WASHINGTON, Dec. 20 — President Bill Clinton’s job approval rating reached new heights in the wake of the impeachment vote Saturday, according to the latest NBC News poll. The poll showed Clinton’s approval rating rose from 68 percent in a similar poll Tuesday to 72 percent after the House passed two articles of impeachment against him.
THE NBC POLL also found that 62 percent of the respondents said he should serve out his term — up 11 percentage points from Tuesday’s survey. The number of those who said the president should resign dropped 10 points from 44 percent to 34 percent. The poll of 510 adults had a margin of error of plus or minus 4.5 percent. Clinton also held his own in a CBS/New York Times poll conducted Saturday. Sixty-six percent of the respondents thought it would be better for the country if Clinton did not resign, compared with 69 percent before the vote. The same 661 adults were interviewed last week before the House vote and gave almost identical answers on the question of resignation. Interviewers in the CBS/New York Times poll found that 63 percent of the respondents would prefer it if a compromise, like a censure or a fine, were worked out instead of holding a trial in the Senate. However 57 percent said they thought that the Senate would not compromise on the issue and that there would be a trial. The margin of error for the CBS/New York Times poll was plus or minus 4 percentage points. After the vote, the president and his aides said they hoped to find a “constitutional and fair” means to end his predicament short of a trial in the Senate. He also vowed not to resign, pledging to keep working “until the last hour of the last day” of his term. MSNBC..

The term “high crimes and misdemeanors” has been degraded to include lying about sex. The most serious sanction in our constitutional system has been reduced to a weapon of partisan warfare.

The impeachment vote is being driven by the ascendant radical wing of the party that, under Tom DeLay’s guidance, controls its fund-raising. Those who dare to buck DeLay and his crusade risk inspiring a well-funded conservative challenger without any help from the national party. Those who vote his way have two years to try to make the country forget, or to hide behind the excuse that the impeachment vote was not designed to remove the president, but only to signal the seriousness of his crimes and let the Senate decide the matter.

She wants polls investigated because they are a mathematical impossibility. She said that she demanded an investigation from her editor and all his calls were refused. She mentioned the Zogby poll that said hours before the election that Carol Mosley B would win and of course that poll didn't turn out to be correct. Another example was when the american people said that their #1 choise for important topics was schoolyard killings. When Time put that on their cover, it didn't sell more copies. Regarding impeachment: She always thought impeachment would be harder to get than an indictment. She talked to the fact that the only time the Senators would be able to speak at the trial would be after they have heard the evidence, they would be able to say guilty or not guilty. David asked why the WH is trying to get a censure instead of going to trial and Ann suggested they feel "Can we take the chance". Regarding the November election: caller asked What Happened? She said that she was telling everyone within ear shot not to fall for the landslide of the Republicans. The polls from February to the issuance of the Starr Report were saying that the democrats were going to retake the House. Actually, we didn't have that landslide, but the fact that the Republicans kept control was a major victory. Ann said that the Senators have to vote on the articles of impeachment and it will be very difficult to say that he didn't do what the articles say he did. They will not be voting on the fact that the articles reach the level of impeachment -- that has already been decided. Standard of proof: near preponderance(sp?) of the evidence -- not beyond a reasonable doubt. Materiality point has been somewhat overblown somewhat like beyond a reasonable doubt. It is material if it can tip the scales one way or the other. Lawyers lying on TV about that issue have muddied the water. She also said that you can perjur yourself if your intent was to mislead! Lexington Herald-LeaderDecember 23, 1998 LOS ANGELES TIMES SYNDICATE Lexington Herald Leader In a week without precedent, in a city that has set a lot of precedents, the biggest story was Larry Flynt exposing himself as a Democrat. It says a lot about a party that makes the likes of Flynt and the impeached Bill Clinton feel at home. There was more talk last week about sin, forgiveness, reconciliation and healing than at any time since the last Billy Graham crusade in Washington about a decade ago. Unlike Graham's, this talk, which came mostly from Democrats, was phony, something like criminals denouncing a crime wave. The biggest laugh in a very sad week was the announcement of the president's ``concern,'' relayed by spokesman Joe Lockhart, that the ``politics of personal destruction must end.'' This is typical Clinton. While he sucks in millions in illegal campaign contributions, he calls for campaign finance reform. While his minions slime his enemies, he pleads for the sliming to end. Has he lost James Carville's phone number? It was Carville who proclaimed to Larry King, ``This is war.'' People with ideological and professional links to the White House are in cahoots with Larry Flynt and others to stop Clinton from having to face a political judgment day. If Clinton would pay any price and bear any burden to get himself reelected, rest assured his slime machine will go into overdrive to make sure his impeached offenses are never tried in the Senate. The rumor mill is white hot, assuring us plenty more slime is coming. Don't look for peace on earth in Washington, much less any good will toward men this Christmas season. Even former White House press secretary Mike McCurry is now saying that Bill Clinton can't be trusted. Speaking on the BBC, McCurry referred to the ``incredibly bizarre personal behavior'' of his former boss. He also called the president's actions ``reckless,'' not what one would expect of a ``rational human being.'' McCurry added that while Clinton never asked anyone directly to lie, he allowed ``the deception to go on, knowing the truth.'' That deceit extended to his sworn testimony and efforts to cover up his lies, which were at the heart of the two articles of impeachment approved by the House of Representatives. Most people know or suspect the president is guilty of a lot more than ``lying about sex'' and trying to cover it up. The feds had to settle for tax evasion to bag Al Capone. The House settled for lies and cover up in the case of Bill Clinton. Rep. Bob Livingston (R-La.) announced he will not become Speaker of the House and will resign his seat in Congress in six months because of admitted adulteries. Livingston said he hoped his decision would be an example to President Clinton. It wasn't. Clinton and other Democrats urged him not to quit. They need him to justify their doctrine of immoral equivalency. Clinton pulled out all the stops these last few days. He used his wife, a clergyman and his ample supply of slimers. He used the vice president, who called the day of impeachment ``the saddest day I have seen in our nation's capital.'' One might justifiably think that sadder days were those on which the president of the United States sexually used a 21-year-old intern in the closest thing we have to a sacred public building in our country or on which he lied about it under oath. It isn't the Congress that is responsible for division and ``hate,'' as Democrats refer to people who stand for the law and principle. It is Bill Clinton. His behavior alone has brought forth on this continent a slimed nation along with the calamitous idea that all men are created lechers and that they have evolved with certain unprincipled rights. These include a right to abuse high office, lie to the public and their duly authorized elected and judicial representatives, and a general obtuseness to high and holy things in favor of low and debauched things. The political apocalypse of the last week may be temporarily eclipsed by the holiday season, but it will come roaring back in January. The Senate had better be ready, because if it moves forward with a trial, the Clinton people -- for whom power is all that matters -- will haul out every despicable weapon at their disposal. They will attempt to destroy anyone who tries to prevent them from building their little bridge of deception, lies and arrogance to the 21st century. This was clear in the president's defiant pledge to remain in office ``to the last hour of the last day of my term.'' (2Pac) Name: email: Message: Name: email: Message: President to stand trial as censure offer is scorned AS always, the pendulum will swing back in President Clinton's favour. But will it swing far enough to save him this time? The national apathy that has shielded him from outrage for so long is now his foe. Americans are too busy with themselves to rally, decisively, to his defence. Polls showing 57 per cent opposed to impeachment include the faintly discernable pulse of yuppies in the suburban malls. For the Senate Republicans, the wrath of the other 43 per cent may count for more in the calculus of political risk. Besides, there is a principle at stake. People are in prison across the United States for doing exactly what their President has so obviously done. The rule of law cannot abide a double standard. Which is why it is facile to accuse the Republicans of staging a coup d'etat. They are not threatening to install one of their own in the White House. Mr Clinton's successor, should it come to that, is Vice-President Al Gore, a Democrat, and a far more committed advocate of liberal causes than the chameleon Mr Clinton. Yes, the impeachment has been a nasty, partisan, degrading spectacle, but which of the two sides is the more guilty of venal self-interest? The Democrats do not dispute the guilt of the President. In their own draft motion of censure they accepted that he had disgraced his office. Their sole defence is that his crimes fall short of "high crimes". Many of the same Democrats who voted in the past to impeach judges for a single offence of perjury, voted this time to absolve the President, who appoints all federal prosecutors and judges, of the systematic obstruction of a civil lawsuit, as well as perjury. Let me clarify this, in case anybody is still under the misapprehension that Mr Clinton is being impeached for conducting an affair with Monica Lewinsky, or lying about adultery. If that were the case, one could indeed argue that "sexual McCarthyism" had run rampant. But it is not the case. Mr Clinton is in trouble for conspiring to prevent a young woman, Paula Jones, from establishing in court that she had been summoned from her place of work by the Arkansas state police and escorted like a slave-girl to the hotel chambers of then Governor Clinton, where she was expected to satisfy his droit de seigneur. The DNA on Monica's dress was merely the building block in establishing this conspiracy. Mr Clinton was impeached for abusing his power in an attempt to cover up a former abuse of power. I can understand the bitter feelings of those who argue that Mr Clinton's enemies took advantage of the legal system to set a trap, although I would have more sympathy if they, and their network of well-funded foundations, had not used the law so masterfully themselves in advancing the Left-Liberal agenda. Still, toppling a President is escalating this form of political warfare to a new level. Their complaint deserves to be taken seriously. I would accept that it was the express intent of Paula Jones, and even more so of her husband Steve, to use her 1994 sexual harassment lawsuit to inflict political damage on the Clinton presidency. But I also think that she was perfectly justified in doing so. Mr Clinton's treatment of her was not just boorish, it bordered on the mentally deranged. As she told me: "People have got to know what he did to me." When the press refused to publish her account, she resorted to a lawsuit as the only means of forcing it into public consciousness. I can also see why people in Britain think that the Independent Counsel, Kenneth Starr, is a rogue inquisitor, especially if they rely on television for their news coverage. It is said that after four years of poking around in every nook and cranny of the Clintons' past life, Mr Starr was forced to concede that there was no evidence of wrongdoing in the original Whitewater affair. Well, not exactly. The Statute of Limitations on the worst allegations of bribery have already passed, so the offences cannot be prosecuted. Witness one in the Whitewater/Madison Guaranty bank fraud investigation, Vincent Foster, was found dead in a Virginia park with an untraced revolver in his hand. Witness two, Jim McDougal, died in prison earlier this year, in solitary confinement, without access to his medication. Witness three, Susan McDougal, chose to go to prison on contempt charges rather than answer factual questions about Mr Clinton's alleged role in a $300,000 scam. I would never suggest, of course, that silence is what kept her alive. Witness four, Webster Hubbell, violated his criminal plea agreement, received hundreds of thousands of dollars in hush money, and has now been re-indicted. Despite "omerta" and perishable witnesses, the Whitewater investigation is still going on. I do not know how it will end, but Hillary Clinton is most assuredly in the cross-hairs right now. My gripe against Kenneth Starr is that he is not inquisitorial enough. He has failed to pursue the Clintons for their worst sins, namely the misuse of the FBI and the corruption of the US Justice Department. Perhaps this is because he is himself a creature of the Justice Department, where he served as chief of staff. Instinctively, he has avoided confronting the institutional power of the FBI. In the death investigation of Vincent Foster, he refused to proceed when his own prosecutor, Miguel Rodriguez, told him that he had uncovered evidence of an FBI cover-up. Rodriguez resigned in protest, suspecting strongly that Foster was murdered. The case was shut down. Mr Starr also botched the investigation into the White House's illicit use of confidential FBI files on 900 Republican opponents. He used FBI agents to probe misconduct involving the FBI itself. Needless to say, they came up empty handed. Hallow The Republican impeachment drive against a president soaring in public opinion polls may prove to be good politics in the 2000 elections. In fact, there may be serious political consequences for the GOP if Senate Republicans give in to White House pleas to let President Clinton avoid trial and have a censure vote instead. "There would have been hell to pay," said GOP pollster Fred Steeper, if Republicans in Congress "had taken a walk" on the perjury and obstruction charges against Mr. Clinton. Allowing the president to sweep such serious accusations under the rug would have been far worse than George Bush's "read my lips" in alienating grass-roots Republican voters, Mr. Steeper said. Despite the GOP's disappointing showing in the Nov. 3 midterm elections and post-impeachment polls showing a boost in support for Mr. Clinton, the Senate should still hold the impeachment trial, Republican strategist Frank Luntz said. "Senate Republicans are saying, 'We've already paid the political price. The worst thing to do now is to sell out our political principles,'" Mr. Luntz said. To short-circuit the process by using censure to avoid a Senate trial for Mr. Clinton -- as the White House has asked -- would be to repudiate the impeachment that most House Republicans and a handful of Democrats approved, Mr. Luntz said. "We'll be judged wrong ethically and politically," he said. Mr. Steeper said he sees no negative consequences in 2000 if the Senate Republicans go ahead with a trial for Mr. Clinton and an up-or-down vote on conviction. By Election Day 2000, the GOP's presidential candidate will define the party, he said. The Republican push for a Senate trial makes sense politically, said independent pollster John Zogby. "Actually, the Republicans are following the best strategy for them today," Mr. Zogby said. "They're framing it as: 'What do you want to teach your children, that it's OK to lie in a court of law?'" And to the extent conservatives dominate the GOP's core voters, polls show strong Republican support for a Senate trial. A CBS-New York Times post-impeachment poll found that 84 percent of conservative Republicans approved of the House's having impeached Mr. Clinton, 68 percent said he should go to trial in the Senate, and the same percentage said he should be removed from office. Only 21 percent of conservative Republicans said it would be better for the country if Mr. Clinton completes his term. Mr. Steeper said the "biggest irony is, I don't think the American public cares much one way or the other. It has nothing to do with people's day-to-day problems. The federal government is becoming marginalized. The impeachment and removal of the president has very little consequence in people's lives." Analysts said that what is missing from the polls is any measure of the intensity of public sentiment on the issue -- which they say is almost nonexistent. "Nothing that the Republicans have done or are doing is creating an uproar, not in the stock market, not in consumer spending," Mr. Zogby said. "We just had a president impeached, and nobody's talking about it or thinking about it," Mr. Zogby said. "A large percentage aren't saying, 'Leave him alone.' They aren't paying attention, and they sure did during Watergate. Everybody was talking about Clarence Thomas." Mr. Zogby added: "I'll stake my reputation on this. If on Thursday [Mr. Clinton] were to resign or be removed, people would watch TV on Friday morning and say, 'The president is gone. I've got to get the kids to school on time.'" The first article and the third article of H. Res. 611 were adopted. On the first article, five Democrats voted for impeachment and 200 voted against. On the third article, five Democrats voted for impeachment and 199 voted against. Only the first article was agreed to by enough votes that the five Democrat votes for impeachment were not needed to adopt it. The five Democrat votes for impeachment were needed to adopt the third article, because 12 Republicans voted against the third article. If the five Democrats who voted for impeachment had all voted against the third article, it would have failed by a vote of 216 Yeas to 217 Nays. Accordingly, the third article was only adopted because it had bipartisan support. Likewise, the second article and the fourth article of H. Res. 611 were voted down by a bipartisan vote. 200 Democrats voted against the second article and 203 Democrats voted against the fourth article. Even if all 205 Democrats who were present had voted against the second article and the fourth article, they both would have been adopted if at least 11 Republicans had not also voted against them. The same Bill Clinton who has governed by polls and focus groups instead of principle, vilified and persecuted his political opponents, destroyed personal lives and public comity at every turn, but now calls for reconciliation. After being impeached for lying under oath, as well as obstruction of justice, Clinton still can't stop revising events to suit himself, still can't stop lying, ``For six years now, I have done everything I could to bring our country together across the lines that divide us, including bringing Washington together across party lines. . . We must stop the politics of personal destruction. We must get rid of the poisonous venom of excessive partisanship, obsessive animosity and uncontrolled anger.'' That statement transcends mere lying. It is nothing less than the most profound historical revisionism. In 1992, Mr. Clinton chose a running mate widely known in the Congress for his rudeness, partisanship and extremism. After their election, Mr. Clinton looked the other way while Al Gore tried, throughout government agencies and departments, to clean out civil servants he and his staff disliked, violating the protections of the civil service regulations. Likewise, Gore's minions have muzzled and punished government employees who disagree with his views of scientific issues such as global warming. (It should be noted for the record that the vice- president lies regularly, too, but has had the good sense, or good luck, not to be caught doing it under oath.) The ``Travelgate'' scandal resulted from Hillary Clinton's insistence that the president's staff fire and then trump up federal criminal charges against employees in the White House travel office (all were later acquitted). White House staff, attorneys and friends have viciously trashed anyone who complained of unethical or illegal treatment by the president. Who can forget James Carville's unforgivable quip about Paula Jones, that when you drag a hundred-dollar bill through a trailer-park, you never know what you'll attract. Or Carville's attempts to intimidate members of Congress, by threatening to expose their secrets. The ultimate irony is that the president's impeachment would certainly not have been possible without a Republican-controlled Congress, and that development was his own fault. What led to the Republican majority in 1994 was not the party's Contract with America (polls showed that only 17 per cent of Americans had even heard of it), but the debacle of Hillary Clinton's attempt to craft radical health care reform. (That is exactly why First Ladies are not entrusted with politically volatile projects.) I saw the ``Harry and Louise'' TV ads -- in which that average American couple explained that the Clinton proposals were expensive, intrusive, unfair and unworkable -- so often that it seemed they were my house guests. Also, Mrs. Clinton's arrogance and attempts to hatch the plan in secrecy (eventually foiled by the courts) stuck in Americans' craw. (Since then, a carefully orchestrated White House PR campaign, aided by the sympathy factor, has improved her poll ratings dramatically.) The sad facts are that Bill Clinton and his gang are the most arrogant, partisan, rancorous and ruthless politicians within living memory, and that the president continues to lie compulsively on subjects both private and public. But this past Saturday, shortly after the next speaker of the House of Representatives resigned because of extra-marital affairs and just before the White House hosted a pep rally for House Democrats, the president of the United States was impeached. Because the country suffers a surplus of self-appointed constitutional experts, there is no need to expend energy in this space discussing the specifics of either the impeachment or the upcoming Senate trial. Congress believes that the president lied to a grand jury, and the country agrees. The president insists that he should not resign. The country agrees, at least for the time being. Whether the electorate's inner conflicts resolve themselves, and in what manner, is anyone's guess. Political fallout, on the other hand, is what this column's all about. So a mere 23 months before the next election, the arguments over the fate of those members of Congress who voted on either side of the articles of impeachment have already begun in earnest. Critics of impeachment complain that Republicans who voted against the president did so primarily as a result of fear from a primary challenge. They warn that those members will instead be victims of a backlash from angry voters. While making their case more quietly, GOP strategists are already eyeing potentially vulnerable Democratic members as re-election targets for voting against the impeachment. Political prognosticating two years in advance is a fool's errand -- or, perhaps, a columnist's. But let it be written here today that no candidate of either party will pay a political price for his or her vote by losing a 2000 re-election campaign. The one possible exception to that forecast would be a candidate who is foolish enough to run for re-election on a campaign platform that emphasizes that vote above all others. But just as Republicans suffered in last month's midterm elections by ignoring the issues in favor of concentrating solely on the Clinton scandals, neither party can hope to benefit by emphasizing the opposition's stance on impeachment at the expense of public policy discussion. For the sake of argument, let's assume that no incumbent attempts to convince the voters that the vote on impeachment was the most relevant to his re-election prospects. The question still remains whether either party can successfully target otherwise vulnerable House members by raising the impeachment issue. Similar arguments surrounded Congress' 1991 vote in support of then-President Bush's intentions to go to war against Iraq. A number of congressional Democrats voted against U.S. intervention amid dire predictions that they would pay for those votes with their offices when facing the voters a year later. But few incumbent Democrats lost that year, and Bush, who was widely considered a shoo-in for re-election at the conclusion of the Gulf War, lost. Over the course of the subsequent 14 months, the electorate shifted its focus from foreign policy to economic policy and cast votes accordingly. Similarly, unless Clinton's Senate trial actually drags into the 2000 general election campaign, an occurrence well beyond the prediction of even the most pessimistic observers, it's difficult to see the president's potential removal from office overshadowing concerns of public policy more directly relevant to the lives of the voters. In virtually any other political environment, the preceding statement would be rightly dismissed as preposterous. But the American public, while still supportive of this president, appears to possess little loyalty for him. National polls taken before the impeachment vote showed a large, and climbing, plurality of voters extraordinarily comfortable with the idea of Clinton's resignation in order to avoid a lengthy Senate trial. Congressional leaders, rabidly supporting Bill Clinton on partisan grounds, hold little personal affection for him. And Democratic strategists have already begun to talk about the political benefits of an incumbent President Al Gore seeking re-election in 2000. All of which suggests that the voters believe there are matters of far greater importance to their lives than whether Clinton or Gore sits in the Oval Office for the next two years. The White House prepared for the impeachment vote by pointing to poll numbers opposing impeachment. So the president's advisers waited for the public outrage to rise up in support of those polls and frighten Congress into reconsideration. But with the exceptions of Alec Baldwin, Betty Friedan and Toni Morrison, the outrage never came. The voters disapproved of impeachment just as they would disapprove of any significant action that would not develop to their immediate benefit. But they didn't really care that strongly about it. And if they regarded the potential removal of a president from office so blithely as it actually moved forward, it's unlikely that they will summon a great deal of emotion on the subject two years from now. So Tom Campbell can relax. His high-tech backers have larger concerns. Likewise will be the case with U.S. Reps. Brian Bilbray, Ellen Tauscher and other would-be swing votes. They may or may not be vulnerable to re-election challenge two years from now, but the impeachment of Bill Clinton will play at best a small role in the process. Appropriately enough. No Deal for Censure - Trial Better Option For President
White House officials favor a trial rather than a censure. A trial and an acquittal would spare Clinton the scathing criticism of a censure and enhance his standing while badly wounding the Republicans. A trial might be a better option because the burden of proof would be on the president’s prosecutors.

There was more talk last week about sin, forgiveness, reconciliation and healing than at any time since the last Billy Graham crusade in Washington about a decade ago. Unlike Graham's, this talk, which came mostly from Democrats, was phony, something like criminals denouncing a crime wave.
The biggest laugh in a very sad week was the announcement of the president's ``concern,'' relayed by spokesman Joe Lockhart, that the ``politics of personal destruction must end.'' This is typical Clinton. While he sucks in millions in illegal campaign contributions, he calls for campaign finance reform. While his minions slime his enemies, he pleads for the sliming to end.
Has he lost James Carville's phone number? It was Carville who proclaimed to Larry King, ``This is war.'' People with ideological and professional links to the White House are in cahoots with Larry Flynt and others to stop Clinton from having to face a political judgment day.
If Clinton would pay any price and bear any burden to get himself reelected, rest assured his slime machine will go into overdrive to make sure his impeached offenses are never tried in the Senate. The rumor mill is white hot, assuring us plenty more slime is coming. Don't look for peace on earth in Washington, much less any good will toward men this Christmas season.

Livingston said he hoped his decision would be an example to President Clinton. It wasn't. Clinton and other Democrats urged him not to quit. They need him to justify their doctrine of immoral equivalency. Clinton pulled out all the stops these last few days. He used his wife, a clergyman and his ample supply of slimers. He used the vice president, who called the day of impeachment ``the saddest day I have seen in our nation's capital.'' One might justifiably think that sadder days were those on which the president of the United States sexually used a 21-year-old intern in the closest thing we have to a sacred public building in our country or on which he lied about it under oath.
It isn't the Congress that is responsible for division and ``hate,'' as Democrats refer to people who stand for the law and principle. It is Bill Clinton. His behavior alone has brought forth on this continent a slimed nation along with the calamitous idea that all men are created lechers and that they have evolved with certain unprincipled rights. These include a right to abuse high office, lie to the public and their duly authorized elected and judicial representatives, and a general obtuseness to high and holy things in favor of low and debauched things.
The political apocalypse of the last week may be temporarily eclipsed by the holiday season, but it will come roaring back in January. The Senate had better be ready, because if it moves forward with a trial, the Clinton people -- for whom power is all that matters -- will haul out every despicable weapon at their disposal. Yes, the impeachment has been a nasty, partisan, degrading spectacle, but which of the two sides is the more guilty of venal self-interest? The Democrats do not dispute the guilt of the President. In their own draft motion of censure they accepted that he had disgraced his office. Their sole defence is that his crimes fall short of "high crimes". Many of the same Democrats who voted in the past to impeach judges for a single offence of perjury, voted this time to absolve the President, who appoints all federal prosecutors and judges, of the systematic obstruction of a civil lawsuit, as well as perjury.

Indeed, Lockhart called Hustler a "newsmagazine" until the White House press corps nearly gagged up a lung. He retracted, and called Hustler merely a "magazine." There is so much here that you can be assured of further treatment in future files. But, a cursory review of the hypocrisy is required. James Carville said on Meet the Press over the summer that he is the President's man and will do what he tells him. He was talking about who Carville would support for the Democratic nomination, but the precedent was well-elucidated that Carville did his boss's bidding in things political. During the summer, Mr. Lockhart's predecessor, Mike McMcurry (who now doubts whether Clinton is fit for office), said it was out of the President's power to stop Carville's craven and disgusting attacks on Ken Starr. Mr. Clinton, apparently, still believes this. Because even though he has, all of his life, deplored the politics of personal destruction, he can't bring himself to call on the one person HE ACTUALLY HAS INFLUENCE OVER and ask him to stop. He can make sweeping wholesale statements on national television but he can't be bothered to work retail when he might be successful. How is it not the President's place? Explain that to me! It's okay to be sanctimonious to millions, but inappropriate to make a phone call to an employee and old friend? Now, as for Larry Flynt, Hollywood and the know-nothing cultural elite made Flynt a hero in the movie The People vs. Larry Flynt. The film tapped into the prevailing notion that sexual depravity is a civil right, even though Hustler is casual about depicting rape and various other things the Left is supposed to stand against. Indeed, the one place the Christian Right and the neo-prude feminists can agree is that Hustler is disgusting. The film -- with a small role for none other than James Carville -- didn't have the guts to portray what the real magazine is like. White House spokespinner Joe Lockhart has announced it is not the President's place to call off James Carville or his Dorian Gray, Larry Flynt.
Indeed, Lockhart called Hustler a "newsmagazine" until the White House press corps nearly gagged up a lung. He retracted, and called Hustler merely a "magazine." There is so much here that you can be assured of further treatment in future files. But, a cursory review of the hypocrisy is required.
James Carville said on Meet the Press over the summer that he is the President's man and will do what he tells him. He was talking about who Carville would support for the Democratic nomination, but the precedent was well-elucidated that Carville did his boss's bidding in things political.
During the summer, Mr. Lockhart's predecessor, Mike McMcurry (who now doubts whether Clinton is fit for office), said it was out of the President's power to stop Carville's craven and disgusting attacks on Ken Starr. Mr. Clinton, apparently, still believes this. Because even though he has, all of his life, deplored the politics of personal destruction, he can't bring himself to call on the one person HE ACTUALLY HAS INFLUENCE OVER and ask him to stop.
He can make sweeping wholesale statements on national television but he can't be bothered to work retail when he might be successful. How is it not the President's place? Explain that to me! It's okay to be sanctimonious to millions, but inappropriate to make a phone call to an employee and old friend?
Now, as for Larry Flynt, Hollywood and the know-nothing cultural elite made Flynt a hero in the movie The People vs. Larry Flynt. The film tapped into the prevailing notion that sexual depravity is a civil right, even though Hustler is casual about depicting rape and various other things the Left is supposed to stand against. Indeed, the one place the Christian Right and the neo-prude feminists can agree is that Hustler is disgusting. The film -- with a small role for none other than James Carville -- didn't have the guts to portray what the real magazine is like. Pity poor Bill Clinton, impugned and finally impeached by an imaginary vast right-wing conspiracy. The same Bill Clinton who has governed by polls and focus groups instead of principle, vilified and persecuted his political opponents, destroyed personal lives and public comity at every turn, but now calls for reconciliation.
After being impeached for lying under oath, as well as obstruction of justice, Clinton still can't stop revising events to suit himself, still can't stop lying, ``For six years now, I have done everything I could to bring our country together across the lines that divide us, including bringing Washington together across party lines. . . We must stop the politics of personal destruction. We must get rid of the poisonous venom of excessive partisanship, obsessive animosity and uncontrolled anger.''
That statement transcends mere lying. It is nothing less than the most profound historical revisionism. In 1992, Mr. Clinton chose a running mate widely known in the Congress for his rudeness, partisanship and extremism. After their election, Mr. Clinton looked the other way while Al Gore tried, throughout government agencies and departments, to clean out civil servants he and his staff disliked, violating the protections of the civil service regulations. Likewise, Gore's minions have muzzled and punished government employees who disagree with his views of scientific issues such as global warming. (It should be noted for the record that the vice- president lies regularly, too, but has had the good sense, or good luck, not to be caught doing it under oath.)
The ``Travelgate'' scandal resulted from Hillary Clinton's insistence that the president's staff fire and then trump up federal criminal charges against employees in the White House travel office (all were later acquitted). White House staff, attorneys and friends have viciously trashed anyone who complained of unethical or illegal treatment by the president. Who can forget James Carville's unforgivable quip about Paula Jones, that when you drag a hundred-dollar bill through a trailer-park, you never know what you'll attract. Or Carville's attempts to intimidate members of Congress, by threatening to expose their secrets.
The ultimate irony is that the president's impeachment would certainly not have been possible without a Republican-controlled Congress, and that development was his own fault. What led to the Republican majority in 1994 was not the party's Contract with America (polls showed that only 17 per cent of Americans had even heard of it), but the debacle of Hillary Clinton's attempt to craft radical health care reform. (That is exactly why First Ladies are not entrusted with politically volatile projects.) I saw the ``Harry and Louise'' TV ads -- in which that average American couple explained that the Clinton proposals were expensive, intrusive, unfair and unworkable -- so often that it seemed they were my house guests. Also, Mrs. Clinton's arrogance and attempts to hatch the plan in secrecy (eventually foiled by the courts) stuck in Americans' craw. (Since then, a carefully orchestrated White House PR campaign, aided by the sympathy factor, has improved her poll ratings dramatically.)
The sad facts are that Bill Clinton and his gang are the most arrogant, partisan, rancorous and ruthless politicians within living memory, and that the president continues to lie compulsively on subjects both private and public. There cannot be reconciliation while they are in power.

Remarkably, the interest of the nation remained focused in other directions. But this past Saturday, shortly after the next speaker of the House of Representatives resigned because of extra-marital affairs and just before the White House hosted a pep rally for House Democrats, the president of the United States was impeached.
Because the country suffers a surplus of self-appointed constitutional experts, there is no need to expend energy in this space discussing the specifics of either the impeachment or the upcoming Senate trial.
Congress believes that the president lied to a grand jury, and the country agrees. The president insists that he should not resign. The country agrees, at least for the time being. Whether the electorate's inner conflicts resolve themselves, and in what manner, is anyone's guess.
Political fallout, on the other hand, is what this column's all about. So a mere 23 months before the next election, the arguments over the fate of those members of Congress who voted on either side of the articles of impeachment have already begun in earnest.
Critics of impeachment complain that Republicans who voted against the president did so primarily as a result of fear from a primary challenge. They warn that those members will instead be victims of a backlash from angry voters. While making their case more quietly, GOP strategists are already eyeing potentially vulnerable Democratic members as re-election targets for voting against the impeachment.
Political prognosticating two years in advance is a fool's errand -- or, perhaps, a columnist's. But let it be written here today that no candidate of either party will pay a political price for his or her vote by losing a 2000 re-election campaign.
The one possible exception to that forecast would be a candidate who is foolish enough to run for re-election on a campaign platform that emphasizes that vote above all others. But just as Republicans suffered in last month's midterm elections by ignoring the issues in favor of concentrating solely on the Clinton scandals, neither party can hope to benefit by emphasizing the opposition's stance on impeachment at the expense of public policy discussion.
For the sake of argument, let's assume that no incumbent attempts to convince the voters that the vote on impeachment was the most relevant to his re-election prospects. The question still remains whether either party can successfully target otherwise vulnerable House members by raising the impeachment issue. Similar arguments surrounded Congress' 1991 vote in support of then-President Bush's intentions to go to war against Iraq. A number of congressional Democrats voted against U.S. intervention amid dire predictions that they would pay for those votes with their offices when facing the voters a year later.
But few incumbent Democrats lost that year, and Bush, who was widely considered a shoo-in for re-election at the conclusion of the Gulf War, lost.
Over the course of the subsequent 14 months, the electorate shifted its focus from foreign policy to economic policy and cast votes accordingly.
Similarly, unless Clinton's Senate trial actually drags into the 2000 general election campaign, an occurrence well beyond the prediction of even the most pessimistic observers, it's difficult to see the president's potential removal from office overshadowing concerns of public policy more directly relevant to the lives of the voters.
In virtually any other political environment, the preceding statement would be rightly dismissed as preposterous. But the American public, while still supportive of this president, appears to possess little loyalty for him. National polls taken before the impeachment vote showed a large, and climbing, plurality of voters extraordinarily comfortable with the idea of Clinton's resignation in order to avoid a lengthy Senate trial.
Congressional leaders, rabidly supporting Bill Clinton on partisan grounds, hold little personal affection for him. And Democratic strategists have already begun to talk about the political benefits of an incumbent President Al Gore seeking re-election in 2000.
All of which suggests that the voters believe there are matters of far greater importance to their lives than whether Clinton or Gore sits in the Oval Office for the next two years. The White House prepared for the impeachment vote by pointing to poll numbers opposing impeachment. So the president's advisers waited for the public outrage to rise up in support of those polls and frighten Congress into reconsideration.
But with the exceptions of Alec Baldwin, Betty Friedan and Toni Morrison, the outrage never came.
The voters disapproved of impeachment just as they would disapprove of any significant action that would not develop to their immediate benefit. But they didn't really care that strongly about it. And if they regarded the potential removal of a president from office so blithely as it actually moved forward, it's unlikely that they will summon a great deal of emotion on the subject two years from now.
So Tom Campbell can relax. His high-tech backers have larger concerns.
Likewise will be the case with U.S. Reps. Brian Bilbray, Ellen Tauscher and other would-be swing votes. They may or may not be vulnerable to re-election challenge two years from now, but the impeachment of Bill Clinton will play at best a small role in the process. Appropriately enough.

HOUSE REPUBLICAN Whip Tom DeLay and Hustler magazine publisher Larry Flynt should be ignored by the U.S. Senate when it takes up the impeachment case.
Each man appears determined to drag the debate down to his own gutter level.
DeLay, the Texas ideologue, is willing to discard any semblance of fairness or due process in his crusade to oust President Clinton. Flynt, the smut peddler, is trying to mix a big batch of sleaze into the public discourse under the guise of exposing congressional hypocrisy.
They should both just go away.
DeLay's use of this hearsay evidence against Clinton in the House makes a mockery of his sanctimonious talk about ``absolute morality'' and ``the rule of law.''
At least Flynt, who has made a fortune off misogynist trash, carries no pretense of morality. He offered $1 million for evidence of congressional adultery, and his sick trawl for dirty laundry led to the undoing of Speaker-elect Bob Livingston.
Flynt contends that he must ``fight fire with fire'' to assist a president who is being railroaded by a gang of hypocrites. He claims his detectives' snooping into divorce records has even turned up evidence of a Judiciary Committee member lying under oath about sex.
The whispers of Washington must not be allowed to drive the impeachment process any longer. If the case against Clinton reaches trial, the Senate proceedings should be public and most if not all aspects -- especially senators' deliberations --show it on
