If Clinton gets everything he wants it would increase federal spending by at least 20 percent. That's about $288 billion a year. President Clinton's State of the Union address contained initiatives that, if enacted, would increase federal spending by 20 percent, or $288 billion a year, according to an analysis by a taxpayer watchdog group.

That would wipe out the entire budget surplus and create a $100 billion deficit in the plan's first year alone, said Tom McClusky of the nonpartisan National Taxpayers Union Foundation, which performed the analysis.

"He's trying to please everybody, but he'll only make people happy until they realize they're going to pay for all of these proposals," Mr. McClusky said. "An across-the-board tax cut would let people decide how to spend the money."

Mr. Clinton, who has steadfastly resisted Republican calls for broad tax cuts, instead pledged to spend virtually the entire budget surplus for the next 15 years, estimated at $4 trillion, on initiatives laid out in Tuesday's address.

White House Deputy Press Secretary Barry Toiv said the analysts who performed the study "clearly don't understand the president's proposal. If they did, they'd realize that his plan for the surplus is the most fiscally responsible policy that we've seen in this town for years because it would result in an extraordinary reduction in the amount of borrowing by the federal government."

But other taxpayer watchdog groups agreed that Mr. Clinton proposed a spending spree of monumental proportions.

"The mask of the New Democrat fell off as he spoke and he stood before the American people as a tax-and-spend, big-government politician," said Grover Norquist, president of Americans for Tax Reform. "He lashed himself to the mast of the big-government liberals, saying: 'If I sink, you sink. We're all in this together. Let's get past the shoals of the next two years.'"

Mr. Norquist said Mr. Clinton's magnanimity was a thinly veiled attempt to buy Senate votes in his impeachment trial.

"It was Al Capone standing up there and bribing the jury: 'All right, everybody in the audience, I'll give you a billion each if I get out of here alive. Now you go vote on whether or not you're going to trip me up.'"

Chris Varvares, president of Macroeconomic Advisers, a St. Louis consulting firm, cautioned that some of Mr. Clinton's initiatives with the biggest price tags, including a $2.7 trillion bailout of Social Security, can be considered debt reduction, not expenditures. He also pointed out that few presidents expect the bulk of their proposals to actually come to fruition.

"The chances that a large part of that gets implemented are virtually nil," Mr. Varvares said. "The chance that Congress can swallow them all and process them all and develop detailed legislation that passes in any reasonable amount of time is quite small.

"This really was a wish list or menu of proposals, rather than a list of things that they expect could be actually implemented -- even if Congress wanted to go along with it."

Still, the sheer dollar value of proposals staggered many observers. It was the most expensive package since Mr. Clinton's 1994 State of the Union address, when he proposed nationalized health care. This time around, Mr. Clinton promised money for everything from Medicare and government-controlled savings accounts to adult literacy and anti-terrorism programs.

"It was scary," said one Washington economist who asked not to be named. "It was a scary performance. One of his campaign themes has been personal responsibility. Now he's saying that while personal responsibility is good, the federal government will take over if you can't handle it.

"I mean, I consider myself a liberal and I thought it was scary," the economist said.

"The president declared the federal candy store open," said Pete Sepp, vice president of the National Taxpayers Union Foundation. "Instead of returning to taxpayers their overpayments with an across-the-board tax cut, he has proposed pie-in-the-sky legislation. Unfortunately, even if only a slice of that pie gets enacted, it represents a major increase in federal spending."

The foundation based its study on White House press briefings, data from a White House World Wide Web site and by matching Mr. Clinton's proposals with legislative equivalents drafted in the previous Congress.

Message: A 'Frustrated' Pat Robertson Says Clinton Should Be Removed

Pat Robertson's remarks Wednesday that Clinton's impeachment trial might as well be halted because of the public's favorable reaction to his State of the Union speech was born of frustration. It does not represent a retreat from a continuing effort to remove the president from office, Randy Tate, executive director of the Christian Coalition, said today on the Rush Limbaugh Show.

On that same 700 Club television show, Robertson also declared: "From a public relations standpoint, he's won.... They might as well dismiss this impeachment hearing and get on with something else, because it's over as far as I'm concerned."

"That part of what he said was out of frustration," explained Tate, adding: "I can tell you when I was watching the State of the Union, I ran out of shoes to throw at the tv. I had to put the mute button on many times."

To emphasize that Robertson had not abandoned his pursuit to see justice done, Tate pointed out that the 700 Club founder "went on to say that he (i.e., Clinton) was not fit" to serve in that office. And, at the end of the day, he still believes that polls are not a replacement for perjury, and the process must go forward.

"We fight causes not necessarily on whether or not we are going to win," the coalition director said. And "we will push forward on this. Not because we believe it might not be popular with the public -- but because it is an issue of principle."

Tate indicated the words Robertson spoke in frustration came as a result of some other recent frustrations. For example, he said, "we believe that one of the reasons that the Republicans lost the last election cycle is that they focused entirely on the Monica Lewinsky issue, and they didn't have an agenda to go with it.... There was no agenda telling where they wanted to take the country. And that is really, I think, the frustration that Pat has, that this president continues to go forward and he is not held accountable."

It is also very upsetting, he said, when 27 Democrat Senators in 1989 voted to impeach Judge Walter Nixon on the same charges of lying to a grand jury, but these same 27 senators today refuse to follow their own previous judgments and convictions. "That can be frustrating," Tate, a former Congressman, observed.

"So Pat does not think that the trial should end prematurely?" asked Rush.

"No. We all want it to be expeditious and fair. But we think it should be thorough in scope, and witnesses should be brought forward. And there could be some surprises here. Now I'm not holding my breath for a smoking gun to come out. But I think it is important that there be witnesses. And the president must be held accountable.

"We are an organization that was founded, Rush, to insure that we have a leader with the highest moral and ethical standards. The president has not met that standard, and we think he should be removed from office. Pat's position," he concluded, "has not changed on that tone. But he was frustrated, as we've all been frustrated."

    WASHINGTON, Jan. 23 —  After a two-week cease-fire, partisan combat resumed Saturday at the Senate impeachment trial of President Bill Clinton. Republicans and Democrats battled over whether House impeachment managers and Independent Counsel Kenneth Starr violated the Senate’s prerogatives by arranging an interview with former White House aide Monica Lewinsky.  

STARR RE-ENTERS THE DRAMA
       The mood change was due largely to a dramatic reappearance by the man Democrats loathe — Starr, who returned as a player in the impeachment drama after obtaining an order from U.S. District Judge Norma Holloway Johnson on Saturday requiring Lewinsky to be “debriefed” by House managers, or else lose her protection under the immunity agreement her lawyers brokered last summer with Starr’s office.

‘GUERRILLA WARFARE’
       Two weeks ago, the Senate decided by unanimous vote to postpone the question of calling witnesses until after the prosecution and the president’s defense team had finished answering senators’ questions about their respective presentations.

Minority leader Sen. Tom Daschle speaks of a letter of protest sent to the House lead proscutor, Rep. Henry Hyde.

       On Saturday, Democratic Senators denounced both Starr’s sudden intervention in the case and Judge Johnson’s ruling.
Sen. John Kerry, D-Mass., called it “an inappropriate intervention of the judiciary in the proceedings of the Senate.”

Sen. Tom Harkin, D-Iowa, said that Johnson’s ruling violated Article I, Section 3 of the Constitution, which gives the Senate the “sole” power to conduct impeachment trials, and said he had written to Chief Justice William Rehnquist asking for a stay of Johnson’s order.

Sen. Patrick Leahy, D-Vt., called the decision to interview Lewinsky “sheer, panicky desperation.” He added: “It is absolutely mind-boggling, this arrogant disregard for the United States Senate in a trial taking place in the United States Senate.”

Sen. Dianne Feinstein, D-Calif., said, “I’m seeing an increasing fanaticism on the part of the House managers ... There’s a kind of guerrilla warfare going on.”

White House counsel Charles Ruff said that Starr was “threatening a witness with violation of an immunity agreement if she doesn’t agree to fly across the country and meet for this friendly little chat.”

Under Lott’s plan, the House managers and Clinton’s lawyers would each be given an hour to make their case for or against dismissal.

       But Senators themselves would not be permitted to debate that motion, nor would they be permitted to debate the motion to get depositions from witnesses.

       “They are gagging us from having the debate,” said Sen. Barbara Boxer, D-Calif. “This is getting scary, you know?”

       Kerry said that Senate Republicans “have invited the condemnation of the American people because now this is their trial. This is their proceeding.”

In response to your SECOND presumptious statement to us, here is my second answer. The Democrats want to MOVE ON.... and work on issues that concern the other 260,000,00+ citizens in this country, not just Clinton's sex life, while Republicans believe that the longer they postpone this trial the better their opportunity to have some miraculous event happen which will save the sinking ship they are on and cannot get off.

I don't know if you have noticed, Zippy, but the longer this GOP attempt to reverse a twice-elected presidential election continues the more the GOP ship sinks. Had this trial been held in July of 1998 the GOP would have won! After November 3rd the GOP would have lost, but their ship would still float. After the House Impeachment their ship floundered. First, let me make this clear: I don't believe the Republicans OR the Democrats are in anyway really similar to the Nazis. I think one party rule is a terrible idea - both sides NEED to be represented. The Clinton issue will pass - in less that two years Clinton will be history but the country will keep going. I am concerned about the level of hate that is being spewed at Republicans and people of faith because I fear that it may not be history in two years (hate tends to linger and has no term limits). I know that President Clinton's "personal failings" don't bother you too much but what about his recent policy proposals? In the State of the Union Show he proposed a 20 percent increase in federal spending ($288 Billion in the first year alone if he does all that he promised) and the investment of one quarter of the Social Security Fund in the stock market by yet another government bureaucracy. Doesn't this scare the Hell out of you? (Or did you realize he was just lying to get a bump in the polls when he said all that stuff?)

Message: Just because a man is an Alpha male does not mean is has anything else but power and charisma. Saddam is an Alpha male. Personally I want an intelligent, honest, insightful, philosophical,spiritual, educated, caring man with a good sense of humor and integrity. Alpha males are not my type. I want a companion, a friend, somebody to with whom to share the excitement and adventure of life. Alpha males don't share, they take what they need to sustain their power. But there are a lot of women who are attracted to that sort of male. It takes all types. Not for me.

• The press pay close attention to this site.
• When Libby Dole announced her resignation from the Red Cross and her intention consider running for president, MSNBC TV immediately called me for my opinion and then displayed this site on that same show.
• The interviewer at MSNBC TV announced that this site was a "controversial site not for children," but there we were with Libby Dole for all the world to see.
• French TV wanted us on their 60 minutes.

The Times of London said that this site was "Ground Zero for the New Left"

• MSNBC.com featured us on their site for three weeks!

The Times of London also said that Hillary Clinton "was indebted" to this site as one of the components that contributed to her success.

• ABC news interviewed me in earlier days, so did Brill's Content, and we have appeared on the front page of Newsweek.com with a link from the Washington Post.
• We may have been in many more that I don't know about.
• The South African Broadcasting Corporation interviewed me at length about this forum and have notified me that they will be sending a tape of the broadcast and will soon be broadcasting another interview with me again about Hillary's future.
• Even Zippy the Wonder Slug appears in The Times of London.
• In conclusion, while we are not changing the world, we have much more of an influence, and are read ........
