"“Without a doubt, it’s the worst refugee crisis in Europe since the end of WWII," said Serge Duss of World Vision, a humanitarian aid organization.

As thousands continued to pour over the border, the situation awaiting the refugees was grim. "There are literally thousands of people just curled up on the ground. ... There is no food, there’s just water,” NBC’s Fred Francis reported from the border of Albania. “The aid agencies — the very small ones — are trying to do what they can. But the big aid agencies are not here and are not likely to come here. They must move these people to the bigger cities.”

         US Plans Deny Kosovo Albanians Refugee Rights

         (New York, April 7, 1999) Human Rights Watch today contended that U.S.
government plans to place Kosovo Albanians at Guantanamo Bay will not
      adequately protect their rights as refugees.  "We appreciate the
      humanitarian response of the United States to the refugees, but it is
      no favor to keep them indefinitely confined at an offshore military
      base" said Holly Cartner, executive director of the Europe and Central
      Asia division of Human Rights Watch. "There is no doubt that these are
      refugees under international law, and the U.S. should fully recognize
      them as such rather than giving them a dubious secondary status."
  

      To date, the U.S. plan does not include giving the Kosovo Albanians
      legal status as refugees under U.S. law.  By keeping the Albanians
      offshore, the U.S. government will deprive them of their right to
      apply for political asylum, to challenge any decision to deport them,
      or to challenge the conditions of their confinement at Guantanamo.
      "These rights are essential," said Cartner, "because  it is unclear
      when -- if ever -- Kosovo will be safe for ethnic Albanians to return
      to their homes." Guantanamo, as a military base, has historically
      presented obstacles to the humane treatment of refugees and asylum
      seekers, including difficult access for lawyers, restricted movement
      for those interned, poor medical facilities, and minimal social
      services.   

      Human Rights Watch called on the government to immediately extend
      refugee status to all Kosovo Albanians being airlifted by the U.S. and
      to respect fully their rights under the 1951 Refugee Convention and
      its 1967 Protocol. The organization welcomed the government's
      announced decision to halt deportations of Kosovo Albanians who are
      already in the country, and urged that they too be granted full
      refugee status under U.S. law.

Message: BELGRADE, April 8 — Cypriot envoy Spyros Kyprianou arrived in Belgrade Thursday to try to secure the release of three captured U.S. soldiers, but a source close to Yugoslav President Slobodan Milosevic said the three would not be released. Kyprianou said that NATO's airstrikes overnight had complicated matters.

Wow, how historically incorrect and politically naďve can you get? (I can see why whoever wrote do not sign it) First, do you blame all German's for the actions of Hitler and the SS? If so, you are not a student of history. Most Germans has no idea the death camps existed. Second, Hitler was a totalitarian dictator - are you saying that Clinton is a dictator? Third, are you claiming that the sins of the President must be carried by all the citizens - so since Clinton is a liar and has commented adultery therefore I have committed adultery and lied (that is a pretty weird concept). Forth, I would have problems with Clinton death camps and I NOW have problems with Clinton's dirty little war. I have spoken out against it many times so I have no idea what the "you would not have had a problem with" is supposed to mean. My point is clear and simple - this is not an American war because Congress did not declare war or even authorize the use of the military (unlike the Gulf War) and Congress is the representative of the people - this is Clinton's personal war and he gets all the blame (of course he is currently sniffing out a scapegoat).

Russia will supply arms to Belgrade if war goes on - Duma.


MOSCOW, April 8 (Itar-Tass) - State Duma speaker Gennady Seleznyov said on Thursday Moscow will have to provide military assistance and support to Yugoslavia if peace initiatives by Moscow and Belgrade are not listened to.

Seleznyov was speaking at a briefing after his visit to Belgrade where he had held talks with Yugoslav leaders.

"The Yugoslav army is equipped with Soviet and Russian weaponry, and, since we supply it, we must continue to keep it in normal combat shape," he said.

In his view, if Yugoslavia had modern air defense system, "NATO would never have poked its nose there."

However, he added that military supplies to Yugoslavia require careful consideration. "I would very much like us to be able to spell out to NATO: do not push us into providing military help to Yugoslavia," he stated.

Russia will seek peaceful negotiations between the parties, it does not want to be drawn into the war, but if escalation continues, it will have to do it, according to the speaker.

He also stated that Russia will never let Yugoslavia be conquered. Americans should know that "Serbs will fight to the last man which we saw ourselves." "No military blackmail will break them, on the contrary, it will evoke more anger and a desire for revenge, Seleznyov said, noting that if NATO begins land operations, "a sea of blood will be shed."

Commenting on the draft resolutions over the situation in Yugoslavia, which the Duma intends to consider on Friday, Seleznyov said he would call upon lawmakers "not to hurry with these resolutions, because resolutions do not tend to improve the situation.

It is his opinion that the Federal Assembly is doing important political work in settling the Yugoslav conflict.

But they know the truth.

You can compare the prosecutor Ken Starr's tactics to those of a totalitarian regime, a banana republic and the Third Reich. Yes, independent counsel Kenneth Starr's methods are similar to those of Hitler's Third Reich. This is something you expect to find in the Third Reich.

They've terrorized me. I know it's not great form to get that personal, but I have been through something very traumatic.

I have been through Starr's out of control prosecutors tactics of harassment. This jury is the last check on government tyranny.

The jury has to do what is morally right. There comes a certain point where things have gone awry when people just have to stand up and say, Enough is enough.

It's so offensive for Ken Starr and his thugs to say with a straight face they wanted to look to see if they could clear the president. How dumb do they think I am ? The prosecutors' goal is to crush everything between them and the President and Mrs. Clinton.

I have the courage, the guts, the innocent reason to say, I am not going to be used like that. I will not be manipulated by Ken Starr !

Starr's methods are similar to those of Hitler's Third Reich. This is something you expect to find in the Third Reich.

This is an absurd statement and I take great offense. An officer of the our court system applying the rule of law has no relationship to the Third Reich - you fool. Ken Starr has never been charged with violating any laws but Susan has been convicted of multiple felonies and is about to be convicted of Criminal Contempt. Most criminals try to attack their accuser to divert attention for their own crimes - this is nothing new.

The offensive aspect of this statement is what really bothers me. The Third Reich and Hitler were real - they are not just PR tools or props to be used by shameless liberals. Hitler perpetrated horrendous crimes including genocide - the systematic killing of Jews, gypsies, and other races and creeds Hitler did not like. Hitler created a machine for the systematic killing of hundreds of people a day and ultimately killed millions of people (noncombatants). Susan, your pathetic attempt to use Hitler as a prop makes me want to wolf my cookies and I think the Editor of this forum should demand that you apologize. Ken Starr has never even been charged with a single crime (not even j walking) yet you want to compare him to the man that masterminded genocide in the killing of millions of people (not to mention Hitler tried to take over every country in Europe). This time Susan you have gone to far. Thousands of Americans fought and died to defeat Hitler and YOU claim Ken Starr is similar - YOU FOOL! When you watch "Saving Private Ryan", especially the beach scenes, do you think to yourself "yeah, this is a lot like Ken Starr's tactics" - of cause you do NOT! Message: Away from public eye, Bill Clinton is a violent, profane man who wants to 'kill' his enemies

Away from the public eye and the vaunted White House spin machine, President Bill Clinton is a vulgar, vengeful man who believes in "killing" people try to hurt him, those who know Clinton best say.

White House staffers, Clinton confidants and others describe Clinton as "incredibly profane" and "an angry man who wants to inflict as much pain as possible on his enemies."

Former White House senior staff member George Stephanopoulos in his book, All Too Human, writes about Clinton's mishandling of the Somalia crisis and shows the depth of the President's violent emotions:

"'We're not inflicting pain on these fuckers,' Clinton said, softly at first. 'When people kill us, they should be killed in greater numbers.' Then, with his face reddening, his voice rising, and his fist pounding his thigh, he leaned into Tony [Lake], as if it was his fault. 'I believe in killing people who try to hurt you. And I can't believe we're being pushed around by these two-bit pricks.'"

Those who have known Clinton since his days in Arkansas say the quote is "vintage Bill."

"Only an idiot would buy the public persona of Bill Clinton," says Walter Erricson, a retired reporter who covered Clinton in his early political days in Arkansas. "He is an incredibly profane individual. He is now and always has been an angry man who wants to inflict as much pain as possible on his enemies."

White House staff members say Clinton curses like a sailor, has temper tantrums that cause people to back away from him and uses the word "kill" often to describe what he wants to do with his enemies.

"Once, when the House was finishing up its impeachment investigation, the President slammed his fist down on the table and said 'I'd like to kill all of these sons of bitches and just be done with it!' There was a long, painful period of silence until he regained his composure. Then everybody went on like it was never said," says one former White House staffer.

Samuel Wilson, a former political worker in Clinton's second campaign for governor, remembers the candidate encountering a critic at a campaign appearance in a small town. After the critic told Clinton he was nothing but a "two-bit politician" and then walked away, Clinton turned to a campaign aide and said "write down the name of that motherfucker. When I'm back in office, he's a dead man."

"I remember his look. It was cold," Wilson said. "I don't want to think he wanted to kill him literally, but I'm sure some sort of revenge was inflicted later on."

In fact, it was fear of what Attorney General Bill Clinton could do to her business that kept nursing home operator Juanita Broaddrick from reporting Clinton's rape of her 21 years ago in a Little Rock hotel room.

"Her fears were justified," says retired reporter Erricson. "Everybody knew Bill Clinton was a man who got even, any way he could."

Helen Shannon, who worked in the Arkansas Statehouse during Clinton's second term as governor, said the governor would personally order state contracts canceled when he got angry with people.

"The word would come down from the governor's office that somebody was off limits and we would cancel their contracts and put them on a 'don't use' list. It happened a lot," she says.

Shannon, who was dating a member of Clinton's staff, says Clinton would order audits of contracts and tell the the Arkansas State Police to "turn up the heat" on somebody he didn't like.

"When Bill Clinton ran Arkansas, it was a police state," she says.

White House staff members tell similar stories. At one meeting, Clinton told staff members he wanted everyone in the Independent Counsel Kenneth Starr's office audited by the IRS.

Increasingly, discussion of options to salvage the disastrous policy on Kosovo has turned to a ground force intervention. Should the United States decide it must stop the humanitarian crisis it has helped to create, it will face a major obstacle to such a mission. Intervention without Russian participation will lack legitimacy and is likely to be the final blow against meaningful Russian security cooperation with the West for a long time. Somehow, a way must be found to end this crisis through cooperation with Russia.

Circumvention of the U.N. Security Council in order to launch airstrikes against Yugoslavia unilaterally and solely on NATO's terms was a mistake. Even for Russia's liberal and moderate elites who do not buy sinister interpretations of NATO's continued existence after the Cold War, an alliance that excludes Russia has a negative image as a council of great powers. Many Russians have warned that NATO expands its military capabilities to be able to dictate political terms on weaker states, including Russia.

But by excluding Russia from the single most important decision about European security that has been made since the end of the Cold War, NATO and the West have severely undermined support in Russia for security cooperation. MORE....

The passions fueling the civil war in Serbia have been fed by the similar cruelties inflicted on the Serbs in Croatia that were tacitly endorsed by U.S. foreign policy. Selective emotion and a perspective measured in nanoseconds will do nothing to change centuries of conflict.

What it will do is involve the United States in a devastating war that will slaughter American troops with no prospect of resolving anything.

What it will also do is risk a broad international destabilization as Russia becomes involved in Serbia's support and distances itself and its substantial stores of nuclear weapons from the West.

The resumption of overt global confrontation would serve no conceivable purpose. We have blundered tragically! Recognize the reality, and focus on helping the refugees.

Sorry - I will have to call you on this one. The "Actor" getting away with the "fault" has NOTHING to do with Christianity! Hate the Sin but Love the Sinner has to do with who is the one that is doing the condemning. The quote is from "Measure for Measure" and was spoken by Angelo (the context was VERY different from this new meaning you are giving it). In "Measure for Measure" a Viennese duke (Vincentio) leaves control of his government to the deputy, Angelo. Angelo turns out to be a harsh disciplinarian and he condemns Claudio to death. Claudio's sister (Isabella) beseeches Angelo to pardon her brother. In their exchange in Act 2 Scene 2, Isabella says "I have a brother is condemn'd to die: I do beseech you, let it be his fault, And not my brother." - which means let if be the fault of the man and not my brother (which happen to be the same person - go figure). Angelo replies: "Condemn the fault and not the actor of it? Why, every fault's condemn'd ere it be done: Mine were the very cipher of a function, To fine the faults whose fine stands in record, And let go by the actor." - what Angelo means is basically "You got to be kidding - you want me to condemn the fault but not the actor" (in Ebonics it would be "The bitch be trippin'").

JERUSALEM, April 8—When Moshe Peletz watches television these days, the footage of stunned, hollow-eyed refugees driven from Kosovo strikes a deep chord.

"I'm reminded of what I went through in World War II in Russia and Poland," said the 71-year-old Holocaust survivor, who immigrated to what would become Israel after the war. "After I watched this, I couldn't sleep at all. It was exactly the same thing."

Struck by the similarity of today's arresting images and those of mid-century European Jewry driven from their homes, thousands of Israelis are contributing to an extraordinary outpouring of financial, material and moral support for the ethnic Albanian refugees from Kosovo.

In the past week, more than 15,000 Israelis have contributed blankets, and nearly as many have made cash gifts averaging $40. About $500,000 has been raised from individuals -- a considerable sum for a country of 6 million people. A concert featuring 26 leading Israeli pop stars tonight raised an additional $500,000, and Israeli Army radio is running round-the-clock fund-raising telethons.

By early next week, the Jewish Agency, which usually concerns itself with helping Jewish immigrants settle in Israel, expects to have sent 100 tons of food, medicine, clothing and supplies on five airplanes to aid the refugees in Albania. And the Israeli army is running a 100-bed field hospital for refugees in Macedonia near the border with Kosovo -- the only such facility on the ground -- staffed with more than 70 Israeli doctors, nurses and specialists.

The charitable surge from the public is surprising in several ways, not least because the refugees are Muslims, and it stands in contrast to the government's balky response. It took several days for Prime Minister Binyamin Netanyahu to express explicit support for the NATO airstrikes against the Serb-led Yugoslav regime, and he initially said that Israel would send only a modest amount of food and material aid to the refugees.

Foreign Minister Ariel Sharon has refused to support the airstrikes at all, suggesting that a potential future alliance between Kosovo's ethnic Albanians and Islamic extremists could undermine the stability of the Balkans.

Apparently mindful of the growing public sympathy for the refugees, Netanyahu announced Wednesday that Israel would accept 100 refugees, and officials said more might be taken in later.

"These pictures of the trains [bearing refugees], they bring up images for everyone in the country . . . of the way Jews were shunted around Europe to concentration camps and gas chambers during the war," said Michael Jankelowitz, spokesman for the Jewish Agency.

"In the Holocaust, no one would take the Jewish people, and that's why 6 million people died."

This is historically incorrect. The US was not fully aware of the extent of the situation until long after the fall of the Third Reich. In the late 30's and early 40's communications were very different than today. Information of concentration camps was somewhat known but there is little evidence to show we actually know what was happening. Even when rumors of what might be happening started to come up - most civilized people would dismiss them as preposterous believing no government could be that barbaric. I think it is erroneous to say the US watched what was happening and did nothing. Also remember one important point - the outcome of WWII was never a foregone conclusion - we did not know if we could beat Hitler so the idea that we could have simply marched over and avoid the holocaust is unrealistic. The US did GIVE A DAMN - that is why we sent hundreds of thousands of Americans to fight on foreign soil. No - Kosovo has little in common with WWII.

Why Is Belgrade a Target?

The world's democracies have a responsibility to relieve the suffering of the people of Kosovo, to insure that the refugees can return to an autonomous nation and to help rebuild the province and prosecute war criminals. That is why I voted my support for President Clinton's initiatives and for the use of American soldiers in keeping the peace in the region.

Yet NATO is now engaged in a bombing campaign in which the destruction of the civilian infrastructure of Yugoslavia has become part of the strategy to end the war on Kosovo. We say our quarrel is with President Slobodan Milosevic and his army, yet instead of doing all that we can to directly confront that military we are bringing down terror on the Serbian people. What has this bombing accomplished? It has not stopped the ethnic cleansing or the grim procession of hundreds of thousands of refugees.

So I must challenge NATO's justification for its military campaign against civilians -- before we destroy all the bridges in Belgrade and Novi Sad; before we obliterate the power plants, water systems, roads and telecommunications centers that serve civilian populations; before we begin hearing the the phrase "collateral damage" routinely. Otherwise, NATO's actions will destabilize the region for decades to come.

As a start, NATO should honor a cease-fire this weekend of Orthodox Christian Easter -- not because of Mr. Milosevic's feigned concern for the faith of his people, but to show genuine respect for the civilian population's religion.

I am sorry to be so long in writing. I know I promised to let you hear from me at least once a month, and from now on you will, but I have had to have some time to think about this first letter. Almost daily since my return to England I have thought about writing, about what I want to and ought to say.

First, I want to thank you, not just for saving me from the draft, but for being so kind and decent to me last summer, when I was as low as I have ever been. One thing which made the bond we struck in good faith somewhat palatable to me was my high regard for you personally. In retrospect, it seems that the admiration might not have been mutual had you known a little more about me, about my political beliefs and activities. At least you might have thought me more fit for the draft than for ROTC.

Let me try to explain. As you know, I worked for two years in a very minor position on the Senate Foreign Relations Committee. I did it for the experience and the salary but also for the opportunity, however small, of working every day against a war I opposed and despised with a depth of feeling I had reserved solely for racism in America before Vietnam. I did not take the matter lightly but studied it carefully, and there was a time when not many people had more information about Vietnam at hand than I did.

I have written and spoken and marched against the war. One of the national organizers of the Vietnam Moratorium is a close friend of mine. After I left Arkansas last summer, I went to Washington to work in the national headquarters of the Moratorium, then to England to organize the Americans here for demonstrations Oct. 15 and Nov. 16.

Interlock with the war is the draft issue, which I did not begin to consider separately until early 1968. For a law seminar at Georgetown I wrote a paper on the legal arguments for and against allowing, within the Selective Service System, the classification of selective conscientious objection for those opposed to participation in a particular war, not simply to "participation in war in any form."

From my work I came to believe that the draft system itself is illegitimate. No government really rooted in limited, parliamentary democracy should have the power to make its citizens fight and kill and die in a war they may oppose, a war which even possibly may be wrong, a war which, in any case, does not involve immediately the peace and freedom of the nation. The draft was justified in World War II because the life of the people collectively was at stake. Individuals had to fight, if the nation was to survive, for the lives of their countrymen and their way of life. Vietnam is no such case. Nor was Korea an example where, in my opinion, certain military action was justified but the draft was not, for the reasons stated above.

Because of my opposition to the draft and the war. I am in great sympathy with those who are not willing to fight, kill and maybe die for their country (i.e. the particular policy of a particular government) right or wrong. Two of my friends at Oxford are conscientious objectors. I wrote a letter of recommendation for one of them to his Mississippi draft board, a letter which I am more proud of than anything else I wrote at Oxford last year. One of my roommates is a draft resister who is possibly under indictment and may never be able to go home again. He is one of the bravest, best men I know. His country needs men like him more than they know. That he is considered a criminal is an obscenity.

The decision not to be a resister and the related subsequent decisions were the most difficult of my life. I decided to accept the draft in spite of my beliefs for one reason: to maintain my political viability within the system. For years I have worked to prepare myself for a political life characterized by both practical political ability and concern for rapid social progress. It is a life I still feel compelled to try to lead. I do not think our system of government is by definition corrupt, however dangerous and inadequate it has been in recent years. (The society may be corrupt, but that is not the same thing, and if that is true, we are all finished anyway.)

When the draft came, despite political convictions, I was having a hard time facing the prospect of fighting a war I had been fighting against, and that is why I contacted you. ROTC was the one way left in which I could possibly, but not positively, avoid both Vietnam and resistance. Going on with my education, even coming back to England, played no part in my decision to join ROTC. I am back here, and would have been at Arkansas Law School because there is nothing else I can do. In fact, I would like to have been able to take a year out perhaps to reach in a small college or work on some community action project and in the process to decide whether to attend law school or graduate school and how to begin putting what I have learned to use.

But the particulars of my personal life are not nearly as important to me as the principles involved. After I signed the ROTC letter of intent, I began to wonder whether the compromise I had made with myself was not more objectionable than the draft would have been, because I had no interest in the ROTC program in itself and all I seemed to have done was to protect myself from physical harm. Also, I began to think I had deceived you, not by lies--there were none--but by failing to tell you all the things I'm writing now. I doubt that I had the mental coherence to articulate them then.

At that time, after we had made our agreement and you had sent my 1-D deferment to my draft board, the anguish and loss of my self-regard and self-confidence really set in. I hardly slept for weeks and kept going by eating compulsively and reading until exhaustion brought sleep. Finally, on Sept. 12 I stayed up all night writing a letter to the chairman of my draft board, saying basically what is in the preceding paragraph, thanking him for trying to help in a case where he really couldn't, and stating that I couldn't do the ROTC after all and would he please draft me as soon as possible.

I never mailed the letter, but I did carry it on me every day until I got on the plane to return to England. I didn't mail the letter because I didn't see, in the end, how my going in the Army and maybe going to Vietnam would achieve anything except a feeling that I had punished myself and gotten what I deserved. So I came back to England to try to make something of this second year of my Rhodes scholarship.

And that is where I am now, writing to you because you have been good to me and have a right to know what I think and feel. I am writing too in the hope that my telling this one story will help you to understand more clearly how so many fine people have come to find themselves still loving their country but loathing the military, to which you and other good men have devoted years, lifetimes, of the best service you could give. To many of us, it is no longer clear what is service and what is disservice, or if it is clear, the conclusion is likely to be illegal.

Forgive the length of this letter. There was much to say. There is still a lot to be said, but it can wait. Please say hello to Col. Jones for me.

Russia has played down warnings that it was prepared to enter the Kosovo conflict as Foreign Minister Igor Ivanov assured Britain that they had no intention of intervening.

As Nato air attacks on Yugoslavia were hampered by a second night of bad weather over the Balkans, Mr Ivanov spoke for 45 minutes by telephone with Foreign Secretary Robin Cook.

It followed the dramatic warning given on Friday by President Boris Yeltsin that Russia would not permit Nato to mount a ground invasion of Kosovo - raising the spectre of a third world war.

A Foreign Office spokesman said: "Mr Ivanov gave an assurance that Russia had no intention of becoming involved in any confrontation in the Balkans and no wish to see any escalation.

"The Foreign Secretary welcomed that assurance. They both agreed that they should maintain close contact to try to avoid any increase in tension and to maintain the strong relationship between the two countries."

Foreign Office sources suggested that Mr Yeltsin's outspoken remarks may have had more to do with political pressures in Russia where he has come under attack for failing to prevent Nato bombing.

Nevertheless, there is still deep disquiet in Moscow at the continuing onslaught against the Serbs, a traditional Russian ally.

Suez, Munich, the futile battles of the first world war, all left the indelible mark of failure on a generation of politicians, and now Blair, Cook, Robertson, and Short - the most visible of the absurdly belligerent gang in the Downing Street bunker - will enter the rogues' gallery of historical obloquy from which there is no appeal.

Yugoslavia has never been a country about which we know nothing. From the pistol shot in Sarajevo in 1914 to the assassin's bullet in the Serbian king on the waterfront at Marseilles in 1934, from the partisan struggle against the Nazis in the second world war to the heroic Titoist resistance to Stalin during the early years of the cold war, Yugoslavia has enjoyed a special and privileged place in British memories and history books.

British officers fought with the partisans, British leftists helped build the roads and railways that consolidated Tito's independence from the Soviet Union. People throughout the world applauded when Tito, Nehru and Nasser embarked on the construction of a Third World free from colonial rule and the threat of superpower nuclear weapons.

Those achievements, those bonds of solidarity, those visions of an alternative future, are not the least among the items wiped out in these nightly orgies of destruction.

Far worse is to come. The bombing of Yugoslavia has already destroyed the UN, mortally wounded by its pusillanimous role in smashing up Iraq. A hundred years of radical and well-intentioned effort, to establish an international system capable of setting limits to the imperial ambitions of great powers, has been brought to an abrupt end. It will take years to devise a replacement.

The collusion of the governments of Western Europe with the US bombing, and their participation in this evil air campaign, has destroyed what's left of European social democracy, closing down a century and a half of progressive thought and action originally designed to establish rational governments in individual states, to promote social and economic justice at home - and peace abroad.

You do not need the mechanistic approach of a fresh century to perceive that the 200-year-old dreams of the French Revolution of 1789, and the 100-year-old aspirations of the Russian Revolution of 1917, have all been swept away in the past decade. Now the bombing has rubbed the slate entirely clean. We are in a new world.

What through the imagination of artists over the centuries we have come to perceive as Biblical scenes, nightly displayed in awesome aesthetic on the television screen, are not the machinations of some evil individual, some new Hitler bent on re-enacting the earlier tragedies of Central Europe. They are the ineluctable working-out of an historical process.

It is futile to demonise the Serb leadership. They carry their full share of blame, yet in truth they are cardboard, insubstantial figures, so much flotsam on the great periodic waves of historic hatred and anger that move across the face of the Balkans. Just as much to blame are the prevaricating diplomats and politicians of the western world, and their armchair strategists in the press.

Also apparently guilty and complicit is an irresponsible public opinion, lured into parading its conscience and allegedly demanding action, meddling with an unravelling tapestry of which it can only have the measure of the fringe.

At bottom there remains the terrible truth that the volcanic catastrophe of the sudden Kosovo population displacements were triggered by the Nato bombing, and by the decision of Western governments to impose impossible conditions on the Serbian sovereign state. We knew it would happen, the Serbs said it would happen, and it did happen.

This is not the first time in recent history that the choices made by the great powers have led to catastrophe for the people on the ground. The British decision to partition India, granting independence to two successor states, brought disaster to the Punjab. The British and UN decision to wash their hands of Palestine brought endless decades of tragedy to the Middle East.

The effects of those decisions are still with us, yet they seem, in retrospect, to be the almost inevitable accompaniment to colonial withdrawal.

What we are witnessing today is something entirely new. The West thought it was going to war against Yugoslavia to prevent something happening, and by its very actions it has caused that dreaded something to take place. Two weeks before the bombing there was an Albanian population in Kosovo. Four weeks later that population has evaporated across the frontier before our eyes.

Whether Nato planned for this eventuality, or whether it was unexpected, is beside the point. Whether anyone ever looked up from the minutiae on the diplomats' negotiating table to glance at the wider picture will be left to historians to pore over and to judge. We are left with the results of a policy that has failed on a cataclysmic scale.

To imagine a fresh policy is not so difficult, to make it happen is virtually impossible. Britain, the US, and the Nato alliance have suffered the most dramatic defeat. Their aim of liberating the population of Kosovo from Serb misrule has been achieved at the expense of the people themselves.

The Serbs may suffer from the bombing and the destruction of their country's infrastructure, but the ethnic Albanian inhabitants of Kosovo have lost their country altogether.

First, the bombing must stop. It is not just counter-productive, it is intrinsically evil, pointless, and degrading to those who order it to be done - the democratically-elected governments of the West.

Impetuous voices will be heard suggesting that we should ally ourselves to the Kosovo Liberation Army, and engage ourselves more deeply in their nationalist struggle. Nothing could be more foolish. Others talk of establishing 'a protectorate', where foreign troops would establish security in the Balkans through alien military rule. This would amount to a new colonialism, a strange development at the end of a century devoted to trying to rid the world of that particular scourge.

Some are fearful of humiliation. If this defeat is allowed to happen, Nato's new future is at risk. Yet maybe that would be no bad thing. During the decade since the collapse of the post-war settlement established in the years after 1945, the lineaments of a new system have slowly begun to emerge.

Strobe Talbott, the malign US deputy secretary of state and the chief architect of the current disaster, has outlined recently a future transatlantic military relationship in which the US provides the technology and the intelligence for future global actions, and the Europeans provide the body bags and their contents.

This is the redesigned Nato we are being offered in the 50th anniversary year, and the project to which the Blair Government has signed up. If Nato's defeat wakes us up to what is being planned, then it may actually serve some useful purpose.

Lastly, we have to abandon the idea of recovering the land of Kosovo and settling it again in the interests of the ethnic Albanians. One day, in some future cycle of Balkan violence, the Albanians may do just that, but that time is not now. The international community, that imaginary construct, must begin to learn that some questions do not have an answer, and some problems do not have a solution. THE GUARDIAN (U.K.)
