After a week of airstrikes against Yugoslavia, Clinton administration officials acknowledged yesterday that NATO's military offensive has failed to meet its declared goal of halting violence against Albanian rebels and their supporters in the Serbian province of Kosovo. While Pentagon authorities insist that the bombing has wreaked significant damage on the Yugoslav military and its equipment, they said yesterday that it has proved unable to block a brutal campaign by the Yugoslav army and police of executions and forced exile of ethnic Albanians. "I think right now, it is difficult to say that we have prevented one act of brutality at this stage," Defense Department spokesman Kenneth Bacon told reporters.

Hampered by bad weather that has forced the cancellation of some bombing runs, and constrained at first from going after Serb troops and tanks in the field until Yugoslav air defenses were sufficiently neutralized, NATO authorities also appear to have underestimated the ferocity of the Serb repression.

Frustration with the course of the conflict so far has provoked tensions between the United States and some European allies over whether to give Gen. Wesley K. Clark, NATO's top military commander, a mandate to widen the attack to command and control centers and military infrastructure across Yugoslavia, including downtown Belgrade. After a long meeting of ambassadors from NATO's 19 governments at NATO headquarters in Brussels yesterday, they decided to quickly broaden the campaign.

"We have all been taken aback by the brutality of the Serb operations. These are people without a lot of scruples who are out of control," said a senior alliance diplomat. "[Yugoslav President Slobodan] Milosevic has changed the rules, and maybe it's time for NATO to change some rules of its own." MORE...

Starr is in BIG trouble now ! The prosecutors think this is dangerous, letting Julie Steele tell the jury about harassment from Ken Starr's office.
This decision is a key victory for me in trying to turn the tables on Starr and effectively put him on trial for aggressive tactics used in prosecuting me and other supporters of President Clinton.

This will show that Julie suffered the same sort of intimidation and abuse that I know Starr's office has wrought upon me.

Julie Myers the associate independent council told the judge that the trial is treading on dangerous, dangerous ground here. Yea, dangerous for Ken Starr and crew !

Julie Steele is to go on trial May 3. She is also a victim of unfair tactics employed by Starr's Washington prosecutors and FBI agents. She was misled into thinking she might be a witness--not a target--of their investigation. She thought she was supposed to be helping with people who might have some information about all this. But then her daughter and her brother were called before the grand jury and prosecutors investigated her private life. Often her family and friends would hear there were agents all over Richmond Va. looking for people to bring before the grand jury. They had subpoenaed every financial record imaginable, every possible paper, every document. The mad dogs tried to ruin her life as well.

Starr's treatment of Steele mirrors the activity that went on with me--the intimidation or criminal prosecution of witnesses who disagree with Starr's prosecutors.

The Starr gang is all worried about this. They know I am going to WIN !

Serb Hackers Disrupt NATO E-Mail

BRUSSELS, Belgium (AP) -- NATO said Wednesday that Yugoslav computer hackers are inundating its web site with viruses and firing off thousands of e-mails each day, overloading the site.

``We have been dealing with some hackers in Belgrade who have hacked into our web site and caused line saturation of the server,'' NATO spokesman Jamie Shea said.

``Our e-mail system has also been saturated by one individual who is currently sending us 2,000 e-mails a day, and we are dealing with macro viruses from Yugoslavia into our e-mail system,'' Shea added.

NATO officials said the disruption was limited to the web site and e-mail system and was not affecting military computers.

NATO began air assaults on Yugoslavia last Wednesday in response to a deadly, widespread Serbian crackdown on ethnic Albanians in the southern province of Kosovo.

LETTERS TO THE EDITOR

Moral imperative to tackle Kosovo's human tragedy

Sir, During the House of Lords debate on Kosovo on March 25, I referred to the commonly expressed justification for the Nato action in Serbia as "international humanitarian intervention". But I felt it necessary to draw attention to another factor which even then I believed required international humanitarian intervention, viz the human tragedy of refugees and displaced persons who, in their thousands, were beginning to flood across the Balkans. In the days since that debate my fears have been realised to an extent that none of us could have imagined.

I believe that the military action of the Allies was justified in the terms and limitations of "the just war" but that, given the magnitude of the human tragedy of Kosovo, there is a moral imperative on the Allies, and in particular the United Kingdom, to initiate humanitarian relief to meet the largest displacement of human beings since the Second World War.

I believe the Government must not only take a lead in this respect but be seen to do so. It is not just on military action that we will be judged by future generations.

The president told us that the Albanians chosepeace by signing the agreement even though "they did not get everything they wanted." The Serbs, he said, refused to negotiate, even though the agreement left Kosovo as part of Yugoslavia. However, as in several other instances over the past months, the president is telling us only part of the story. Most Americans assume that the deal we put together at Rambouillet was evenhanded, offering advantage to neither side, but including the core concerns of both Albanians and Serbs alike. But few of us have taken the time to look at the actual agreement the president is condemning the Serbs for not signing. I urge you to do so.

The agreement is available in its entirety on the Internet (www.transnational.org), or in a U.S. State Department summary (www.usia.gov).

Take a look at it and you will see that the "peace plan" actually gives the Albanians precisely what they want: de facto independence now, with guaranteed de jure independence in three years. To spill very much more ink, let alone blood, about the conflict in Serbia would be, to say the least, somewhat unnecessary at this stage.

For what it's worth, I'm convinced there is not one group in the Balkans free of guilt. This is a region where the collective historical memories of ancient slights are horribly invincible. The inability of the people of the former Yugoslavia to treat their neighbours like fellow human beings makes Ireland and the Middle East seem like oases of empathy.

Yet this must be said. Whatever the atrocities committed by Belgrade, the two leading nations in NATO are represented by men of so little character the Serbs have more than enough reason to be suspicious. Bill Clinton is a proven liar, adulterer and charlatan. British Foreign Secretary Robin Cook betrayed his wife, ran off with a younger woman and then tried to justify this public humiliation of the mother of his children. If both men acted so badly in their private lives, they were just as unethical in their public careers. When the people of Rwanda were being slaughtered in a genocidal bloodlust neither the United States nor Britain made anything more than a token protest. If animals had been treated in such a manner the touchy-feely governments of Washington and London would have demanded intervention.

For such men to now preach morality is laughable. Particularly when the joke is translated into Serbian.

CLINTON REJECTS POPE'S PLEA FOR PAUSE IN SERB BOMBING

Washington, April 1 (Agencies) - US President Bill Clinton has rejected Pope John Paul II's plea for a temporary cessation of the NATO bombings on the Serb targets during Easter.

"I hate the idea of having to continue this campaign during Easter but I hate more the idea that we would walk away from this campaign while (Yugoslav President Slobodan Milosevic) continues to ... kill a lot of innocent people, " Clinton told CBS Television yesterday.

Stating that a bombing pause would only allow Milosevic "another free day to kill more innocent civilans," Clinton said "I don't see how we can do that (suspend attacks) with what is going on the ground now."

He asked the people to be patient and wait for the results of the airstrikes. "This is not something that would be instantaneously successful. This is something that requires some time, " he said.

"Clinton was determined to act, and determined not to use any ground troops," says TIME foreign correspondent William Dowell. "He had declared himself. He showed Milosevic all his cards, and when the bombs started falling, all it accomplished was to speed up the timetable for Milosevic to finish the purge he had already begun." As you also know the editors of this forum were not afraid to make a BOLD STATEMENT in RED that we were opposed to the war and would "not support Clinton in this war." Since we are not in Congress our vote didn't count.

From what I read in the papers this morning Clinton agonized over starting a war in the Balkans, but NATO convinced him. Clinton is very disturbed over the consequences and it is affecting him more than anything else has ever affected him. He does not look good either.

Before you condemn him we need to know his reasoning behind this war. What was Clinton getting out of it? It was a very BIG risk for him to take. He did not have to do it for the "legacy thing" because he had already established a legacy as the "comeback kid" and as the great "survivor who triumphed over the radical right that attempted a coup." Hillary and Bill were very popular after Clinton was acquitted. They did not have to risk losing popularity over a war in the Balkans.

It's very possible that Clinton genuinely believes that NATO needs to police the world. I believe that NATO must police the world and stop an out-of-control dictator from spreading the cancer of his maniacal opportunism. However, as with all wars, we have to calculate the risks.

To go into a war in the Balkans was a great risk. I think we should give Clinton the benefit of the doubt that it WAS for humanitarian reasons. Unfortunately the war has turned out as we predicted which is not good news for ALL of us. Many of us clearly believed that it too great of a risk to fight a war in the Balkans. Nor could we have taken on China to help the Tibetans. We can't win against China who has more people in the world than any other country and also has the nuclear bomb. That would be crazy. However we could easily have helped Rwanda and I don't know why we didn't.

The editors of this Forum are NOT HAPPY that we predicted the outcome of this war accurately so far. This DOES NOT please us. We did NOT want a war in the Balkans, but once it started we DID NOT want to be right. Unfortunately we are right, and that is NOT good news.

The current Clinton legacy is: The first elected president to be impeached, a president that has admitting to telling the American people a bald-faced lies and to getting his friends to lie for him for seven months, he is known internationally as the "Blow Job Kid". The president has done nothing presidential this entire term. He NEEDED something - ANYTHING to make him look like a leader. He saw that Bush (President Bush - not SOON to be President Bush) reached the 90-percentile approval rating during the Gulf War so he NEEDED his own Gulf War. Luckily he found a site and he could claim we are the good guys stopping genocide. Only problem - Rwanda was the site of much worse genocide (but they were black people - is Clinton a racist?). Another problem - in the Gulf War a sovereign country was attack by another so the plan was clear and simple, throw out the aggressor and restore sovereignty. The Gulf War had a goal - it reached its goal and sent the army home. In Kosovo it is a Civil War and neither side is the shining "good guy" (Kosovo is somewhat like our Civil War - it would have pissed us off if Britain started lobbing bombs at Washington in 1862, Britain was thinking of supporting the South militarily until the Battle of Antietam and the Emancipation Proclamation [BTW - I live about 30 miles from both Antietam and Gettysburg, not that that really matters). In the Gulf War, Bush got congressional approval. In the Kosovo fiasco, Clinton did it all by himself (with the NATO calling the shoots). The Gulf War took many months of build up and planning. In the Kosovo fiasco Clinton jumped right in with little planning (going against the wishes of most in the pentagon - I guess being a draft-dodger qualifies you to override the concerns of career military people. Clinton seems to be fixated on his penis (literally and figuratively)- show them ours is the biggest and they will run and cower with fear - Clinton assumed that once he showed them our large, rigid, menacing, erect…missiles they would run away. Clinton was a fool. Now, we have depleted out missile stock and have accomplished nothing (don't be surprised to see activity in North Korea or Taiwan). We are in dire straights (and I ain't talking about Sultans of Swing). It looks like Clinton became drunk with the "comeback kid" illusion the left has given him and he thought he could get away with anything. Now Americans will likely die because of his folly - NATO will be dead and the last reaming superpower will be in military disarray.

The Clinton supporters are partly to blame -they propped this man up. BELGRADE (Reuters) - Yugoslav President Slobodan Milosevic met the de facto leader of Kosovo's ethnic Albanian majority Ibrahim Rugova in Belgrade Thursday, state media said.

The two men agreed that they were both committed to a peaceful solution of the conflict in Kosovo, state television, radio and the official news agency Tanjug said.

The meeting is a huge surprise since it comes in the middle of a Serbian military crackdown on ethnic Albanians in Kosovo.

Rugova, who has led a decade-long campaign of passive resistance to Serbian rule, last met Milosevic in May to discuss how to end fighting between the security forces and separatist ethnic Albanian guerrillas.

Another victory for justice, another blow to Ken Starr.

My friend and supporter, Julie Hiatt Steele testified today that she felt pressured to back up the story of a presidential accuser, Kathleen Willey, and was indicted when she refused to lie about it.

All Julie did was challenge part of Kathleen's story then that Evil Ken Starr indicted her on charges of obstruction of justice and making false statements.

The only time Julie lied about the case was to a Newsweek reporter. But to me, that isn't really telling a lie. Who cares about Newsweek ?

Julie was invited to a secret meeting at the Office of the Independent Counsel to clarify her testimony. She believed she was to support Kathleen Willey's version of the story. But she couldn't lie anymore. She left that meeting in tears.
