They drafted a resolution of support for the military just yesterday. WASHINGTON -- As lawmakers from both parties argued Friday over whether perjury meets the definition of a ``high crime'' that the Constitution says is grounds for impeachment, several congressmen looked to the criminal lawyer's sentencing guide to pin down the severity of the offense.

What Rep. Bill McCollum, R-Fla., found in the Federal Sentencing Guidelines Manual convinced him that perjury is, in fact, a greater crime than bribery, which the Constitution lists among the grounds for impeachment. ``Under the federal sentencing guidelines,'' McCollum argued, perjury ``has a greater amount of sentencing in our court system, a higher level of it than bribery ... It seems abundantly clear that perjury's impeachable.''

The guidelines assign levels for crimes, and the higher the level, the harsher the punishment. Perjury, subornation of perjury and bribery of a witness score a level 12 punishment. Offering, giving, soliciting or receiving a bribe scores a 10.

That means if a federal jury convicted President Clinton of perjury, a judge could sentence him to 10 to 16 months in federal prison -- assuming he has no previous criminal history. The offense level can increase by three if the perjury resulted in ``substantial interference with the administration of justice.'' That scores 18 to 24 months in prison.

A simple bribery conviction at Level 10 would mean six to 12 months in prison. But if the person who committed bribery intended to influence an elected official or any official holding a high-level decision-making position, the crime rises to Level 18 and scores 27 to 33 months in prison.

Message: Someone is clearly using the bombings as a political means, the Republicans themselves! The very same people by the way who blamed Clinton for aborting the planned attack in November for being weak (at which time it also would have supposedly made Clinton more popular).

He's damned if he does and he's damned if he doesn't. The Republicans already announced, before the attack was common knowledge, that they would delay the vote, gambling that Clinton would bomb that night, and have a headstart at being able to criticize him for doing it for that very reason.

To top it all off they are going to have the vote while Iraq is being bombed anyway, so none should say he is attacking for this reason anymore, wake up! They ARE having the vote!

We should consider that the situation is absurd and a coincidence, but that's all it is! No one doubts that the attack would have taken place that very night, for the militarily and politically (ramadan) reasons without Miss Lewinsky ever being born!

In Fact Clinton is very brave not to let his 'personal' problems cloud his judgment, knowing he would be criticized like this. It would be wrong to delay the attack because of the Impeachment Hearings. The Republicans are being incredibly hypocrital about the 'timing' of the attack. If someone has suspicious motives about timing it's them, wanting to go on that ski-holiday and afraid of those 5 more Democrats in the House of Representatives.

The whole Lewinsky debate is obviously a laughing stock, discussing it every vote for a week only saying it's not a political matter but the Republicans constitutional duty, only to see EVERY Republican voting for, and EVERY Democrat against Impeachment. How much more political can you get?

"The President is not above the law and should be treated equally and therefore be prosecuted" the Republicans claim. Well if one thing isn't happening here, it is Clinton being treated equally. No 'normal' citizen has ever been hunted down like this over lying to his wife about an affair(and ok, supposedly under oath)! Just imagine all the trials we would have if every woman sued every man who lied to them?
