WASHINGTON, Dec. 20 —  President Bill Clinton’s job approval rating reached new heights in the wake of the impeachment vote Saturday, according to the latest NBC News poll. The poll showed Clinton’s approval rating rose from 68 percent in a similar poll Tuesday to 72 percent after the House passed two articles of impeachment against him.

THE NBC POLL also found that 62 percent of the respondents said he should serve out his term — up 11 percentage points from Tuesday’s survey. The number of those who said the president should resign dropped 10 points from 44 percent to 34 percent. The poll of 510 adults had a margin of error of plus or minus 4.5 percent.        Clinton also held his own in a CBS/New York Times poll conducted Saturday. Sixty-six percent of the respondents thought it would be better for the country if Clinton did not resign, compared with 69 percent before the vote. The same 661 adults were interviewed last week before the House vote and gave almost identical answers on the question of resignation.        Interviewers in the CBS/New York Times poll found that 63 percent of the respondents would prefer it if a compromise, like a censure or a fine, were worked out instead of holding a trial in the Senate. However 57 percent said they thought that the Senate would not compromise on the issue and that there would be a trial. The margin of error for the CBS/New York Times poll was plus or minus 4 percentage points.        After the vote, the president and his aides said they hoped to find a “constitutional and fair” means to end his predicament short of a trial in the Senate. He also vowed not to resign, pledging to keep working “until the last hour of the last day” of his term. MSNBC..

No Deal for Censure -
Trial Better Option For President

White House officials favor a trial rather than a censure. A trial and an acquittal would spare Clinton the scathing criticism of a censure and enhance his standing while badly wounding the Republicans. A trial might be a better option because the burden of proof would be on the president’s prosecutors.

TRIAL MAY BE ONLY OPTION:
The White House has refused to publicly embrace any of the compromise proposals put forward by former Senate Republican Leader Bob Dole and former Presidents Gerald Ford and Jimmy Carter, who have called on Clinton to admit he committed perjury.

And now, as part of its tough new political and legal strategy, some officials are suggesting that compromise might not be possible. “You cannot conclude from ... these efforts that we’re going to agree to an admission to anything that the president does not believe he did,” said one legal adviser. “It may well be that a trial is the only way to resolve this issue.”

NEW YORK, Jan. 6 (UPI) - A telecommunications company plans to use presidential lies to sell cellular phones in a $20 million national advertising campaign.

Topp Telecom is using real footage of President Nixon saying "I am not a crook," President Bush pledging, "Read my lips: no new taxes" and President Clinton saying, "I did not have sexual relations with that woman" in a 30-second spot that ends with the slogan, "Talk is cheap."

The ads creative director, Alan Blum, says, "Who better to illustrate the (cell phone) industry double-talk than a politician?"

The Blum Group announced today that the television commercial will air during primetime in key markets across the country, including New York, San Francisco, Los Angeles, and Indianapolis, as well as on outlets such as CNN, MTV, and TNT.

The ad is set to debut Friday at 10 a.m.

Please refer to The Constitution of the United States of America for enlightenment on this subject. No changes need be made to have a majority of the House impeach the president. It is in the Constitution and for good reason (at least the Founders of this great nation thought so). It also takes two thirds of the Senate to convict the President on the articles of impeachment handed down by the House. If you don't like this aspect of the Constitution I suggest you use your rights as a Citizen of the United States to lobby to have it changed.

I'm glad you're concerned but I suggest you get educated on the basic issues involved in this subject as well.

It's over! First Lady tells friends, Clinton she will divorce him

Termination of her marriage will most likely occur after Clinton's second term as President ends on January 20, 2001, but could come even sooner if Mrs. Clinton decides to seek the New York U.S. Senate seat being vacated by Democrat Daniel Patrick Moynihan.

"It's over," one close friend of the First Lady said Wednesday. "The only question is when."

In New York state, a poll being conducted to test Mrs. Clinton's electability to the Senate includes questions about whether voters would be more or less likely to vote for her if she was no longer married. Three residents of New York confirmed Wednesday night that they were called by pollsters who asked if Mrs. Clinton's marital status would affect their vote. The three, who asked that their names not be used, initially contacted Capitol Hill Blue to reveal the the contents of the questions.

As the Senate prepares to open a trial on Clinton's impeachment, White House insiders report that tensions between the President and First Lady are at an "all-time high," with frequent arguments, shouting matches and at least one fight where Secret Service agents had to pull an angry Hillary Clinton off her husband, leaving her husband with a bruise on his face that required extensive makeup to mask (that fight has been reported previously in English tabloids and on the Drudge Report internet site).

Sources said Mrs. Clinton told both the President and daughter Chelsea before Christmas that their marriage was over and that she would divorce him, but she agreed to continue the public show of support at least until the impeachment process currently before the Senate is concluded.

"She won't abandon him publicly while he is still on trial, but anything is possible once the Senate finishes its work," one source close to the First Lady said.

New York Democratic officials are urging Mrs. Clinton to seriously consider a run for Moynihan's seat. New York Mayor Rudolph Guiliani is considering a run from the Republican ticket.

"I think she would be a terrific candidate," says Democratic Senator Robert J. Torricelli. "She should run."

Moynihan's seat has a history of carpetbagger occupancy. It was once held by former US Attorney General Robert Kennedy, a Massachusetts native who established residency in New York state to run for the seat

Calls for comment to both the White House press office and the First Lady's press office were not returned Wednesday night.

Message: Willey Case Witness Indicted

WASHINGTON (AP) -- A grand jury investigating Kathleen Willey's allegation of an unwanted sexual advance by President Clinton indicted one of her friends Thursday on charges of obstructing justice and lying when she cast doubt on Mrs. Willey's story.

Julie Hiatt Steele of Richmond, Va., was charged with three counts of obstruction of justice and one count of false statements in an indictment brought by Independent Counsel Kenneth Starr. Among other things, the indictment accused Ms. Steele of filing a false affidavit in the Paula Jones litigation.

The president's lawyers had used Ms. Steele's testimony in an effort to cast doubt on the credibility of Mrs. Willey, a former White House volunteer who alleges Clinton made an unwanted sexual advance toward her in the Oval Office in 1993.

Clinton denies the accusation.

Ms. Steele filed an affidavit in the Jones lawsuit alleging that Mrs. Willey never told her about the alleged advance as she had claimed.

But Starr alleged that the affidavit and Ms. Steele's subsequent testimony before two federal grand juries were false. Ms. Steele was told about the advance by Mrs. Willey and repeated the information to her friends, Starr charged.

Prosecutors also contend that Ms. Steele lied to FBI agents working for Starr and ``attempted in the Eastern District of Virginia to influence the testimony of one or more witnesses in the grand jury investigation.''

Each obstruction charge carries a maximum penalty of 10 years in prison and $250,000 in fines. The false statement charge carries a maximum penalty of five years in prison and $250,000 in fines.

Ms. Steele came to public attention when she was quoted in a Newsweek article a few years back that first brought Mrs. Willey's allegation to light. Ms. Steele contended she lied to the Newsweek reporter at Mrs. Willey's request, and told the reporter that Mrs. Willey had confided to her about the alleged episode with Clinton. She later told the reporter she had lied. The magazine noted the allegation and the switch in the same story.

Ms. Steele sued Newsweek in federal court for breach of contract, saying reporter Michael Isikoff had promised not to print her name and then did so. The lawsuit sought unspecified compensatory and punitive damages. The lawsuit is still pending.

I don't think anyone here would defend adultery. This is about the Rule of Law. When you break one of God's laws you answer to God. When you break one of Man's laws you answer to Man. It seems the Liberals think it's alright for one of their own to do this but I dare say that if Reagan had been caught in the same situation they would be screaming for blood. It's a partisan world folks. Get over it. The "American People" put the Republicans in charge in the last three elections. They want the Republicans in charge. And as long as we are in charge we owe it to our constituents to run things the way we said we would. We think Clinton is a dangerous fool and we want him out. This is a particularly irritating argument to me so I will address it at length. Please bear with me...

That may well be but it overlooks one important fact: Starr broke no laws, Clinton did. Would you be so quick to "hate Starr's tactics" if they were used against a Mafia Boss (as they often have been)? I cannot read your mind but this seems an awfully weak argument. I feel rather sure that this condemnation of Starr only results from the subject of his investigation. He never violated any laws. He was under the direction of a three judge panel. He had to clear many of his plans with Reno. He has not violated any of the various "codes of ethics" that apply to his position. Unless you are woefully ignorant of the facts or blindly loyal to Clinton you cannot condemn Ken Starr for vigorously performing the duties he was sworn to perform. If you truly worry that Ken Starr or anyone else will come after you with great zeal then I suggest you avoid breaking any laws. It is the breaking of laws that Prosecutors are concerned with. Nothing else.

Furthermore, if you fear an over zealous Prosecutor more than a dishonest, even criminal, politician I would suggest you take a quick reality check. Which is more likely to affect your life? Assuming you are not involved in criminal activity (I'll give you the benefit of the doubt here) I would argue that dishonest politicians will cause you far more trouble than any prosecutor ever could.

One example:
Of the two richest coal fields on Earth one is in Utah, the other is in Indonesia. It just so happens that the Lippo Group, a very generous contributor to Clinton, has a major interest in that one. It struck many as odd that in September of 1996 that the President essentially outlawed the mining of coal from the field in Utah. This story more fully explains. But, in effect, the Indonesian coal instantly became far more valuable with a stroke of Bill Clinton's pen. There is, of course, no solid proof that he was repaying a debt to the Lippo Group but knowing what we do about his "honesty problem" how can we help but wonder. The citizens of Utah lost billions in revenue. Ask them who they think did them more harm; Clinton or Starr?

In summary, the more powerful the man, the more dangerous he can be when corrupt. Ken Starr is not President of the United States and prosecutors will never have the power over you or me that politicians do.

Message: This may surprise you but the founding editor of the Hillary Clinton Forum, me, supports school vouchers, big time. Of course, it would be dependent on how they execute these vouchers, but we liberals thought up the voucher concept 30 years ago.

As an entrepreneur who fervently embraces the free enterprise system I think vouchers throw our schools into a competitive environment which is a good thing. Unfortunately, like other political issues that are conceptually good, special interests maul them around so much that they often have the opposite result of what we originally intended them to be.

I would want to see national testing. If teachers cannot pass their students through the national test they will lose their students to other teachers who can. Here is the stage where my daughter (the home school teacher) and I disagree. She thinks there should be no national tests because teachers will only take the best students. My position is that if I were a teacher I would be happy to take the failed students of other teachers and try to get them through the national tests. I would like the challenge.

Of course I hope you keep this message confidential. It would get a lot of Liberals mad at me, but I do believe, if properly executed, vouchers are the wave of the future.

As we sometimes do, the Editor and I find ourselves in complete agreement. Competition is good for the vast majority. It is the rule of nature and we violate that rule at our own peril! This is the problem I have with Welfare. Message: Conservatives seem to think that everyone on welfare is a freeloader. You forget that there are also 90 year olds who can't muster up enough strength to get off their deathbeds. So not everybody can be put in the workforce.

The founding Editor of the Hillary Clinton Forum, ET (me), being that I am an entrepreneur and believe in the free enterprise system, also believe that Welfare can also be made competitive. Here's how I would do it, and most all government projects, if I were running the country:
I would put the Welfare system out to bid in the private sector, and make it a stipulation that at least two competing companies get the bid. That way I would have them compete against each other and at the end of a stipulated period the lesser of the two companies becomes vulnerable to being replaced by the next best company if our governing body believes the another one could do a better job.

So how could we rate Private Enterprise Welfare, Inc.
1. We could rate them on the number of welfare recipients they manage to place in the workforce.
2. We should rate them on the wellbeing of the 90 year olds and other unfortunate souls who cannot be placed in the workforce.

I would pay Private Enterprise Welfare, Inc., with Welfare Vouchers -- a stipulated number of dollars per welfare recipient. If they place that recipient in the workforce they keep the payment for themselves as profit. This would be very motivating to get as many welfare recipients off their books as possible so that they can keep all the money! Naturally, if the welfare recipient dies they don't get anymore money and therefore will not be motivated to get creative ideas on how to get rid of their welfare freeloaders!

Message: The majority of inmates in our prison system are there because of drugs. Most of them are the petty dealers because they are the easiest ones to catch. It costs us much more to build prisons, house, feed, guard, and everything else connected with convicting drug crimes than it does to send a student to Stanford! I will not deal with the hard drugs yet, but marijuana is an easy one:
SOLUTION: Construct "Cannabis Free Zones" These CFZones are voted in either by cities, counties or whole states. The rule is that people can grow the weed in personal quantities but they cannot sell it. They must give it away free. They cannot give away more than a personal supply at one time. Distributors also have packaging requirements. In every "baggie" that they give away they must insert information concerning the use and abuse of the weed, something like the pharmaceutical instructions you get when you buy drugs from a pharmacist. They can make copies of the instructions in a copy machine so the cost, if anything, is negligible.

I am aware that this solution will never pass because nobody can tax it or make money off of it. It is for the compassionate use of those who need it for medical reasons; to keep the petty dealers out of the prison system, and to educate the users at the same time.

This will never pass because it's too sensible and practical.

I find your solution to the Welfare problem very interesting and very likely the best plan I've heard. Most impressive. (You sound like a Conservative on this one!) A few questions though: What happens if they can't place a person before the "voucher" runs out? Do they toss his butt out in the street? Do they continue to pay him with the profits from the others? Can we be assured he will not end up back on some Government program if they fail to place him?
