MOSCOW, March 26 (Interfax) The Russian Defense Ministry is studying the feasibility of moving Tu-23MZ tactical bombers and Tu-95MS strategic bombers to Belarus, sources in the ministry told Interfax on Friday.

The possible deployment of bombers in Belarus is a response to the Balkan situation, they say.

The aircraft are operated by the Russian air force and navy. When and if the aircraft will be flown to Belarus will depend on developments in the Balkans.

BELGRADE, March 26 (AFP) - Three NATO aircraft were reported to have been shot down over Serbia Thursday on the second day of NATO air strikes launched to pressure Belgrade into signing a peace deal for Kosovo.

However a NATO military spokesman at the allied forces' headquarters at Mons in southern Belgium, early Friday denied any planes were lost.

The official Yugoslav news agency Tanjug, quoting a local radio station said two aircraft were downed at about 09:00 p.m. (2000 GMT) over Mount Fruska Gora 65 kilometres (40 miles) north of Belgrade.

It quoted information put out by radio-M based in Sremska Mitrovica, a town some 50 kilometres (35 miles) west of the capital.

It said the two aircraft, whose type was not specified, had entered Yugoslav airspace from Croatia.

Earlier, Yugoslav television said another NATO aircraft of unspecified type, was shot down late Thursday between Pristina, the Kosovo provincial capital and Podujevo in the north of the province.

Fifteen cruise missiles were also shot down in the province, the television said.

The Yugoslav army general staff said early Thursday that two NATO aircraft and several cruise missiles had been shot down in the first wave of air strikes on Wednesday night.

NATO officials also denied that report.

If the Yugoslav claims are true, it would mean that in two days, NATO has also lost five aircraft to Yugoslav anti-aircraft fire.

Diplomats in Brussels said it was unlikely that NATO would acknowledge the loss of aircraft at this stage of the operation. Before admitting any such losses officially, the alliance would do all it could to recover the pilots, the diplomats said.

Tanjug also said NATO raids on Kosovo, concentrated mainly on the northwest of the province, had left numerous casualties. It said an army barracks at Prizren in the south of the province was hit Thursday evening causing several casualties.

Tanjug also a missile apparently aimed at a barracks, fell on an old district of Djakovica causing a fire and also causing casualties.

The agency said Albanian separatist rebels had attacked the Serbian army and police in the wake of the NATO attacks on parts of Djakovica. One policeman was injured, it said.

The raids ended at around midnight.

As NATO pounded Yugoslavia with missiles and bombs Thursday, Belgrade severed diplomatic relations with the Alliance's four top member states and expelled their journalists.

Yugoslav television said diplomatic ties were being severed with the United States, Britain, Germany and France.

"The federal government has decided to break relations ... because of the crime committed against the people of the Federal Republic of Yugoslavia," an official statement said.

The announcement was made as NATO sent in more cruise missiles and warplanes to hit military targets in the rump Yugoslavia (Serbia and Montenegro), aiming to force President Slobodan Milosevic to accept a Kosovo peace accord where an ethnic Albanian majority has been fighting for self-rule..

"Without getting into specifics, we are focusing on the very forces that are being used and assembled for use against the Kosovar Albanians," US Defence Department spokesman Kenneth Bacon said in Washington.

Air defense systems were also targeted, Bacon said, adding that the latest wave of attacks were "severe" and "substantive".

Five strong explosions were heard in Belgrade around 8:38 p.m. (1938 GMT), coming from suburbs to the north of the Yugoslav capital.

Another 15 or so explosions, three of them very strong, were heard in Kosovo's capital Pristina, residents said by telephone.

In Montenegro, several shells fell near Podgorica airport, and two explosions were heard near the northern town of Danilovgrad, where military installations are situated, radio reports said.

On the Adriatic Sea, more than 20 cruise missiles were fired from NATO warships, a CNN reporter on a US vessel reported.

Some 70 planes were seen taking off from the Aviano air base in northern Italy, out of a total of 130 at the base, including Stealth bombers.

In New York, Russia introduced a resolution in the UN Security Council at a closed-door meeting calling for an immediate halt to the NATO air strikes.

Diplomats said a vote was expected Friday on the resolution demanding "an immediate cessation of the use of force ... and urgent resumption of negotiations".

But NATO allies Britain and the United States have veto power in the council, and US representative Peter Burleigh warned: "We will actively oppose it."

In Washington, US President Bill Clinton said Milosevic must "choose peace" in Kosovo or see his military capabilities crippled.

"He has to choose peace or we have to limit his ability to make war," he said, as he met with his national security team.

In Brussels, NATO Secretary-General Javier Solana said the first wave of air strikes on Wednesday appeared to have been "successful". "All NATO aircraft returned safely to their bases."

But Russia's Chief of Staff General Anatoly Kvashnin said that two NATO aircraft -- a Tornado and an F-16 -- had been shot down.

US General Wesley Clark, NATO's supreme allied commander for Europe, ruled out an immediate halt to the strikes.

"The operation will be just as long and as difficult as Milosevic wants it to be," Clark said. "Our objective is to attack, disrupt, degrade and, if Milosevic does not comply, destroy the Serb forces."

Poll: New Yorkers cooler to Mrs. Clinton

ALBANY, N.Y. (AP) — New Yorkers aren't as hot on the idea of Hillary Rodham Clinton running for Senate as they were a month ago, according to a poll released today.

A Marist College Institute for Public Opinion poll conducted among registered voters this week found 45 percent saying she should run, down from 56 percent last month. Another 49 percent of respondents thought she should not run, up from 37 percent in February.

The results mirror other polls that have found a decrease in public enthusiasm for a Senate bid by Mrs. Clinton following a spike of support when reports first circulated that she was considering a run for retiring U.S. Sen. Daniel Patrick Moynihan's seat.

Sixty percent of Marist poll respondents believed Mrs. Clinton would run.

The poll of 616 registered voters was conducted March 22-24. It has a margin of error of plus or minus 4 percentage points.

Mrs. Clinton is not expected to announce her intentions until this summer. The most prominent potential Republican contender, New York City Mayor Rudolph Giuliani, has not announced his plans either.

The Marist poll found a potential matchup between the two continues to be close, with 48 percent for Mrs. Clinton and 46 percent for Giuliani. That was statistically unchanged from a Marist poll released March 3 that found Mrs. Clinton with 50 percent and Giuliani with 46 percent, but a drop-off from the first lady's leads of 53-42 in January and 49-38 in February in the same poll.

A poll from the Quinnipiac College Polling Institute released Tuesday found the first lady favored by 50 percent of registered voters surveyed to 39 percent for Giuliani. A Quinnipiac poll released a month ago had Mrs. Clinton leading Giuliani 54 percent to 36 percent.

Look to the Democrat spokesman and role model Larry Flynt for the answer. Larry Flynt - the great liberal - used this exact defense when he was sued for portraying one of the people he hates as a pedophile in the Democrat Magazine "Hustler". Democrat Larry Flynt made a fake advertisement for Jerry Falwell in which he is was remembering fondly his first sexual experience - which was supposed to have been with his mother. Democrat Larry Flynt got away with it so why shouldn't everybody be able to get away with it?

Message: The NATO response to Serbian ethic cleansing and atrocities in Kosova leaves me with mixed emotions. My grandparents came to the USA from Albania, and were Orhodox Christians - the same exact faith as the Serbian people.

In 1994, as a US Naval Reserve Officer, I served as a miliary advisor to the Albanian Navy under the Partnership for Peace Program. I found over many weeks of interaction, that the Albanians of every relgion (Orthodox, Muslim, Catholic) get along well, intermarry, and have a high degree of tolerance for each other's faiths. I even attended a wedding party between an Orthodox and Muslim couple.

I am afraid, however, that the conflict in Kosova has a real potential for spill-over into a wider Greek/Turkish war. This is not rhetoric or US propoganda. In the military realm, I found much direct evidence that the Turks were providing most of the support for the Albanian military. Albanian military cadets even attend the Turkish academies.

So, now I watch my Serbian orthodox "brothers and sisters in Christ" kill and repress mostly muslim Kosovar Albanians. It is also painful to see the Orthodox Russians and Greeks support Serbia on some basis of shared relgious brotherhood. In the end, only one conclusion is possible - that mass killers and repressors, of any faith, must be held accountable for their actions. In the case of Kosova, the potential for Greek/Turkish conflict clearly makes the NATO actacks underway now a prudent step. Ground forces will be needed, however, to expell the Serbs from Kosova. The west is not prepared for this, and I am afraid that the ultimate victor in this sad story will be Slobodan (which means "wolf"

In Kosovo, the White House has acted on a series of lessons: that the United States must move with dispatch; that it must actively lead NATO allies and if necessary bypass the United Nations; and that it must lay the political basis for military action with passes at diplomacy, however remote their chances of success.

If the latest air offensive reflects the coalescence of a Clinton approach to the crises of the post-Cold War world, however, an array of critics are asserting that the intervention also has revealed Clinton as a foreign policy recidivist. Once again, he is being accused -- including by some former senior officials in his administration -- of improvising his way through a crisis, deploying U.S. forces with tactical efficiency but without a clear long-term strategy. Milosevic Might Win From the Loss of Kosovo By BLAINE HARDEN

BELGRADE, Yugoslavia -- Whispers about a face-saving Serbian loss to the world's most powerful military alliance began here long before NATO bombs started to fall on Yugoslavia.

The whispers -- reinforced earlier this week in interviews with well-placed officials in the regime of Slobodan Milosevic, with opposition leaders and with Belgrade residents -- all follow a similar line of Balkan logic. It goes like this:

Peacefully surrendering control of Kosovo, a province that has genuine historical and religious importance to 10 million Serbs, would be humiliating. It would break President Milosevic's hold on nationalists, leaving him open to challenge, even assassination, at the hands of warlords who are part of his ruling elite.

But a hard military loss of Kosovo, after a brave and hopeless struggle against an overwhelming Western foe, could be just the ticket that Milosevic needs to survive with his Serbian manhood and his rule intact. It could rid him of an impoverished place that political analysts in Serbia agree is all but ungovernable.

At the same time, such a military defeat would sanctify Milosevic in the lost-cause tradition of Serbia's martyred Prince Lazar. Just before dying in Kosovo in 1389 during a failed charge against Ottoman invaders, the Prince said, "It is better to die in battle than to live in shame."

In this scenario, even as he savored the fruit of a glorious Serbian defeat, Milosevic would not share Prince Lazar's unpleasant end. For unlike him, Milosevic wages hopeless war from the safety of his bunkered Belgrade residence.

None of this, of course, has surfaced officially in Milosevic's Yugoslavia. With NATO bombs falling nightly, such arguments, if breathed in public, would be treasonous. State-controlled news organizations hold to the line voiced this week by Vuk Draskovic, a Deputy Prime Minister, who thundered: "Losing Kosovo would be the death penalty for the Serbian nation. Kosovo is the root of our national history."

GOP Hopefuls Differ on Kosovo By Stephanie Niketic @ultranet.com 8:10pm As the Clinton administration continued airstrikes in Serbia, Republican presidential candidates remained deeply divided over how their party should respond.

While GOP leaders unanimously condemned President Clinton's foreign policy in general, they sounded discordant tones this week over whether the United States should be intervening in Kosovo. The views of the leading presidential contenders ranged from support for strong intervention and qualified backing for airstrikes to denunciation of any involvement and avoidance of the issue entirely.

"They're all over the map, and certainly that reflects the fissure that exists in the Republican Party," said Thomas Moore, director of international studies at the Heritage Foundation. He described the split as essentially between "nationalists," who represent the party's more isolationist wing, and "globalists," who want to maintain a leading, active U.S. role in world affairs. "That great divide is certainly going to be accentuated by what we do in Kosovo," he said.

A spokeswoman for Texas Gov. George W. Bush, the GOP favorite in early polls, said he believes "that if we are going to commit American troops, we must be certain they have a clear mission, an achievable goal and an exit strategy." The spokeswoman, Karen Hughes, declined to say whether Bush thinks those conditions exist in Kosovo. "That's a decision that needs to be made by the commander-in-chief," she said. Elizabeth Dole said she supports Clinton's decision "because I believe this action can be instrumental in forging a peaceful solution to a dangerous, escalating military conflict." She added, "The atrocities carried out by Serbian nationalists must be halted."

In a Senate speech, Sen. John McCain (R-Ariz.), who is making his first bid for the GOP presidential nomination, also backed U.S. airstrikes in Kosovo. "We must not permit the genocide that [Yugoslav President Slobodan] Milosevic has in mind for Kosovo to continue," he said. "We must take action." He cited "a clear and present danger to our interests." But McCain, a former Navy pilot and prisoner of war in Vietnam, joined other Republicans in denouncing what he called the administration's lack of an "exit strategy" in Kosovo and said he opposes deploying U.S. ground troops unless they are peacekeepers as part of a solid pact to end the fighting. "It's terribly frustrating that there's no endgame here," he said in a telephone interview. "If the bombing doesn't work, what then? The administration will not answer that question. There's no Plan B." Sen. Robert C. Smith (R-N.H.), another Vietnam veteran and presidential candidate, argued strongly against airstrikes or ground action after trying unsuccessfully in the Senate to block any U.S. deployment to Kosovo. "I believe it's a civil war and we have no national interests there," he said in a telephone call with reporters. "This is something that's not worth risking one drop of American blood for."

Former vice president Dan Quayle "is opposed to military intervention in this case" because the Kosovo operation lacks "a clear, defined objective," said a spokesman, Jonathan Baron. But with fighting underway, Quayle will "support the troops," Baron added.

Patrick J. Buchanan, seeking the GOP nomination for the third time, accused Clinton of preparing to launch "an illegal, presidential war" as part of "an incoherent foreign policy." He added, "America has no vital interest in whose flag flies over Kosovo's capital, and no right to attack and kill Serb soldiers fighting on their own soil to preserve the territorial integrity of their own country."

Rep. John R. Kasich (R-Ohio) said he also opposes any U.S. intervention and criticized the administration's "abysmal" handling of the crisis, but stressed that he and other Republicans were "not looking to score political points on this."

Lamar Alexander, the former Tennessee governor and a presidential contender for the second time, said in a telephone interview while campaigning in Alabama, "We should join NATO in airstrikes, but we should put no ground forces in Kosovo under any circumstances except as an extraction force to help out other allied forces who get into trouble." He predicted that foreign policy would loom large in the upcoming campaign and that once Republicans unite behind a single candidate, "we will have an agenda" with which to confront Clinton and Vice President Gore, whose administration has "underequipped our military, overextended our forces and has brutal dictators thumbing their noses at us." Malcolm S. "Steve" Forbes expressed similar views, saying he would support the use of U.S. air power in Kosovo, but not ground troops. For his part, Gary Bauer told NBC's "Meet the Press" that he would be willing to send U.S. troops to Kosovo because "America needs to be involved in the world."

"This is going to be a more divisive issue among the contending Republican candidates than might be presently realized," said Moore of the Heritage Foundation. "There's going to be a real struggle to arrive at an agreed-upon Republican position on foreign policy, because there certainly isn't one now."

Gary Schmitt, director of Project for the New American Century, a conservative think tank on foreign and defense policy, said GOP foreign policy positions "seem to be more a reaction against Clinton than a positive vision." He warned that the U.S. debate "only fuels the interest in the European Union to create its own foreign policy and defense institutions" apart from NATO.
