stop the bombing. More important, it must not increase its weaponry and amass troops in neighboring countries, and absolutely avoid escalating the conflict. It needs also to declare that it will abandon plans to send troops into Kosovo because this is unacceptable to Yugoslavia.
Second, NATO should compensate Yugoslavia for war losses as well as the relatives of those killed and enterprises that suffered damage.
Third, Milosevic should agree to accept mediation by the "foreign community" -- meaning the U.N., the Nonaligned movement, or countries not involved in this war and trusted by Yugoslavia, such as China or India.
Fourth, Belgrade should enter negotiations with Rugova or a representative of other Kosovo Albanian factions -- pursuing an agreement that grants a high degree of autonomy to Kosovo. The "foreign community" can monitor implementation.
We Chinese have a saying: "The person who tied the knot should untie it." Those who initiated this war should reflect, repent, and mend their ways. They've already caused a refugee crisis and instability in the Balkan region. There is still time to correct their mistakes. Otherwise, they should beware of "dropping stones on their own feet."

Okay, hours now of news coverage on this latest school shooting spree, and yet nothing has changed. Still the talk is of "children killing children," "making our schools safe," "new legislation" , etc. The majority of terminology is gender neutral. Wake up.
When was the last time you heard of a girl walking into her school with an automatic weapon, battle fatigues or some other costume, a well thought out plan, and opening fire on her classmates?
In the inner city there is school violence, often gang related. It's tragic and problematic, but given the poverty, prevalence of drugs & the money to be made by drug sales, some odd logic can be wrought, even though gang violence must (as we all know) cease. These are the kids most often discussed in the press for their violence, and yet many are trying themselves to change and break the patterns.
With these multiple victim, spectacular school shootings, however, the perpetrators are white, relatively privileged, and ALL MALE. The victims are overwhelmingly female. The problem isn't "safer schools," it's safer sons. Our sons are largely violent, spoiled, excused and pampered. They are celebrated and preferred over their sisters, and know it.
So why does the media and society at large continue to use gender neutral terms when discussing the issue of these senseless rampage shootings? Why the pyscho-babble "expert" interviews warning about youth who withdraw and have "strange friends." The rampage shooters have largely adopted hobbies that have long been socially approved for boys: fascination with war (hey, it's patriotic, even)!, guns, survivalist skills, religious indoctrination, aggression.
So do we turn our schools into armed camps for "safety," or do we learn to raise our sons to be humble, sensitive, decent human beings, capable of handling rejection and disappointment? When to we stop making excuses for male aggressive behavior, and demand the same behavioral standards from sons as we do from daughters?
We are a society of skewered priorities, more preoccupied and afraid of our sons growing up to be sensitive, artistic or gay, than we are of them growing up to be murderers, rapists, child molesters, stalkers, wife/girlfriend abusers.
As for the immediate, as for this week, we can call every television station, radio station and newspaper covering this issue and DEMAND that they discuss this event for what it is: male aggression and violence, pure and simple.
A school metal detector is not going to stop several students who stroll in armed with pipe bombs and automatic weapons. The expert on my local news a few moments ago prattled on about "adults at school checkpoints who would immediately know who did and didn't belong at that school." Yeah, right. Like that will help. It's our sons.
Our sons are the problem.
Call, write or fax your local news media and tell them to get a clue.

Message: U.S. OKs payout for Sudan bombing 'mistake'

The Clinton administration will not challenge a lawsuit filed
by a Saudi businessman who said the bombing last year of
his pharmaceutical plant in Sudan was a "mistake" based on
faulty intelligence data.
The administration also agreed to release $24 million in
assets that the businessman, Saleh Idris, had deposited in U.S.
banks.
The Aug. 20, 1998, cruise missile attack, which the White
House claimed was in retaliation for terrorist attacks on two
U.S. embassies in Africa, came three days after President
Clinton's appearance before a federal grand jury investigating
his relationship with Monica Lewinsky.
Hours after his grand jury testimony, Mr. Clinton
made a dramatic address to the nation admitting an
"inappropriate relationship" with the former White House
intern.
The White House insisted at the time it bombed the plant, located near Khartoum, Sudan, because it was tied to international terrorist Osama bin Laden and was producing precursors to VX nerve gas. Sudan countered that the plant manufactured only pharmaceuticals and offered inspection tours for U.S. officials and reporters.
Facing a deadline to respond to the suit, filed Feb. 26, the Justice Department told Mr. Idris' attorneys on Monday that the administration had ordered that the freeze placed on his U.S. bank accounts be lifted immediately.
An administration official said yesterday the plant was targeted based on "physical and circumstantial evidence" and those involved were "totally confident" the information was correct. The official, who asked not to be identified, said the decision not to pursue the case was based on concerns that classified intelligence data and methods used to gather it would have been compromised in a court proceeding.
"We have a number of concerns about the actions and the background of Mr. Idris," the official said. "He has associated himself with people that I think that every American would find reprehensible. And we will continue to protect our national security."
But Mr. Idris' attorney, George Salem, said the government backed out because it could not prove its case.
"Faced with the need to answer a legal challenge to its actions freezing Mr. Idris' . . . accounts, the government chose not to make any attempt to justify its actions against Mr. Idris," he said. "Instead, today's order . . . effectively removes any suggestion that Mr. Idris has, at any time, maintained a relationship with Osama bin Laden or any terrorist group or organization."
White House spokesman James Kennedy did not return calls for comment.
In the suit, Mr. Idris said the government froze deposits he had at the Bank of America despite having no evidence to support accusations that the plant was tied to bin Laden or had produced precursors to nerve gas. The suit said the government wrongly portrayed Mr. Idris as an associate of bin Laden's and a supporter of terrorism.
Bin Laden is the exiled Saudi Arabian who has vowed a reign of terror to rid the Persian Gulf region of Americans.
"I am grateful that the United States has taken the honorable course and has corrected, in part, the serious harm that has been done to my family and our good name," Mr. Idris said in a statement, adding that while he understood the United States' desire to "wage a vigorous fight against terrorism," it had made a "mistake" in targeting his plant.
Mr. Salem, partner at the Washington law firm of Akin, Gump, Strauss, Hauer & Feld, said the decision to bomb the plant was "based on very circumstantial evidence, all of which we have been able to refute."
He said the United States had poor intelligence from Sudan and relied on operatives from other countries, whose data was wrong.
"Fortunately, we live in a country where we have a system of justice that requires that people produce evidence when someone is accused of being a terrorist," Mr. Salem said.
"But I am concerned about the awesome power of a few individuals to make these kinds of decisions in a vacuum," he said. "Because of the unique circumstances of the White House at the time, which was under political siege, hawks were able to convince otherwise cautious people to act."
After backing down on claims that the plant produced precursors to VX nerve gas and was connected to bin Laden, Mr. Clinton's aides later said precursors were found in soil tested at the site. But Mr. Salem noted that independent experts hired to conduct chemical examinations of the soil at the plant found no trace of substances used in chemical weapons.
U.S. cruise missiles launched from Navy ships struck the Sudanese plant and also hit terrorist training camps in Afghanistan. The attacks were the most significant military retaliation for terrorism since President Reagan sent warplanes against Libya in response to the 1986 Berlin disco bombing.
In his suit, filed in U.S. District Court in Washington, Mr. Idris demanded the release of $24 million in deposits that had been frozen by the Treasury Department's Office of Foreign Assets Control. He filed a similar suit in U.S. District Court in San Francisco against the Bank of America.
With the full and unconditional release of Mr. Idris' bank accounts, Mr. Salem said both actions would be dismissed.
Two days before the Sudan attack, independent counsel Kenneth W. Starr had pressed his case against Mr. Clinton, calling Miss Lewinsky for a return grand jury appearance to testify on gifts from Mr. Clinton that later were retrieved and to further clarify specifics of what he called an inappropriate sexual relationship. Mr. Starr also was considering subpoenaing Mr. Clinton for questions he refused to answer before the grand jury.

We cannot take on the NRA without taking on these other people and

This is the kind of statement that makes my blood boil. It shows the utter and
complete lack of factual information that plagues so many (Liberal and
Conservative) Americans. The NRA is the last organization that wants
guns used in an immoral or illegal fashion. The NRA, if you bothered to look
at their website or literature or bothered to talk to any of it's members or
check it's historical positions, is a champion of Safety Training and Enforcement of
Existing Gun Laws. Trained, law abiding citizens with guns are not to be feared.
Nut cases and criminals with guns are (not to mention the Feds). This is so frigging simple it just blows my
mind that anybody doesn't get it! Laws only keep guns out of the hands
of the law abiding citizens and they're not the problem! I you don't want
a gun don't get one. But it is my God given right to be allowed to defend
myself from Nut Cases, Criminals and the Feds. The founders were not
morons; the second amendment is there for a reason. Our right to defend ourselves
and our right to free speech were the first two items on the list! If you're
not a member of the NRA you're part of the Gun Problem.
This can't be what we mean when we say free speech.
Pardon me, but who the Hell are you (or anybody) to tell me what "Free Speech"
is?! Who gets to decide? You want the Feds deciding what you can say or print?
You want some bureaucracy telling you what books you can read? What music you
can listen to? Are you insane?! Free Speech, like the Right to Bear Arms can be,
and often is, abused. Yelling "Fire!" in a crowded movie house is not protected
speech because it can cause immediate injury to others. Anything short of that
definition is, and should be, protected. Even, God forgive me, Mar1lyn Man5on
has the right to put whatever he (she?, whatever...) wants on his records.
Period. And more importantly, you have the right to keep your kids from buying
or listening to this stuff. It's the parents JOB to protect their kids from this
stuff, not the Government's.
The bottom line is that Freedom has a high price and people too lazy or
