Message: Its is so obsovious to average person what is going on here in the US Senate. It's absolutely digusting! It is an affront to the U.S. Constitution and our entire system of Justice. I and many others believe that when one group tries to gain control of the government by any means. It is treason and is punishable by death or life imprisionment. The Republicans and Strom Thurmond opposed Federal Civil Rights legislation and fought against desegregation in the South. So, where does Strom Thurmond and other Republicans Congressman come off and vote to remove the President from office. The Senate trial is nearly over. The partisan Democrat stonewall will protect Bill Clinton. The important point is the Republicans have already won. The winners: The Rule of Law and the Republican Party. The Republicans took on one of the most popular celebrity presidents while the economy was doing great and nearly removed him from office for his wrongdoings - a feat the would have been unthinkable earlier. Future presidents know that they will not be able to get away with having adulterous sex with an employee during business hour and lying to cover it up. Bill Clinton is only the second president to be Impeached and this will stay with him the rest of his life. Most Democrats in the Senate say what the president did disgraced the country and the presidency, was deplorable, disgusting, and the president should be condemned (but he shouldn't be removed from office). Senator Byrd said Clinton is guilty of high crimes and misdemeanors but he thinks he should not be removed because he has less than two years to go in his lame-duck term. The Republicans won and forced the president to deal with the rule of law - while he may not be removed form office, he certainly did not get away with it. The Democrats are screaming loudly that the president MUST be censured - this is cover for their stonewall acquit vote for the president. The Democrats know that they will be in deep doo doo in the next election if all they have on their record is a vote for acquit when must Democrats admit he is guilty. The Democrats control the media and the spin but the Republican have won on constitutional issues. Right now the fickle public is supporting Clinton because he is the underdog - come next week, look for his poll number to go in the dumper. America will wake up with the OJ/Clinton hangover and realize what they have done. The Democrats have only had success when they were running as the anti party (anti-Newt, anti-Starr, anti-Impeachment). Come next week they will no longer be the anti party and will have to stand behind their position (perjury is no always illegal, James Carville style attack politics, Larry Flynt style sex police). The Democrats failed miserably in the first two Clinton years because they control everything and couldn't be the anti party. In 2000, you can almost guarantee a Republican president and unless the Democrat pull a non-attack agenda out of their be-hinds, the congress will also be controlled by the Republicans. Hold your heads up Republicans - it may not have been perfect but the Constitution, the Rule of Law, and the Republicans won. The PR match goes to the Democrats and the Rule of Law/ Constitution match goes to the Republicans. When his impeachment trial ends, President Clinton will not surround himself with grinning Democrats and declare himself exonerated, his aides tell Tuesday's NEW YORK TIMES.

Only in the fantasy world of politics could Democratic members of the U.S. Senate -- on the eve of ´´forgiving´´ Bill Clinton for his legacy of lies -- call on the Justice Department to investigate whether, in the course of their investigation, one of his aides lied.

It seems that Sidney Blumenthal, Mr. Clinton´s minister of disinformation, may have been less than truthful when he said that he was not the source of ´´White House leaks´´ defaming Ms. Monica Lewinsky. After testifying before the Senate last week that he did not disseminate the ´´Lewinsky as presidential stalker´´ story, a reporter, Mr. Christopher Hitchens, has come forward with information to the contrary.

The question, of course, is not whether Mr. Blumenthal committed perjury, but why the outrage in the Senate? Consummate Clinton defender Dianne Feinstein said, ´´I would hope that he isn´t lying. I think if he is, it´s serious.´´ ´´Serious´´? Really?

The Democrats´ hypocrisy is now so brazen as to be utterly preposterous. The extent of that hypocrisy is summed up in these words spoken by Robert ´´ Conscience of Senate´´ Byrd just two days ago: ´´It will be very difficult to stand and say ´not guilty´ -- very difficult. Who´s kidding whom here? ... I have no doubt that he has given false testimony under oath and that he has misled the American people. There are indications that he did indeed obstruct justice.´´

In almost the same breath, Sen. Byrd then said that he would not vote to convict Mr. Clinton: ´´In these remaining two years (of Clinton´s presidency), I can turn my back on this. I can close this as a chapter. I think we all ought to do that and think of the healing of the country.´´ So, why does he think Mr. Blumenthal´s case should be referred to the Justice Department?

The House managers have done their Constitutional duty. Rep. Bill McCollum says that, ´´this president should be removed from office because we´ve proven perjury and obstruction of justice, that he did engage in all of this in order to defeat the claims of Paula Jones in her civil suit´´ charging Clinton with sexual harassment. Rep. Jim Sensenbrenner concluded, ´´I think the legacy of this trial was the fact that the Democrats took the hard line of ignoring the criminal activity of one of their own rather than viewing the evidence objectively.´´

The editors of the Wall Street Journal note, ´´The Founders did not write the impeachment clauses so their successors 200 years later could wrestle with hypertechnical interpretations of the current state of perjury law. ... This President, his lawyers and his apologists have left a whole nation confused, and divided, over which of our laws means what.´´ Indeed they have. But isn´t that the objective of liberalism -- to advance a worldview devoid all of meaning and consequence?

In the final analysis, Mr. Byrd and his colleagues are kidding themselves. And we are left with one aching question: If guilty, will Mr. Blumenthal´s sentence be two more years in the White House?

Guilty As Charged

This week, the American people, acting through their senators in Washington, will formally choose to retain Bill Clinton as president for the remainder of his elected term. What this decision might imply for our nation's culture and politics is no doubt an almost endless question. The White House scandal of 1998-99 will hang over us-whether or not we realize it, or want it to-for years to come.

In at least one no less ominous respect, however, the meaning of Clinton's acquittal is already clear. We are speaking here of the de minimis standards of integrity imposed on the federal government's executive branch. We would not have thought this a matter of dispute between competing philosophies of conservatism and liberalism. We would not have thought it possible. But it is now a great deal more than possible. It is an inescapable fact: There are certain circumstances, it turns out, in which public opinion-sustained by a nearly unanimous Democratic party-is prepared to accept obvious felony crimes by the president of the United States.

This seems to us a rather important point. The president's crimes are obvious. They are obvious even where the Washington press and political establishment-despite their self-professed and much-bemoaned "obsession" with the controversy-have so far failed to discern them. Consider, for example, what is widely considered the less persuasive of the two impeachment articles against the president: grand jury perjury. Consider, for that matter, what is widely considered the least persuasive element of this less persuasive charge: the suggestion that Bill Clinton perjured himself by postdating the inception of his "inappropriate intimate contact" with Monica Lewinsky.

Lewinsky has always been unequivocal on this point, and she reconfirmed it during her Senate deposition last Monday. The affair began on November 15, 1995, during the week-long "government shutdown" fight with Congress. At around 8 p.m., on a trip to the ladies' room, Lewinsky passed by George Stephanopoulos's West Wing office and noticed Clinton inside. Though the two had barely ever spoken before-she had done little more than introduce herself or wish him a "nice trip" at South Lawn departure ceremonies-the president beckoned her to join him. In a matter of minutes, she flashed him her famous thong panties and they drifted over to Clinton's private Oval Office hallway for a kiss.

Sometime over the course of the next two hours, thinking ahead, Lewinsky removed her thong. At around 10 p.m., the president again invited her to meet him in Stephanopoulos's office, from which they again walked to the hallway complex near the Oval Office. This time, as Paula Jones's attorneys would say, Clinton touched Lewinsky "with the intent to gratify." She was gratified, she later reported to the FBI, and she gratified the president in return-while he had an extended phone conversation with a member of the House of Representatives. At the end of which, the president said good-bye to his intern and went upstairs for dinner with his wife.

Why would Clinton behave this way with Monica Lewinsky? Perhaps, Lewinsky later mused to FBI investigators, "the president's regular girlfriend had been furloughed" by the budget battle and was temporarily stuck at home, unable to do her duty.

The president, for his part, says he did not behave this way. Not, at least, with so much desperate speed, and not so early as November 15, 1995. In a prepared statement read at the start of his grand jury appearance last August, Clinton acknowledged past personal wrongdoing with the young lady and expressed regret that "what began as a friendship" eventually-in "early 1996," no sooner-"came to include this conduct."

Now, nobody believes him about this, not even, we suspect, his own attorneys. But the question has only ever been: Does it matter? And the White House has always insisted, to great effect with congressional and media observers alike, that it does not. It is "an utterly meaningless disparity in testimony about dates that are of absolutely no consequence whatsoever," special counsel to the president Gregory Craig told the Senate on January 20. At worst, Clinton's defenders contend, the president fudged the chronology of his sexual relationship with an intern simply to avoid admitting one final, humiliating truth: that "what began as a friendship," based on their mutual interest in Lewinsky's g-string underwear, "came to include" some quickie sex acts-in the space of an hour and a half.

Petty vanity like this, all seem to be agreed, is not a criminal, much less impeachable, offense.

Message: And everyone is wrong about that. Because petty vanity has almost nothing to do with the Clinton-Lewinsky disagreement over what happened on November 15, 1995.

Remember the immutable laws of physics by which this president's habit of mendacity is maintained. A Clinton lie typically expands to encompass all creation: "I did not have sexual relations with that woman, Ms. Lewinsky." The gasball of dishonesty only contracts, if ever, when challenged by overwhelming contradictory evidence: "The chance that the semen is not the president's," in the immortal words of the Starr impeachment referral, "is one in 7.87 trillion." And under such rare pressure, a Clinton falsehood does something sadly predictable: It atomizes into a whole series of brand-new falsehoods, each designed to defend the proposition that the president wasn't really lying in the first place.

This is the man's essential character. And when he is under investigation for perjury, the imperatives of his character and the requirements of his criminal defense merge neatly into a single impulse. He lies because he absolutely has to. As he has had to lie about what he did with Monica Lewinsky, and when.

In his Jones litigation deposition in January 1998, when he was first asked whether he'd ever met with Lewinsky in the White House, Clinton said yes and volunteered that he'd seen her "two or three" times "when the Republican Congress shut the government down"-that is, during the third week of November 1995. The president clearly intended this to be taken as an innocent explanation: "The whole White House was being run by interns," he elaborated, "and she was assigned to work back in the chief of staff's office."

Were you and Lewinsky ever together in the hallway adjacent to the Oval Office, Clinton was asked a few moments later? They were never alone, he suggested in reply, but she had once been "back there with a pizza that she brought to me and to others." The president was not questioned about when this pizza delivery might have taken place. Again, he volunteered that information, and again, he placed the event in the third week of November 1995. It had been "during the government shutdown," Clinton offered, "when Ms. Lewinsky was still an intern but working the chief of staff's office because all the employees had to go home."

If Monica Lewinsky "told someone that she had a sexual affair with you beginning in November 1995, would that be a lie?" Clinton was finally asked, as this portion of his Jones deposition wound to a close. "It's certainly not the truth," he responded. "It would not be the truth."

This last assertion was a bald-faced lie, of course. And it was one lie the president could not possibly amend or expand before the grand jury last August. His sworn January denial of a "sexual affair" with Lewinsky had been open-ended; the infamous, tortuously restricted definition of "sexual relations" had been introduced only later in the Jones deposition. Nor could Clinton now claim to have had a memory failure about sexual activity in November 1995. Without prompting by the Jones lawyers, he had freely recalled the nature of his contact with Lewinsky in that period, almost to the day. No man remembers pepperoni but forgets the oral sex that came with it.

This, then, was the pickle that confronted Bill Clinton in August 1998. He would be forced-by Lewinsky's blue dress-to admit that he had had some sort of "sexual affair" with her. But he could not concede a further truth-that it had indeed been sex "beginning in November 1995"-without implicating himself in a prior perjury. So what did he do? He told the grand jury that the relationship had not turned intimate until two months later, in January 1996.

Motive, means, opportunity, materiality, falsehood: grand jury perjury. Here again, even here, Clinton is guilty as charged.

And yet he will be acquitted on what seems certain to be a near-party-line Senate vote. A majority of Americans will tell pollsters that they are pleased at this result, but distressed at the "partisan" process by which it was achieved. This magazine will continue to take an almost opposite view. It is a matter of considerable honor that the Republican party, alone among major American institutions, has proved stubbornly unwilling to acquiesce in a president's felonies. The Democratic party's performance, by contrast, is a disgrace of stunning magnitude. As a consequence of this sharp partisan divide, the question whether a president really is obliged to obey the law remains open to future political debate. That is the only small note of hope, it seems to us, in the outcome of this entire ugly mess.

SENATE REPUBLICANS TO HOLD IMPEACHMENT "DELIBERATIONS" BEHIND CLOSED DOORS

From day one, with a few limited exceptions, such as Bob Barr, Republicans have never wanted to impeach and convict Bill Clinton. Instead, the "conventional wisdom" was only to begin and conduct a limited proceeding -- concerning only the Lewinsky matter -- to weaken his Presidency and Party during the 1998 election cycle, and leading up to the elections in the year 2000. This explains why, despite pleas from conservatives and others, House Republicans never allowed Chinagate, Filegate and the other Clinton scandals to enter into the "equation." These scandals, if permitted to be a part of the impeachment proceedings, would have doomed Clinton's Presidency and forced him to leave office in the interests of justice. So too would have even a limited Lewinsky inquiry, if the House had allowed investigation of the various threats made by Clinton to the women, such as Dolly Kyle Browning, Kathleen Willey, Linda Tripp, Jane Doe #5, and others who have come forward to speak the truth about the President. In short, House Republicans, by keeping the impeachment proceedings much too limited, sowed the seeds of their ultimate defeat.

Senate Republicans, without exception, have never been sincere in any respect in their actions. Limiting the inquiry to just "sex, lies and videotapes," and conducting a trial with only 3 witnesses, Senate Republicans have perverted justice and conducted a sham proceeding. Now they want to again go behind closed doors to deliberate on the verdict, so the public will not know about their discussions with Democrats to "save face" for their cowardly refusal to uphold the rule of law. One can only surmise that behind "closed doors," Republicans are begging Democrats to get the message to Larry Flynt, James Carville, Sidney Blumenthal and the other "dirt diggers" of the Administration not to "out" them during this interim period of retreat from their Constitutional duty.

"The political games of the Republican Party are transparent. Conservatives will not forget this outrage, and perversion of our legal process," declared Judicial Watch Chairman Larry Klayman. "Democrats are responsible for their gross dishonesty, but the role of the opposition Party is to make sure that the guilty are held accountable," he added.

Message: I found my facts about Strom Thurmond in the World Book Encyclopedia. And it was Wallace who stood in the doorway. I did not say it was Strom Thurmond. Originally Strom Thurmond was a Democrat but when the mainstream Democrats didn't like his views he bolted from the regular Democratic Party and started a States Right Party called the Dixie Crats.
