NATO now has three irreducible war aims: the removal of all Serbian military, paramilitary and police forces from Kosovo; the return of all the ethnic Albanian refugees, and their care and protection by an international force.

In Britain, as in the United States, Serbian atrocities have brought public opinion solidly behind those objectives. But the leaders of NATO are not so clear in stating them.

President Clinton and NATO spokesmen, for example, keep saying that Slobodan Milosevic must accept the plan he rejected at Rambouillet, France. But that proposal called for him to keep 5,000 Serbian troops in Kosovo and control its borders -- an unthinkable outcome after the Serbian terror campaign. Could ethnic Albanian families be expected to live in confidence if at the end of the block there was a Serbian unit that had killed their husbands and fathers?

Even less clear is whether we are committed to the means necessary to achieve those objectives. That is the crucial question. And a painful one, given the shameful miscalculation by the Clinton Administration when it gave the go-ahead for the air campaign against Mr. Milosevic. The President and his advisers evidently believed that after a whiff of gunsmoke -- a few bombs -- Mr. Milosevic would say yes to Rambouillet. They were totally unprepared for his murderous attack on Kosovo civilians. They had no plan to house and feed refugees. NATO air attacks over the first 10 days were pinpricks. Worst of all, no tactical aircraft were used against the Serbian forces in Kosovo to slow the killing and ethnic cleansing. MORE...

NATO Appears Stronger Than Ever

BRUSSELS, Belgium (AP) -- The will of the sometimes fractious NATO allies to stay the course in their 2 1/2-week bombing campaign against Yugoslavia is stronger than ever despite the lack of measurable political success.

Yugoslav President Slobodan Milosevic remains defiant, belying some predictions he would wilt at the first sign NATO was prepared to carry out the military threats it had brandished for more than six months.

Despite that resistance, no fissures in the allied ranks have appeared. Milosevic's campaign to purge Kosovo of ethnic Albanians and the televised flood of refugees from the province has only hardened the allies' determination to prevail against Belgrade. MORE...



We were too late to stop the disaster, but we are not too late to save the peace

Are we half-way through this war? Just beginning it? Or a few days away from hearing that Milosevic has been found face down at his desk, a revolver lying on the floor? No one knows, least of all the Nato commanders. But one thing is obvious. What was conceived a quick, clean and vigorous act of global policing has degenerated, with terrible speed, into a full-blown European disaster.

Recriminations are worse than useless now. We have the rest of our lives to debate whether it was right to bomb without ground troops. History must wait for historians. Today, we are up to our collective necks in other people's misery and danger; and the only question that matters is the simplest, hardest question of all. What now? We have a lethal imbalance of firepower on our side. But Milosevic has a lethal imbalance of purpose on his. He knows what he wants - Kosovo stripped of Albanians. We, the allies, the liberal empire, want lots of decent things. But we don't want anything as simple as that and we don't want it at all costs. In a fight between brutal clarity and decent haziness, the brutes will win.

Remember how far our war aims have already shifted. Once, a couple of weeks ago, we were going to war to stop a humanitarian disaster. Too late. The disaster has happened - it could hardly have been worse - and came swooping on the Albanians with a savagery that caught London and Washington slack-jawed and speechless. Next, it was said that we wanted to keep Kosovo as part of ugoslavia, stopping any overspill of the conflict.Again - obviously - too late.

Now the grand plan is that Milosevic must be persuaded, by these continued air strikes, to pull all his troops out of all of Kosovo and for every wretched family to return, protected by Nato troops,to their looted, burnt-out or stolen homes. We will just keep bombing, says Tony Blair, until it happens. On and on and on. In the end, dazed and out of petrol, the Serbs will give in. They won't try to partition Kosovo, keeping their allegedly holy places (funny kind of holy). They will simply retreat.

It is possible. I have to admit that the air war is going better than I expected - though by 'better', I only mean that we have been firing our stuff at their stuff, and have not yet destroyed a packed school classroom or a hospital full of pregnant women. But a Serb capitulation still seems unlikely - a crossed-fingers matter at best. The Serb army is still sitting quietly waiting in a hundred leafy copses, sports halls and ravines. And the Albanians are mostly on the wrong side of the border. And that is how they want it.

Suppose, though, that the best-possible happens and the Yugoslav army, plus all the nutty Black Eagles, White Wolves and Patriotic Rapists, pulls back across the Kosovan border. Is it really any longer plausible that the Albanians would simply go home, reburying their sons, fathers and brothers when they found them, and pick up their lives a few miles from a still-militant Serbia? Is it thinkable that Blair or Schrder would shake hands with Milosevic, a man constantly compared to a latter-day Nazi? That, after the roadside murders, the burnings, the depopulations, the humiliation, the expense of missiles in a waste of shame, the current Serb government would be left in power, a member of the UN, with embassies, bonds, cultural missions - and minorities of Albanians and Hungarians inside its borders? It is, of course, impossible. It would be a little like bombing the Wehrmacht in 1938 and then proposing that, by agreement with Adolf Hitler, the Jewish population of Bavaria might now like to go home and rebuild their lives.

The truth is that things have already gone too far. Yet again, Nato's war aims have been overtaken by events. Javier Solana, Nato's Secretary-General,was the first to break ranks and say, in a BBC interview, that his 'personal opinion' was that Milosevic should be indicted for war crimes. Then Tony Blair (again speaking to the BBC, who are having a good war) suggested something similar: Milosevic 'needs to know that the process of ethnic cleansing and probably a whole series of atrocities that we don't yet know the full picture of, will be brought home to him in the end'.

In Washington, Clinton agreed: 'It's a legal decision but one which I think should be looked into.' Well, that's it. No one has said so. The Commons wasn't recalled to be told about it. But you can't agree a new south-European order with a man you simultaneously want to pursue as a war criminal. The behaviour of the Serb army and paramilitaries, so reminiscent of the anti-Jewish pogroms and the Hitler genocide, has transformed everything, ignited public opinion and led Nato towards an all-out war on Milosevic's regime which it hasn't planned for and never intended.

Milosevic's gamble was that, in the end, the West wouldn't care enough to intervene properly. Our early decision to rule out ground troops must have powerfully reinforced that view.But what he forgot was that, if the Serbs are haunted by the Second World War, so are the Americans and the Western Europeans. Americans and the Western Europeans. By conjuring up images from the Forties, Milosevic has drawn the whole Serb nation into a potential catastrophe.

More ground troops are being sent, along with Apache attack helicopters. More, I wager, will follow.Eventually, if there is no capitulation, they will cross the border anyway. It is a horribly dangerous business, for which Western public opinion has not been properly prepared. It will cause an unpredictable convulsion of anger in Russia, already boiling with menace.

But if the alternative is humiliation and failure, tearing the guts out of half a dozen Western governments,then the war against Serbia will go ahead. Before this happens, we need a wider vision for the region - some sense that there is a peace deal to be done which will transform the Balkans as the Second World War, which haunts all sides in this conflict, transformed Western Europe and Germany. War has its own logic: the bigger the expense of blood and effort, the bigger the prize must be.

The defeat of Serbian nationalism, which has been in territorial retreat for a decade, is clearly part of that. From inside or outside, by hook or crook, fair means or foul, the isolated, paranoid Belgrade leadership will now have to be toppled and humiliated. We cannot make the same mistake as we made with Saddam Hussein. If Blair and Clinton mean anything by their new warnings, then this is what they mean. Again, they need to start preparing opinion at home for what is to come.

Beyond that, however, we are probably looking at a patchwork of EU or Nato protectorates which add up to a new Western colonialism. I think we should grasp this nettle and go further. Most of ex-Yugoslavia is a horrible mess. The Croats are perhaps all right, though their government is one of the most bigoted in Europe. Bosnia is politically fragile, still in intensive care.

The very existence of Macedonia is in doubt. Montenegro ditto. Next door, Albania is a disaster of a country, a ripped-off, impoverished, semi-lawless strip of Adriatic misery. It is time to go back to basics. Looking back, the region has rarely been stable without an outside force of some kind, whether the Byzantines, the Ottoman empire or the Hapsburgs, or the brief local empire of Titoism. Too many valleys. Too many languages. Too many feuds. So perhaps we should not shrink from the notion of a colony - though since traditional colonies were created to be exploited, rather than to be subsidised and helped, the term anti-colony would be more accurate.

Whatever we called it, some kind of candidate membership of the EU, based on human rights guarantees, a reformed region-wide policing and judiciary and free trade is the best future I can think of for most of former Yugoslavia, plus Albania as well. These countries are surrounded by EU members already. Bringing them under the union's wing would be costly, but not much more costly than running perpetual refugee camps and an army of occupation.

It is time for the EU's leaders to make a general offer to the provinces and nations of the Balkans to open talks about joining. This - and only this - would be an act of generosity and vision big enough to redeem Europe for what has been a shameful and blundering decade.

Clinton and NATO's "humanitarian" effort continues - civilians seem to be the target

BELGRADE, Yugoslavia (AP) -- NATO warplanes bombed Serbia's industrial heartland, hitting an oil refinergy and fuel depots, in the campaign to force Yugoslav President Slobodan Milosevic to accept a peace agreement in Kosovo. State media claimed NATO struck a passenger train today, setting cars on fire.

Elizabeth Taylor has raised her voice in concern at the escalation of NATO air strikes against Kosovo. The FLINTSTONES star is in London to receive a fellowship from the BRITISH ACADEMY OF FILM AND TELEVISION ARTS.

But Taylor was in no mood to talk showbiz.

"I hope it doesn't turn into another Vietnam," the star told the microphones. "This could accelerate into something disastrous where unnecessary lives are lost. I think that would be just awful."

Elizabeth Taylor continued, blasting the NATO operation: "I think everyone should tend to their own wars!"

WARLORD Slobodan Milosevic is banking on a secret weapon to turn the tables on NATO and drag the world into a war without limits.

That secret, if unstable, weapon is Boris Yeltsin.

The Russian leader has already told NATO he would not tolerate a ground invasion of Kosovo and would mobilise the demoralised, but still potentially-formidable, Russian Army to protect his Slavic neighbours.

However, what will he protect them with if things start to go against the Russian military?

Judge declares mistrial on contempt counts after jury deadlocks WITH THE JURY deadlocked on the two criminal contempt charges, U.S. District Judge George Howard Jr. declared the mistrial on those counts and allowed jurors to deliver the one verdict they could agree on.

I had a fair trial and my day in court, and I thank you for that, McDougal told the judge after the jury left the courtroom.

Prosecutor Mark Barrett said a retrial was obviously an option. Barrett said he hoped prosecutors would make a decision within a couple of weeks.

Today, around 1 pm, in a NATO attack on the wider area of Leskovac, the international passenger train no. 393 (travelling from Belgrade to Tessaloniki, Greece) was bombed. While on a bridge, over Grdelica canyon, second second car took a direct hit and was thrown off the tracks into the canyon, while other cars were badly damaged. Tanjug agency reports at least 8 people were killed and more than 13 were hospitalised in Leskovac's Medical Centre. Belgrade-Tessaloniki train carried both international domestic passengers.

WASHINGTON -- Increasingly it seems that the Clinton Administration's foreign policy is intended to minimize risks rather than maximize results. The result is bad politics and bad policy.

Take the debate about ground troops in Kosovo. After weeks of ruling out their use, the Clinton Administration is now sending mixed messages. On Sunday, Administration officials, including Gen. Henry Shelton, the Chairman of the Joint Chiefs of Staff, suggested that plans for ground troops exist and could be taken off the shelf at any time. Yesterday, Defense Secretary William Cohen said that the air attacks are increasingly effective, while reiterating General Shelton's comments about ground troops.

What's going on here? It seems as if foreign policy is being driven by public opinion. News photos of suffering Albanian refugees have had an enormous impact on the American people; opinion polls indicate that about half of them now favor sending ground forces into Kosovo. But the Administration also seems to have no confidence that popular support would survive the first casualties.

This is no way to make foreign policy -- or win a war. It is one thing to rule out ground troops because they are not needed. It is something else again to reject them out of fear that the American people will not back their use.MORE...

ABC NEWS reported Monday night that the U.S. and NATO suspect there may be a spy deep within the NATO operation who is tipping off the Serbs about where bombs will fall!

Three examples, officials tell ABC NEWS, are of growing concern.

ABC's John McWethy reported from the Pentagon:

"The night before NATO hit Serbia's interior ministry in downtown Belgrade, it was buzzing with activity. The night it was bombed, it was empty. Just minutes before a bridge was struck, Serb police suddenly sealed it off as though they knew it was about to be hit.

"But most disturbing was an attack on a Serb military barracks more than a week ago. It was empty when the bomb struck. Upon further investigation, officials discovered there had been an urgent radio message minutes before ordering everyone out of the building.

"So were all these just coincidence? Officials say they now doubt it and are tightening access to this kind of sensitive information while they try to identify a suspect."

The road to a diplomatic settlement with Serbia
Nato has been left over-dependent on coercion to bring this war to an early conclusion. Is there a way of bringing this war to a quick conclusion? Any early solution depends on diplomacy, yet no serious negotiating process has begun and there is no obvious interlocutor. Belgrade is suspicious of the UN Secretary-General, Kofi Annan, because he has associated himself with the core Nato demands, while Nato is wary of the Russian Prime Minister Yevgeni Primakov because of his readiness to play to anti-Western sentiment at home.

The failure to prepare for a land option has left Nato over-dependent upon coercion to bring this war to an early conclusion. This can work only by persuading Belgrade that the costs of further resistance are much higher than the costs of compliance with Nato's core demands.

What is the situation after three weeks of barbaric bombardment of Serbia? The same ones who had asked of us all that in Rambouillet, are now not insisting on the original Rambouillet agreement text, nor are they insisting on the NATO troops which would implement that agreement. That means something has changed. From our point of view, the aggressor has mainly given up those key disputable points to which we could not agree in any way.

I think that other points should be approached with compromise. Our objective must be to defend Kosovo, to keep Kosovo within Serbia, within Yugoslavia, that it has a very high level of local self-rule, autonomy, specific self-rule, specific autonomy, the highest democratic rights for everyone, on the basis of full equality of all citizens and all national communities. That is not disputable. What is also not disputable is that we want the refugees to return. At this moment, it is not disputable neither from the aggressor's point of view, nor from the point of view of big powers, which are not taking part in the aggression, that Kosovo is in Serbia and there is no room in Serbia for the greater Albania. All points where our attitudes and the attitudes of the big and powerful world are not identical, apart from the points which I have mentioned, I consider, should be absolutely approached with a compromise, because it is in the interest of this country that this aggression be stopped as soon as possible.

I think that no one in this country has the right to stick his head into sand. I think that we have to step forward with brave political peace initiatives, in order to reach the agreement about other matters as soon as possible. If whole Europe is discussing it, if foreign ministers of Russia and US discuss it today in Oslo, if it is discussed tomorrow in the European Union, I think that here, too, peace must be discussed.

I am afraid that some people in this country have forgotten what the objectives of Serbia are in this war which has been imposed on us. I have just mentioned them a short while ago. Someone is switching the theses now, formulating our new objectives - that we must endure the bombs, that we must be the victim of an unprecedented aggression and crimes until we have liberated Europe, until we have destroyed NATO, until we create new United Nations and destroy the new world order. Excuse me, but those must not be war objectives of the Serbian people. Maybe all this should be done. I would not mind if all that should fall, be re-formulated, organized in a new way, but that should be done by the Russians, Chinese, Indians, by someone else, someone bigger and more powerful than we are. Serbia's war objective is to defend what is ours, to defend our state and behave in accordance with that. Stories that we must be bombed until we have won are nonsense. Win over whom? Are we the more powerful side? We are not. We are the innocent side, we are the just side, and much of our sacrifice in the name of innocence and in the name of justice has been acknowledged. Under these circumstances, when the country has been attacked, I can hardly even say my party's name, but sometimes even the party's name must be said. I think that it is time to warn that there are political forces, maybe in this country, who are counting that we should get into the 21st century in a completely ruined homeland and then start with the building actions with wheel-barrows, spades and shovels, just like in 1945, with the five-pointed red star, with the same songs, with the same iconography, and build communism anew. Serbia must not enter into the 21st century with such projects. In the name of the homeland, and the citizens of Serbia are its support, they are suffering the bombs, they are the victims, those citizens have the right to courage, to proposals, to the initiatives to defend the country, to defend this because of which we have been attacked, but no one must have any ambitions beyond that line, which are, it seems, pretty dangerous."

Visual Basic is currently the most popular, most used computer language in the Computer Industry (you techno DWEEB). As long as we allow the Federal Government to pay medical bills with taxpayer money (Medicare, etc.) the costs will continue to rise. Every time the Feds or the Insurance Companies cover a $200,000.00 Crack Baby birth or spend $500,000.00 reattaching some poor farmers big toe we pay the bill through higher taxes and premiums. When the Law forces the Hospitals to treat everyone, even when they can not pay, we pay the bill for them. Health Care is not a right, it is a service to be paid for by those that can afford to do so. The Feds use the fear of sickness to further their grip on your life; "Vote for Me and I'll take care of you!". Government Is Evil. End of story.

Perhaps after the impending Nuclear War we will all learn to be self-sufficient and accept that bad things happen and there are no guarantees. Perhaps.

Message: Since the Hillary forum is taking a techno-diversion (of sorts). I went to the Jargon Lexicon site that Zippy posted and found this quote form Edsger W. Dijkstra (writer of "Selected Writings on Computing: A Personal Perspective"): "It is practically impossible to teach good programming style to students that have had prior exposure to BASIC: as potential programmers they are mentally mutilated beyond hope of regeneration."

After singing the praises of Visual Basic I want to completely agree with this statement. I came to VB from a College-PASCAL -CLIPPER - C - C++ progression. I have a strong OOP background and I am religiously fanatic about good software design. I got into VB because it is a superior tool - but I am no fan of the Basic language (though the modern incarnation of very workable). Anyway, I now work at company that has been producing a software product since 1968 (I was in 5th grade at that time). Anyway, there are died-in-the-wool Basic programmer (that DO use GOTO) here and on may occasions while trying to explain structured programming or object oriented programming my head has split open and flames have leaped out. (the good news is Basic has evolved - unfortunately this can not allows be said for legacy Basic programmers).

If there are no programmers out there this thread will die a quick death.

Those stupid Starr prosecutors asked the judge if they could interview the jury.
I have no objection. I welcome it.
I want to get confirmation from 12 Arkansans that those prosecutors are the lamest trial lawyers they've ever seen.

I can only hope that they retry this case. I would like nothing better than to come down here and try Ken Starr again.

But you know what ? They don't have the guts.

As a convicted felon who faces a retrial on two more felony counts (one's where you can't whine about the EVIL Starr as a defense), you are in no position to call Starr a loser, especially considering he pulls in more than a million dollars a year from a prestigious law firm and goes home to a major babe of a wife.
