SEN. Hillary Clinton   is benefiting from public-speaking tips from her Senate colleagues, who've coached her to spice up her style or risk lulling listeners to sleep.

Judging from her recent Senate speeches, Clinton appears to be heeding the friendly advice from experienced orators.

Instead of lecturing - like Al Gore - the former first lady is suddenly emulating one of her idols, Sen. Ted Kennedy, who turns red with emotion and shouts when addressing an important issue.

A source told the Post one Democratic senator encouraged Clinton - who's prone to a monotone - to liven up her Senate-floor demeanor.

Now, she can be seen pacing the floor, waving her arms and gesturing at props - like photos and charts - that she's brought for the occasion.

She's learned the value of a dramatic pause and sprinkles her remarks with picturesque flourishes, recalling in a recent speech "those winding roads that go through that beautiful part of New York" near Ithaca - as if she'd driven them her whole life.

During an address on HMO reform, Clinton's 15-minute stem-winder ended with the tourist-filled public gallery bursting into loud applause and cheers - a major no-no in the buttoned-down Senate.

Observers said it was the best speech they've ever seen Clinton give.

Sen. John Ensign  (R-Nevada), who was presiding over the Senate at the time, rapped his ivory gavel to quiet the clapping crowd. The Congressional Record labeled the outburst a "disturbance," but Clinton was grinning as she walked off the floor.

July 9 —  Of all the events of ex-President Bush’s political career, his participation in the Iran-Contra affair proved to be the most ignominious.

The discovery by special prosecutor Lawrence Walsh Jr. that former Defense Secretary Caspar Weinberger’s diaries implicated Bush himself almost certainly contributed to his defeat in the 1992 election.

When Bush subsequently pardoned Weinberger and his fellow Iran-Contra conspirator, Elliott Abrams, he was, in fact, pardoning himself, since Walsh appeared closing in on Bush’s role at the time of the last-minute pardons.

His son, now president, seems intent on erasing these events from public memory by appointing these same figures to high-profile jobs. In doing so, he is staining his own administration with the association of some of the most nefarious characters ever to participate in the make of U.S. foreign policy.   MORE

Clinton was able to cooperate with a Republican Congress in getting a Balanced Budget plan enacted(which is now in jeopardy, thanks to Bush). That's a fact.

Another fact: Clinton vetoed the first balanced budget in 30 years of Democrat control. Bill Clinton shut the government down in an attempt to not allow a balanced budget to be passed. This is what he will be remember for.

That's a fact. Reagan and Bush were not able to cooperate with a Democratic Congress to get a Balanced Budget plan enacted.

Many think it was the fault of the Democrat congress. The Congress passes budgets, not the president. In 30 years the Democrats were unable to create a balanced budget. The first year the Republicans took control they created a balanced budget and Bill Clinton vetoed it claiming balancing the budget before the year 2000 would ruin the economy. Like usual, Clinton was wrong.

Because Reagan and Bush were not able to cooperate with a Democratic Congress, the budget deficits during their administrations reached gargantuan proportions. That's a fact.

Another fact. Just about the same amount was added to the national debt during the Clinton years as during the Reagan years. How was Clinton able to increase the national debt by so much when many of the budgets were balanced?

H L Mencken was a funny writer for a sabacious old fat-ass, but he is as celebrated for his prejusices as for his insights (like so many other periodical editors). And you know that it is just human nature to want to look at exactly what an arguing opponent does not want you to focus on. Why does all this Bush bashing continue?

Compare our supposedly dimwitted president with his `brilliant' predecessor

We are well into the new administration, and the open assault on President George W. Bush by the liberal pundits, press and political cartoonists continues unabated. They still question his mental capacity. His daughters are savaged for the unpardonable sin of drinking a beer while underage, something upward to 75 percent of college students do. Even The Observer's community columnist who is a recent high school graduate felt the need to upbraid Bush.

What has the president done to deserve this continued harangue? Nothing that I can see.

Throughout the campaign we heard that Bush was a mental lightweight. I never quite understood that assertion. Al Gore is pictured as highly intelligent, yet he flunked out of divinity school and quit law school when he was on the verge of flunking out there. Bush, on the other hand, never flunked out of anywhere. In fact, he is the first president to earn a Master of Business Administration degree - from Harvard no less.

Six months after our supposedly dimwitted president took the oath of office, let's assess how he's doing. What better way to do that than a direct comparison to his "brilliant" predecessor, Bill Clinton, along with his co-president and wife Hillary Rodham Clinton and Vice President Gore. For the sake of brevity, I'll call them CC&G.

Let's go back to the 1992 presidential campaign. CC&G ran on four major issues: Social Security reform, Medicare reform, a national health plan and education. When Clinton came into office, the country's economy was on an upswing and he had solid Democratic majorities in both the Senate and House.

Clinton 0 for 4 on promises

In eight years as president, Clinton did not offer a single plan or piece of legislation to reform Social Security, his No. 1 priority. Likewise on Medicare reform - nothing in two full terms. Right after his first inauguration, he unleashed his wife, Hillary, to head up his national health care initiative. After a year and a half of secret meetings, CC&G brought forth their plan. It turned out to be nothing more than socialized medicine that was so expensive it would have emptied the U.S. Treasury. The plan was so bad that the Republicans didn't even get a chance to argue it down. The Democrats promptly threw it out. That was the last we heard on that subject in Clinton's remaining six years.

CC&G brought forth no plan to improve education. That makes Clinton 0 for 4 in campaign promises.

We know what Clinton, Clinton & Gore didn't accomplish early in their regime. Let's look briefly at what they did do.

In his first six months in office, the only initiative put forth by Clinton concerned homosexuals in the military. He was foursquare in favor of gays in combat. The press got miles of ink out of this, while the military hierarchy beat him up pretty badly. Finally, a bruised and battered Clinton backed off to his wishy-washy policy of "Don't ask, don't tell."

The only major "accomplishment" in CC&G's first two years was to pass the largest tax increase in our country's history.

Let's turn now to George W. Bush. In the 2000 campaign, he ran on a platform of three main issues: a tax cut for all Americans, education and Social Security reform.

Bush overcomes obstacles

Keep in mind that Bush inherited a badly sagging economy from his predecessor. He also has had to deal with an energy crisis, due again to the failed policies of the CC&G administration. He came to the presidency with a solid Republican majority in the House but only an even split in the Senate, which is now a Democratic majority since Sen. Jim Jeffords' defection. In the face of those major obstacles, in just six short months, Bush has signed into law the largest tax cut in our country's history. He also initiated and passed the most sweeping education reform package in recent memory. So far he is 2 for 2 in campaign promises, with a proposal for Social Security reform due by the end of the year.

What conclusion can we draw? Most politicians adhere to that old philosophy, "It's not what you do that's important - it's what you make people think you do." Clinton, Clinton & Gore elevated that axiom to an art form. Is that superficiality what we really want from our leader? Or would we rather have a president who says what he believes and does what he promises? I'll take the latter. Our new president is doing just fine. Isn't it about time for the Bush bashing to stop?

Salvation Army, Bush work to OK hiring bias on gays

WASHINGTON -- The Bush administration is working with the nation's largest charity, the Salvation Army, to make it easier for government-funded religious groups to engage in hiring discrimination against homosexuals, according to an internal Salvation Army document.

The White House has made a "firm commitment" to the Salvation Army to issue a regulation protecting such charities from state and city efforts to prevent discrimination against gays in hiring and domestic-partner benefits, according to the Salvation Army report. The Salvation Army, in turn, has agreed to use its clout to promote the administration's faith-based initiative, which seeks to direct more government funds to religious charities.
The matter stems from a national debate spurred by an increasing number of local jurisdictions that have adopted laws requiring religious groups such as the Salvation Army to adhere to laws barring discrimination against gays in hiring, job promotion and benefits.

According to the document, the administration is offering a federal regulation that would forbid states and localities from barring such discrimination when administering programs with federal funds.

The Salvation Army, a Christian social services organization with an extensive network of facilities to feed, clothe and shelter the poor, would be little affected in the short term by Bush's faith-based proposal. It already receives nearly $300 million annually in government money. But the report indicates the administration is eager to use the Salvation Army's clout to pass the legislation, offering the charity something it wants in return.

"It is important that The Army's support for the White House's activities occur simultaneously with efforts to achieve The Army's objectives," said the document. "The White House has already said that they are committed to move on The Army's objectives."

The White House said Monday that the organization's claim of a "firm commitment" overstated the case.

White House spokesman Ari Fleischer added that faith-based groups already have the power under federal law to discriminate against gays in hiring. It is state and local laws that try to impose on groups to include homosexuals in their employment protections.

The report, dated May 1, defines the charity's objectives as making sure states and localities can't "impose the category of sexual orientation to the list of anti-discrimination protections" or mandate "equal benefits to domestic partnership" unless religious non-profits are exempt from such provisions.

George Hood, a senior official with the Salvation Army, said the group never discriminates in services, but on the question of hiring gays, "it really begins to chew away at the theological fabric of who we are."

Hood also said the group is backing the legislation primarily to get regulatory action from the administration. "It's the preservation of our employment practices that motivates us to support this," he said, noting that such practices are central to the group's "theological foundation."

The "charitable choice" provisions are at the heart of the controversy over Bush's religious charities initiative and raise the fundamental and thorny question of whether religious organizations can keep their long-held exemption from federal anti-discrimination laws when they receive government funds.

Under the 1996 welfare-reform law, the charitable choice provision allows religious organizations to compete for federal funding without impairing the charities' religious character, as long as the charities don't use federal funds for worship or proselytizing. Bush would extend the charitable choice provisions to other programs.

White House spokesman Ari Fleischer said the Salvation Army had misinterpreted the Bush administration in an internal Salvation Army document quoted by The Washington Post on Tuesday.

The Post said the Salvation Army believed the White House had made a ``firm commitment'' to issue a regulation exempting the Salvation Army and other charities from efforts by state and city governments to prevent discrimination against gays in hiring and domestic-partner benefits.

The Post said the reported White House commitment was in return for the Salvation Army's support of President Bush's initiative to allow faith-based organizations to compete for federal dollars to pay for projects to help tackle social problems like alcohol abuse and homelessness.

Asked if the Salvation Army had misinterpreted the White House position, Fleischer told reporters: ``Yes, and they've been advised of that.''

An increasing number of local governments have passed laws requiring religious groups such as the Salvation Army to adhere to laws barring discrimination against gays in hiring, job promotion and benefits.

The Post said the Salvation Army document indicated Bush was suggesting a federal regulation that would forbid states and localities from barring such discrimination when administering programs with federal funds.

Fleischer said the White House had ``absolutely not'' made a deal with the Salvation Army to issue such a regulation in exchange for the organization's support of Bush's faith-based plan, a top priority of his administration.

And he was given to hyperbole, to say the least. But paraphrasing George Kaufman: What Mencken says might not be entirely true, but it is true enough. Everyone has to make that determination. Is it true enough to say that people are mistaken when they believe that there are two kinds of politicians, and one of those kinds is "good?" I think so--definitely. You may not think so. WASHINGTON – A public-interest law firm claims that Clinton-Gore staffers allegedly stole computer laptops from the White House when they left in January.

"I know based on sources who have proved credible in the past, that Bush officials – whether they be career staff or political staff – have knowledge that laptops were stolen," said Judicial Watch President Tom Fitton.

"And they were stolen by outgoing Clinton-Gore people," he added.

Judicial Watch in February filed a brief about the alleged thefts with a federal judge hearing its $90 million Filegate lawsuit. Fitton says the laptops could contain evidence relevant to Judicial Watch's case against former Clinton White House officials, including Sen. Hillary Clinton.

He says his sources, who work in the White House, refuse to sign affidavits because they fear retaliation from Clinton-Gore holdovers still working in the White House.

In interviews with WorldNetDaily, career White House employees who helped assess and repair the damage to vandalized equipment in the White House say they have no knowledge of stolen laptops.

A White House computer worker says most laptops issued to staffers there are Compaq Presarios, which cost roughly $1,500 each.

A White House spokesman contacted by WorldNetDaily is looking into the theft claims.

Rep. Bob Barr, R-Ga., alluded to missing White House property in a recent letter to the General Accounting Office which requests a thorough investigation of the vandalism. As yet, no former staffer has been held accountable.

Barr wrote: "The American taxpayers deserve to know what taxpayer property was damaged or unaccounted for during the transition."

Fitton says he does not know the number of laptops that were allegedly stolen or from which part of the White House they were allegedly stolen.

"I can't tell you that," Fitton said. "But this whole incident is a lot worse than the Bush people are letting on. It involves theft, not just vandalism."

And the damage from vandalism wasn't limited to White House computer keyboards, phones and doors, he maintains, as was first reported by WorldNetDaily in January and confirmed Friday by Bush spokesman Ari Fleischer in a list of damages provided to the Washington Post.

Fitton, citing Judicial Watch's same unnamed White House sources, says that "virtually every" desk in the vice president's suite of offices in the Eisenhower Building, or Old Executive Office Building, which is adjacent to the West Wing, had to be replaced because outgoing Clinton-Gore staffers had vandalized them.

He says he's keeping his sources confidential to guard them from reprisal.

"People are hesitant to come forward because they still fear retaliation from officials in the Bush White House who are holdovers from the Clinton administration," he explained.

A congressional source close to House Government Reform Committee Chairman Dan Burton says it's unlikely that he will hold hearings on the scandal, which is finally, after five months, being addressed in detail by Bush officials. Barr is a member of the committee.

The Washington Post's current stories detailing destruction of White House property by outgoing Clinton staffers confirms the detailed, exclusive reporting done by WorldNetDaily.com last January.

When vandalism reports surfaced upon George W. Bush's move into the White House, initial official outrage was quickly doused by the newly inaugurated president's stated desire to "change the tone in Washington."

However, Rep. Bob Barr, R-Ga., a leader in the move to impeach Clinton, asked the General Accounting Office to check into the matter. In an April 27 letter, the GAO told Barr that there was "no record of damage that may have been deliberately caused by the Clinton administration." That is, the White House had not maintained a written accounting of any damage.

The matter seemed dead and buried.

However, apparently unable to leave well enough alone, Democrats like Rep. Anthony Weiner, D-N.Y., seized upon the GAO report as vindication of Clinton and evidence that the Bush people had been fabricating their initial vandalism reports – and even demanded an apology from Bush.

Pushed against the wall, the Bush White House responded by doing what it refrained from doing last January – and issued late last week an extensive list of damage done by outgoing Clinton staffers. The list includes obscene graffiti in six offices, a 20-inch-wide presidential seal ripped off a wall, 10 sliced telephone lines and 100 inoperable computer keyboards, according to the Washington Post.

Jake Siewert, Clinton's last presidential press secretary, called the White House's actions "incredibly infuriating," reports the Post.

'We tried to be gracious'

"Most of the incidents described yesterday by White House press secretary Ari Fleischer," said the Post, "were said to have occurred in the Eisenhower Executive Office Building, adjacent to the White House. Pornographic or obscene greetings were left on 15 telephone lines in the offices of the vice president and White House counsel and in the scheduling and advance offices, Fleischer said. As a precaution, all phones were disabled and reprogrammed, he said."

"The details were provided to The Washington Post after several days of inquiries about the degree of White House cooperation with the GAO, the investigative arm of Congress," reported the Post.

White House officials added that they did not release the information sooner because of Bush's desire to "move forward and not live in the past," said the Post.

But in the face of accusations the White House fabricated the tales of vandalism, Fleischer says the Bush team was forced to respond.

"The White House will defend itself and the career employees," Fleischer said, according to the Post account. "We tried to be gracious, but the last administration would not take graciousness. By getting the information out, we hope to put an end to this, so everyone can go on with the policy and business of the government."

Sunday's Washington Post story confirms -- five months later -- WND's earlier investigative reporting, based on knowledgeable sources such as career White House computer technicians, on exactly what was damaged in the White House by departing Clinton staffers.

The United States voiced a host of objections to the draft proposal, including its inclusion of weapons that civilians can legally own, such as handguns and hunting rifles.

John Bolton, the U.S. undersecretary of state for arms control said Washington rejected any attempt to limit legal commerce in firearms or intrude on domestic matters such as the constitutional right to keep and bear arms.

Instead, ``it is the illicit trade in military small arms and light weapons that ... should properly concern us,'' he said Monday.

The United States ``cannot and will not support'' any move to limit gun trade only to governments or adopt a legally binding treaty to curb small arms trafficking, he said.

JUNE 30 marked the 200th anniversary of the birth of Frederic Bastiat. If one were to list the top 10 advocates of liberty, French philosopher-economist Bastiat would rank high on that list. He'd easily outrank any one of the founders of our nation. (Easy there Williams. Those guys were giants, too. Otherwise you are right on as usual.)

I'm honored to have been invited by the New York-based Foundation for Economic Education (fec.org) to give the keynote address at a conference celebrating Bastiat's birthday, which was held in Carcassonne, France, near where Bastiat spent most of his short life (1801-1850).

You say: "Williams, who's this guy, Bastiat? We've never heard of him." Frederic Bastiat wrote several important works, among them "Economic Sophisms" and "The Law." In all of his writings, he attacked tyranny, economic ignorance and self-serving myths. His observations about human nature and government are just as true today as during his time.

Bastiat warned: "Now since man is naturally inclined to avoid pain -- and since labor is pain in itself -- it follows that man will resort to plunder whenever plunder is easier than work.

History shows this quite clearly. And under these conditions, neither religion nor morality can stop it."

What does Bastiat mean by plunder? Plunder is when people forcibly take the property of another. It's legalized plunder when people use government, such as our Congress, to do the same thing. Or, as Bastiat put it, "The state is the great fiction by which everybody tries to live at the expense of everyone else."

Since people covet and try to take what belongs to others, Bastiat said, " ...it is evident, then, that the proper law (government) is to use the power of its collective force to stop this fatal tendency to plunder instead of to work. All the measures of the law should protect property and punish plunder."

Do our elected representatives protect property and punish plunder, or do they punish property and protect plunder? It's a mixed story. Two-thirds to three-quarters of next year's $2 trillion federal budget represents legalized plunder, where Congress makes it possible for one American to live at the expense of another. Most expenditures made by Washington's behemoth agencies such as the Department of Agriculture, Department of Health and Human Services, Department of Education, Department of Housing and Urban Development, and the Social Security Administration represent earnings forcibly taken from one American and given to another American.

This legalized plunder isn't limited to money handouts. There's plunder in the form of special privileges such as import tariffs and quotas, licenses and franchises, where government rigs the market in favor of certain sellers, particularly those making large campaign contributions. Often legalized plunder is done in the name of the poor. Bastiat had a prediction about that: "When under the pretext of fraternity the legal code imposes mutual sacrifices on citizens, human nature is not thereby abrogated. Everyone will then direct his efforts toward contributing little to, and taking much from, the common fund of sacrifices. Now, is it the most unfortunate who gains from this struggle? Certainly not, but rather the most influential and calculating."

We Americans, at least the moral among us, are increasingly confronted with Bastiat's dilemma: "When law and morality contradict one another, the citizen has the cruel alternative of either losing his sense of morality or losing his respect for the law."

Frederic Bastiat admired our country, saying -- and noting the exceptions of slavery and tariffs -- "Look at the United States. There is no country in the world where the law is kept more within its proper domain: the protection of every person's liberty and property."' If Bastiat were alive today, I doubt whether he'd have that same level of admiration.

STATEMENT BY U.S. SENATOR DIANNE FEINSTEIN
WASHINGTON - 07.09.01

On the Bush Administration's Opposition to a UN Accord to Stem the Flow of Guns Feeding International Terrorism and Drug Wars

"I am amazed by the Bush Administration's opposition to efforts to address the illegal trafficking of small arms through a United Nations Accord.
The mass proliferation of small arms -- shoulder-mounted missiles, assault weapons, grenade launchers and high-powered sniper rifles -- is fueling terrorism and drug wars throughout the world. The United States should be a leader in curbing the carnage the weapons create, not encouraging and enabling it.

Unfortunately in a speech Monday at the opening of the first U.N. Conference on Small Arms, John R. Bolton, Undersecretary of State for Small Arms Control and International Security Affairs, challenged such efforts as a possible infringement of the Second Amendment to the U.S. Constitution.

Not only is Mr. Bolton flat out wrong, but it's rotten public policy to oppose measures to control the proliferation of small, but highly lethal, arms like AK47s when a rampant explosion of these kinds of weapons is fueling hundreds of thousands of deaths across the continents.

First, Mr. Bolton's position on the Second Amendment is in direct contradiction to decades of Supreme Court precedent. Not one single gun control law has ever been overturned by the Court on Second Amendment grounds.

Contrary to the constant claims of the NRA, the meaning of the Second Amendment has been well-settled for more than 60 years -- ever since the 1939 U.S. Supreme Court ruling in United States v. Miller. In that case, the defendant was charged with transporting an unregistered sawed-off shotgun across state lines.

In rejecting a motion to dismiss the case on Second Amendment grounds, the Court held that the "obvious purpose" of the Second Amendment was "to assure the continuation and render possible the effectiveness" of the state militia. Because a sawed-off shotgun was not a weapon that would be used by a state militia (like the National Guard), the Second Amendment was in no way applicable to that case, said the Court.

If a sawed-off shotgun is not protected by the Second Amendment, why does the Administration seem to feel that the Second Amendment protects the international trafficking of shoulder-launched missiles? If an American citizen cannot freely transport a sawed-off shotgun across state lines, why can't we work to stop the international transportation of grenade launchers and high powered, military sniper rifles? The Second Amendment argument simply makes no sense, and has no place in this debate.

The proliferation of small arms is a staggering problem: An estimated 500 million illicit small arms and light weapons are in circulation around the globe, and in the past decade four million people -- more than 50% believed to be civilians -- have been killed in civil war and bloody fighting. The grimmest figures come from developing countries where small arms and light weapons have become the weapons of choice for narco-traffickers, terrorists and those involved in bloody civil conflicts.

The volume of weaponry has fueled cycles of violence and been a major factor in the devastation witnessed in recent conflicts in Africa, the Balkans, and South Asia, among other places. These conflicts undermine regional stability and endanger the spread of democracy and free-markets around the world.
The increased access by terrorists, guerrilla groups, criminals, and others to small arms and light weapons puts in jeopardy U.S. law enforcement efforts, business people based or traveling overseas, and even U.S. tourists.

In approaching the United Nations Conference, the U.S. government should negotiate and support making the trafficking of small arms traceable and eliminate the secrecy that permits thousands of weapons to fuel crime and war without anyone's knowledge of their source. We should be taking the lead on this issue, not taking the NRA line and opposing life-saving proposals.

U.S. leadership should ensure that the Conference is the first step, not the last, in the international community's efforts to control the spread of small arms and light weapons. I urge the Administration to step up and recognize the importance of this issue."

Message: Embryos created solely for research By ELIZABETH SIMPSON, The Virginian-Pilot © July 10, 2001 In what may be a first, researchers at Eastern Virginia Medical School have created more than 100 human embryos for the sole purpose of harvesting stem cells to research their role in treating disease. The experiment -- the results of which are being released today in a journal of the American Society for Reproductive Medicine -- is significant because previous studies have used excess embryos from frozen storage in fertility clinics. The EVMS Jones Institute for Reproductive Medicine study bypassed those channels -- which are already controversial -- by approaching donors and telling them upfront that their eggs and sperm would be used to develop embryos for stem-cell research. The interest in embryonic stem cells centers around their ability to generate all other tissues of the body. Scientists believe that if doctors could learn how to control stem cells, they could possibly cure, or better-treat, such diseases as Alzheimer's, diabetes, cancer, Parkinson's, and spinal cord injuries. While the EVMS approach of creating human embryos with donor eggs and sperm addresses some ethical concerns over the use of embryos left over from fertility treatment, it raises a thorny issue of creating embryos, then destroying them, to retrieve the stem cells for the sole purpose of research. It's expected to raise enormous controversy, particularly as President Bush considers whether to approve federal funding for research on embryonic stem cells. ``It's still killing a human being,'' said Mary Petchel, president of the Tidewater chapter of the Virginia Society for Human Life. ``We still believe that a human embryo should not be destroyed.'' She said her organization opposes any kind of human embryo research but supports other sorts of research using stem cells retrieved from umbilical cords and placentas. Further, some bioethicists have questioned the idea of creating embryos expressly for research, when excess embryos from fertility clinics already exist and are destined for disposal. But Sean Tipton, public spokesman for the American Society of Reproductive Medicine, said the EVMS research impressed the society because of the donor egg and sperm approach and the thorough examination of the ethical issues involved. ``In this kind of study, you don't deal with the concerns raised with using excess embryos in in-vitro fertilizations,'' Tipton said. ``It's cleaner, ethically.'' He said concerns have been raised that women in fertility programs may be unfairly persuaded to donate unused fertilized eggs to please the doctors treating them. The EVMS approach avoids that. Dr. William Gibbons, chairman of the department of obstetrics and gynecology at EVMS, said he can't predict the ethical discussion the study -- which received no federal funds -- will generate. ``With something this controversial, we expect good people of broad backgrounds to disagree,'' he said. Gibbons said the discussion about the ethics of the study dates to 1996, when a Jones Institute ethics committee first examined the idea for the project. That discussion included a two-day conference in which clergy, laypeople and bioethicists from across the country weighed in. After more than a year of study, the committee concluded that ``the creation of embryos for research purposes was justifiable and that it was our duty to provide humankind with the best understanding of early human development.'' Gibbons sat in on those discussions. ``We left satisfied this was justifiable,'' he said. ``This was not something that was conceived in a closet.'' The study likely will fuel the national debate on stem-cell research. Abortion opponents oppose stem-cell research because harvesting the stem cells requires the death of an embryo. The government has banned federal funding of research that would harm, damage or destroy human embryos. The Clinton administration decided in 1999 to allow federally funded researchers to use stem cells from surplus embryos as long as they did not extract the cells themselves. For example, they could receive the cells from privately funded researchers. President Bush will decide whether to reverse the Clinton administration's compromise. He met Tuesday night with bioethicists to sort through the questions of scientific importance and morality of embryonic stem cell research. But beyond that political debate, Gibbons said the EVMS study provides scientific data that could lead to new treatments and cures. EVMS researcher Susan Lanzendorf authored the privately funded study, under the direction of Gary Hodgen, the EVMS scientist who heads the Jones Institute. Part of the reason for using donor eggs and sperm was to capture the cells from the very earliest embryonic stages, which have the best chance of succeeding. The researchers believed they could glean more information about embryo development using that method. They also were able to use donors who were younger and healthier than the typical women seeking fertility treatments, who are often in their later childbearing years. The donors were interviewed by a psychologist to ensure that they knew their eggs and sperm were to be used for stem-cell research rather than to initiate a pregnancy. The Jones Institute study used 162 eggs from 12 donors. Of those, 110 were fertilized. The researchers then developed four to the blastocyst stage, which is a ball of about 140 cells that takes about 4 1/2 days to develop. Those blastocysts were then cultured into three embryonic stem-cell lines. ``The cell lines continued to grow and remain stem cells instead of differentiating into other types of cells,'' said Gibbons, who said that proved that sustainable stem cells could be produced from the embryos. The study began in 1997 and concluded last July. Gibbons said much work remains in figuring out how stem cells can be used in practical applications.

I am also curious what y'all think of this story. I found it disturbing - in some ways, it is even more chilling than abortion. There is a pre-mdiated delbereatenes in creating embryos that are expressly expendable. Iam afraid this measure will eeive a certain amount of support from those who do not want to see fetal tissue receive any special regard.

The conceivable medical benfits would hardly seem to justify the dehumanized detachment from the fact that embryos are potential human beings. Plus, there is a potential for genetic modification, and, far worse, mutation. As upset as people get about re-engineered corn,the prospect of re-engineered human cells is even more alarming ``Clearly this small project is just part of a large overall process by which we hope to one day apply to therapeutic applications.
