Roofs crumbled, roads buckled and electricity was cut off in the dirt-poor southeastern state of Oaxaca, the epicenter of the quake. I think you meant "disDain." As long as father's recognize they are contributers, not deliverers, I have nothing against fatherhood. But when men start to usurp women's rights (including the right to take full credit for what comes out of their own womb - NOT ANYBODY ELSE'S), I think they need to be reminded their role is secondary. Therefore, it is women who should make the choices regarding their roles as birth-mothers and primary care-givers.

DENVER (Reuters) - The families of two students killed in a bloody rampage at a Colorado high school sued Monday to force the school to install ceramic tiles with religious themes as memorials to their slain children.

The families of Kelly Fleming, 16, and Daniel Rohrbough, 15, two of the victims of the April 20 massacre at Columbine High School, said the school had invited them to create the square tiles, then declined to install them in the school hallways because of the religious nature of the tiles.

Columbine is a public school and administrators said religious tiles would violate the separation of church and state required by the U.S. Constitution.

One of the tiles in memory of Rohrbough said: ``There is no Peace, says the Lord for the wicked.'' Another tile said ``Jesus Christ is Lord.''

The lawsuit is the latest in a series of events showing how raw and painful the memory of the shooting of 12 students and one teacher has been.

Last week Brian Rohrbough, Daniel's father, was one of several people who chopped down two of 15 trees at a memorial for the slain because they included the families of the two student shooters, Eric Harris and Dylan Klebold, who took their own lives at the school.

The lawsuit, filed in federal court, seeks a court order allowing the tiles, attorney Barry Arrington said.

A spokeswoman for the Jefferson County School District said district lawyers had not yet seen the lawsuit and could not comment on it.

She said while plans were still being formed on appropriate memorials to the slain, the district at present believes there should be no direct reminders of the massacre inside the school. She also said tiles with religious themes would not be allowed because Columbine i

So, if the parent (aka "private citizen") buys his child a swatzstika, can the child wear it to school? Afterall, the school isn't promoting the Nazi theme, the parents are. (Yeah, and I'm Hugh Downs.) The only loophole I see is that the school obviously didn't place any restrictions initially on the content of the tiles. Perhaps the lawyer can use the old "verbal agreement" and win? I don't really see any damages involved, unless the plaintiffs are claiming that refusing the tiles now constitutes "emotional damages."

The spokeswoman is absolutely correct. While a shrine is an act with good intentions, the damage might outweigh them. Imagine the urban legends created by subsequent generations. Teens at campfires will have stories to tell: "And like something out of Carrie, a bloody hand came surging up from underneath the tiles!!!"

Message: The trouble with tolerance

President Clinton lectured Americans over the weekend again on the subject of tolerance. It's time, he said, for all of us to deal with "the fear of the other" that motivates irrational acts of hatred.

Of course, Clinton was talking to his friends -- not his enemies. His message of tolerance was delivered to homosexual activists expected to raise $850,000 for more friends of his in the Democratic Party.

It's pretty easy to be tolerant of those paying your freight.

In fact, this group, ANGLE, or Access Now for Gay and Lesbian Equality, was the first homosexual activist organization to endorse Clinton's candidacy for president. They stuck with him even when he disappointed members with his "don't ask, don't tell" policy for homosexuals in the military and his 1996 decision to sign a law denying federal recognition of same-sex marriages.

"Here you are out here, all you think about is the new millennium," Clinton said. "Isn't it ironic that the thing that's holding us back most ... is our inability to form a community around our common humanity because of our vulnerability to mankind's most ancient fear, the fear of the other? I think we need to deal with that," he continued. "I believe my party is on the right side of all those issues."

Clinton said he has devoted much of his time in office to dealing with "the emotional and practical and national security demands" of international conflicts spurred by hatreds.

"I see people in this so-called modern world, where we're celebrating all of your modern ideas and your modern achievements, and what is the biggest problem in the world in America? We are dragged down by the most primitive of hatreds," Clinton said. "It's bizarre."

I'll tell you what's bizarre -- that Clinton can make such comments with a straight face and be taken seriously by any educated audience in the world.

It's easy to be tolerant of friends and political allies. That's the ONLY kind of tolerance Clinton and his crowd have ever demonstrated. What's not so easy is accepting the fact that other people disagree with you -- sometimes passionately -- and tolerating that, even when you have the power to make them pay.

Clinton has demonstrated over and over again that he is intolerant of dissent. That's why he began making enemies lists in the White House by 1994 at the latest. That's why he has pursued his political enemies "like a cancer," as he put it, attempting to "cut them out" of American life. He has used all the power of the federal government to enforce his will against his enemies, to punish them, to intimidate them, to coerce them, to silence them.

What Clinton is indeed tolerant of, however, is evil.

He tolerates it in China. He tolerates it from Puerto Rican terrorists. He tolerates it from trigger-happy federal arsonists in Waco. He even excuses it, condones it and practices it personally -- as in the case of Paula Jones, Juanita Broaddrick, et al.

Tolerance of evil is no virtue. And intolerance of evil is certainly no vice. But, you see, President Clinton doesn't like to talk about right and wrong. He would prefer to redefine it on his terms. Tolerance sounds nice. And he can sound nice talking about how tolerant he is and how nasty other Americans are for being intolerant. The trouble is that it's all meaningless drivel.

Imagine Bill Clinton lecturing others about the importance of tolerance on the international stage! The mad bomber of Iraq, Serbia, Afghanistan, Sudan, etc. dares to moralize about the way he has dealt so effectively with ancient hatreds? What he has consistently demonstrated is his ability and willingness to drag America and all its military resources into taking sides in those kinds of squabbles.

The day Bill Clinton demonstrates the slightest bit of tolerance for those he doesn't like and for those who don't like him is the day he may have the moral authority to lecture the nation -- but I doubt it. I doubt we'll ever see it. And I doubt the word "moral" will ever be associated with him in any event.

If you ask me, America has demonstrated its extremely high level of tolerance by permitting this criminal to remain free and in power.

Stopping funding for ALL of the arts, including those that do not cater to puke and dung, qualifies as discrimination. But I do see a disturbing facet to fecal-splattered canvases that I did not see initially....they border on the pornographic.

Does anyone know what "Golden Girls" are? (Hint: I don't mean Betty, Estelle, Rue & Bea.) If anyone has noticed, there is a market out there, unbelieveably, for people who want to watch other people relieve themselves (eg., hidden toilet cams). And Golden Girls do it up front and honest for the camera. Apply this to fecal matter. Sadly, the dregs of our society have incorporated fecal matter, urine, blood, etc., into the sexual act. Hence, while the elephant dung and The Virgin Mary may be innocent alone, their combination may have resulted in a painting with ironic sexual connotations.

The Virgin Mary was unsoiled by sex. Given that some people consider dung erotic,the artist may have played an insidious joke on us. So in essence, the soiling and "dessicration" wasn't as obvious as everyone presumed it to be.

A small group of animal rights activists gathered outside, upset about works using dead and dismembered animals...A dead cow, cut in cross sections, showed the insides of the animal, looking like something from a page in a biology book. A pig was sliced down the middle in a similar fashion.

There is a difference between "art" and slaughtered animals. Symbolism is no longer an excuse when you use the carcasses and the images of creatures that were living, breathing entities. Even more hideous is imagining how and why these animal were killed. I certainly hope not for art's sake! And once again, you have a sick segment of the population who actually view this as having sexual connotations. I don't have any problem withdrawing my taxpayer money for something intended to be pornographic.

If Dahmer was still around, we could get his roadkill-obsessed opinion whether or not animal's blood and guts make for "art." .

WASHINGTON (Reuters) - The House Thursday easily passed a bill that would make it a crime to harm or kill an ``unborn child'' during a violent crime, creating a new battleground over abortion rights.

The ``Unborn Victim of Violence Act'' treats an unborn child as a separate victim, with rights apart from the pregnant woman. It would apply when a federal crime is committed at any stage of a pregnancy.

The bill does not outlaw legal abortions, but opponents argued that granting the fetus separate rights would undermine abortion rights.

They backed an alternative measure that would give criminals harsher penalties for an assault that ``interrupted or terminated'' a pregnancy but would not recognize the fetus as a full-fledged separate human being.

It passed 254-172, with 56 Democrats joining 198 Republicans. The Senate has not taken up any companion legislation.

Florida Republican Charles Canady, a prominent anti-abortion rights lawmaker, said, ``The opponents of the bill are unwilling to acknowledge the real harm and loss that occurs when a crime results in the death or injury of an unborn child.''

Under current federal law, someone who commits a violent crime against a pregnant woman does not receive an additional punishment for damaging or killing a fetus, although some states have enacted such laws.

Canady argued that using the phrase ``unborn child'' does not undermine abortion rights as set out by the Supreme Court in Roe versus Wade in 1973.

``There is a fantasy here that the whole structure of abortion rights will come crumbling down because of this bill,'' he said.

First Lady Hillary Rodham Clinton is set to begin a new international tour that will take her to Poland, Slovakia, Italy and Iceland -- at a cost of more than three million dollars!

The trip [set for Oct. 5 to Oct. 10] will bring the number of countries Hillary has visited to 74, during 25 solo trips abroad since her husband took office in 1993.

The globetrotting has broken all travel records for U.S. first ladies.

Past solo destinations for Mrs. Clinton have included Russia and China, Egypt and Brazil, El Salvador and Sri Lanka.

Hillary staffer jokingly call the First Lady's travels "The Rainbow Tour," a reference to political trips taken by Argentinean First Lady Eva Peron.

The First Lady's press secretary [Hillary's, not Evita's] announced over the weekend: "Throughout the trip, the First Lady will underscore the importance -- as we approach the new millennium -- of working with non-governmental organizations on issues of civic participation, human rights and social investment; encouraging the economic empowerment of women; and preserving the world's cultural heritage for future generations."

Hillary's schedule takes her to 4 nations in 4 days, with an itinerary, obtained by the DRUDGE REPORT, that runs 16 printed pages!

The escalating costs of protecting the First Lady and her staff while they are abroad has pushed the price tag of these adventures through the millions.

One State Department source estimates that the total cost to U.S. taxpayers for this week's trip will reach $3 to $7 million.

The White House refuses to reveal exact costs, citing security concerns.

The First Lady will travel on her own plane, an Air Force Boeing 707, and will bring along her own press aides and other staffers.

Staff members have been sent in advance to make arrangements for events.

The highlight of the trip could come in Florence, when the First Lady will address the "Conference on Financing, Resources, and the Economics of Cultural and Sustainable Development," sponsored by the World Bank.

UNITED NATIONS (CNN) -- The United States must pay $550 million of the $1.7 billion it owes in back dues to the United Nations by the end of 1999 to avoid losing its vote in the General Assembly, a senior U.N. official said Tuesday.

Of that amount, $200 million has already been appropriated by Congress but not received yet by the United Nations. The U.N. undersecretary for management, Joseph Connor, said legislation is needed to approve the additional $350 million in arrears in addition to actually sending the $200 million already approved.

"There's no check in the mail because there's no law on the books," Connor said. "We are running a global organization without the predictable support of its members."

The U.S. share of the amount of money owed by U.N. members amounts to about 65 percent of the U.N. budget.

Some members of Congress, led by Rep. Chris Smith (R-New Jersey), want to include restrictive language on aid to private family planning organizations in any bill authorizing payment of the back dues.

Peacekeeping operations suffer

Of all the U.N. operations, the budget shortfall has most acutely affected peacekeeping operations. The United Nations had allotted $900 million for peacekeeping in 1999, but it had to reduce that amount to $650 million when members did not come up with adequate funds for the missions.

"While new missions mean increased peacekeeping activity, they don't necessarily translate into higher levels of cash," Connor said.

Earlier, Secretary-General Kofi Annan told the U.N. budget committee that with $2.15 billion in total unpaid dues by member states, "We cannot rationally manage the United Nations."

"This is an unacceptable burden on countries, often developing nations," that have contributed to peacekeeping operations around the world, Annan said.

Art controversy follows Hillary on Canada trip

TORONTO The ruckus over the Brooklyn Museum of Art exhibit is not the only art controversy dogging first lady Hillary Rodham Clinton.

A towering bronze sculpture outside a new U.S. Embassy in Canada's capital, which she dedicated last week, has been compared by Ottawa's leading newspaper to the "hideous blasphemies" of the Brooklyn show.

And now the embassy itself -- which President Clinton will inaugurate on Friday -- has also come under fire from newspapers and citizens who fear the glass-fronted building will be a target for terrorists and a menace to its neighbors. -- Continued from Front Page --

There is nothing actually obscene about Joel Shapiro's abstract sculpture, "Conjunction." It is just that many Canadians don't know what to make of the eight-piece collection of flying girders.

Like it or not, it is inescapable. The sculpture, located in the center of the city across from the stately Parliament building, is visible anywhere within a four-mile radius.

Mrs. Clinton dedicated the sculpture on Thursday, saying, "I hope that those who walk by it or view it out a window . . . or have any occasion to chance upon it will perhaps just spend a minute or two thinking about the importance of art in our lives."

She may have considered the occasion a respite from the political fight over an art show in New York, where she hopes to run for a Senate seat. Mrs. Clinton supports municipal funding for the Brooklyn show, while her likely senatorial opponent, New York Mayor Rudolph W. Giuliani, does not.

But in an editorial that declared "Conjunction" to be "ugly," the Ottawa Citizen compared it to items in the Brooklyn show, which includes an elephant-dung-encrusted painting of the Virgin Mary, a rendering of the Last Supper with a naked woman presiding, and half a pig suspended in formaldehyde, among other things.

To Karen Spierkel, a spokeswoman for Canada's National Gallery, whose glass-facade tower sits across from the new U.S. mission, "Conjunction" is "stunning and beautiful."

Mrs. Spierkel described the sculpture as "the most significant piece" of public art to grace the city in decades, and a reflection of the many cultural, political and economic ties between the two countries.

"I'm a Johnny Q. Six-pack. I'm not an art historian. I'm just an average Joe, and I like it. I know there are other average Joes out there who don't like it, but that's why we have art -- to react to it," she said.

Aside from Mr. Shapiro's work, the architecture of the embassy itself has provoked its share of tongue-wagging. As the first new mission built in Ottawa since the French inaugurated theirs in 1938, the U.S. Embassy tries hard to be a good architectural neighbor.

In design, it acts like a Canadian constitutional compromise, blending elements of all its surroundings. A faux dome caps the fortresslike building in a stylistic salute to the rounded spires of the neo-Gothic Parliamentary Library and the National Gallery.

Its low-slung, wide girth is meant as a bow to Ottawa's historic district, while a lighthouse evoking Parliament's Peace Flame will act as a beacon during ceremonial parades.

Despite the efforts to fit into the neighborhood, the Canadian media generally sneered.

"There goes the neighborhood," sniffed the Toronto Globe and Mail in an article that suggested that those in glass houses, such as the nearby National Gallery, shouldn't live a stone's throw -- or bomb blast -- away from the U.S. mission.

Since the end of the Vietnam War, more U.S. foreign officers have been killed than have American soldiers. As a result, some Ottawa residents have asked whether their glass structures should be coated with bombproof plastic.

America has had a mission in Canada since 1827, 40 years before Canada attained nationhood in 1867. As Canada gained independence in foreign affairs from Britain, it opened its first embassy in Washington in 1927.

Canada's new embassy, on Pennsylvania Avenue between the Capitol Building and National Gallery, opened in 1989 and now is considered an architectural landmark. But it too was at first greeted with some discomfort.

The New York Times described the building when it opened as "grandly ambitious [but] oddly vapid."

"The embassy has some spectacular elements to it, but none of them quite fit, and it adds up to much less than the sum of its parts," the newspaper said in July 1989.

GRESHAM, Ore. (APBnews.com) -- Radio talk shows in the Portland area were buzzing this morning about the news that a local woman who fired a warning shot into the air as several men were trying to steal her 1967 Mustang was charged with unlawful discharge of a firearm.

"I understand we're being accused of being mean and awful," Gresham police Lt. Carla Piluso said today. "But you need to know that [the thieves] weren't posing any physical threat."

The story began Monday just before midnight when Kassandra Bossert's son awoke to strange noises coming from outside their Gresham home. A police report says those noises sounded like someone trying to start -- or hot-wire -- a car. When Bossert looked out the window to investigate, she and her family members saw several suspects pushing their classic car down the street.

Its engine was not running, but the thieves may have been trying to roll the car to where it could be started.

Husband refused to fire

According to police, Bossert told her husband to get a gun and fire on the suspects. But the husband refused. During this time, the Bosserts' son was calling 911, and police were coming to the scene.

"The husband said, 'I'm not going to shoot anybody over stealing a car,'" Piluso said.

As police were arriving on the scene, however, Bossert allegedly decided to fire a warning shot. According to police, she pointed a handgun out the window and shot in the air in a westerly direction.

"The concern from a law enforcement standpoint is that you have to be accountable for where the bullets are flying," Piluso said. "We're not talking out in the country. We're talking in a populated area."

Suspects not found

Ironically, Piluso said, police cannot rule out the possibility that Bossert's warning shot scared off the thieves. When police arrived on the scene minutes after the 911 call, they found the abandoned car just a block away from the Bossert's Southwest Mawcrest home. Police sent a K-9 unit to the scene to track the suspects, but they were not found, Piluso said.

Cops were also on the scene when a dispatcher told them that other residents in the area were reporting gunshots had been fired.

The maximum penalty Bossert faces for unlawful discharge of a firearm -- a class B misdemeanor -- is a $2,000 fine or six months in jail.

"You know that's not going to happen," Piluso said. "But that's the max."

Phone calls to the Bossert residence were not returned today.

Conservatives on this list often promulgate their right to bear arms. When Columbine exploded on the scene, government blamed the gun; conservatives blamed the individual.

And yet most any conservative will be the first group to tout the "family" as "sacrosanct" and "ideal." They urge a 2 parent household, with a mother and father, and incessantly seem to cling to Ozzie and Harriet fantasies that are unrealistic for the times. They blame the lack of the 2 parent, mother/father, household for the violence being perpetrate as if to say, "It's not the guns, it's the omission of the family."

So if a young latch-key child with a single parent commits a crime, it's not the indivdiual's fault - it's the lack of the family. So that really isn't blaming the individual, is it? Telecom Contradiction Signals Struggle – or Control October 5, 1999

Summary

At the same time as China’s second largest telecommunications provider is dumping its foreign investors, President Jiang Zemin is attempting to attract further foreign capital. While the motivations for these two apparently contradictory actions remain unclear, they indicate a new Chinese emphasis on investment on its own terms.

Analysis

On Aug. 30, the Chinese government ordered Unicom to buy out its foreign partners, which include giants such as Sprint, Bell Canada and France Telecom. It is estimated that over $1.4 billion in foreign capital had been invested in Unicom, and the company is now embroiled in negotiations over details of the buyout. The order is based on a year-old decision by the Ministry of Information Industries that such ventures, called China-China Foreign (CCF) partnerships, were "improper" in the telecommunications industry.

While the telecom decision was taking place, President Jiang Zemin presided over the Fortune Global Forum in Shanghai Sept. 27-29. Potential foreign investors were wooed with promises of current and future reform efforts that would enhance the investment environment, such as reduced taxes and simplified investment approvals. Sectors such as banking, retail and wholesale sales, insurance, and yes, even telecommunications, were held up as sectors that would be increasingly open to foreign capital.

This apparently schizophrenic disparity is puzzling. China is sending out increasingly mixed signals as to its intentions regarding foreign investment. This confusion could be either the result of struggles between factions within the Chinese government or an elaborate strategy to encourage foreign capital while maintaining control of its industries. Either way, China benefits.

There is no doubt that Chinese opinions differ on the value of foreign investment and reform versus the necessity of internal control. The past few months have seen a shift to the conservative side as China has emphasized the state-owned sector and the World Trade Organization (WTO) talks with the United States have floundered.

Information Industry Minister Wu Jichuan, whose department presided over the original telecom ruling last year, is a noted conservative. One possibility is that the decision to enforce that ruling is due to a confluence of interest between the military, which desires the reclamation of a strategic industry, and conservatives, who wish to run all media of communication as a means of social control.

Within this scenario, other elements could still be attempting to continue the flow of outside funds. While Jiang is nowhere near as liberal as reform figures like Prime Minister Zhu Rongji, he knows his country needs foreign capital. While the struggle between reformers and conservatives is real enough, it is unclear how much control Jiang has over the two groups, raising the question of who is controlling whom.

At the other extreme, what appears to be "struggle" could actually be orchestrated – or at least emphasized – to allow China to break contracts, restrict industries and clamp down on sectors at any time, then reverse itself and attract more investment at the drop of a hat. Western investors are all too ready to write off inconsistency as a result of the swings between two "competing camps." The lure of a billion potential customers is enough to keep foreign companies interested in China, despite unpredictably shifting attitudes.

The reality is most likely somewhere between the two scenarios. Different factions have different interests and make alliances according to those interests. Jiang has a great deal of influence but is not all-powerful. Either way, this ideological free-for-all makes for a convenient bargaining tool.

Both scenarios are consistent with a continuing trend of emphasis on stability, centralization of power and resources, and the emergence of state-owned enterprises. The reform enthusiasts had their day, and it appears to be drawing to a close. The telecom deal was a great boon, as foreign investors provided the physical infrastructure at little cost to China. The Unicom buyout was a loud, clear signal that if investment continues, it will be on China’s terms – and to China’s benefit.

MOSCOW (AP) — The Russian government plans to change its policy toward the news media and stifle "aggression'' by the press, the head of the country's recently established media ministry said Wednesday.

With parliamentary and presidential elections looming, Russian liberals have been worried that the government would curb media freedom. The worries grew this summer after the creation of the ministry to oversee the press.

"The information policy of the state as regards the mass media should be changed,'' Media Minister Mikhail Lesin said Wednesday, according to the ITAR-Tass news agency. "There is much aggression in the activities of the mass media now. This is the result of ill-considered policy toward the mass media.''

President Boris Yeltsin, who established the ministry, has been a firm supporter of media freedom in the past. But he hasn't commented on the work of the new ministry, despite appeals to him by prominent journalists.

Russian news media tend to be owned by powerful business leaders who have a strong interest in gaining political influence. The Kremlin has an equally strong interest in seeing that some of these forces do not gain power in the new elections, and in bolstering others more favorable to the presidential entourage.

News media have been publishing accusations against their owners' political foes, and Lesin's reference to "aggression'' appeared to refer to the Kremlin being exposed to the mudslinging.

He didn't specify what the new policy would be, but indicated there were too many media outlets. He invited a meeting of regional governors to "set the ball rolling'' on dealing with the problem.

Since it was formed in July, the new ministry — formally called the Ministry for Press, Broadcast and Mass Media — has made ominous statements about the need to protect the state from the press.

Last month, the ministry suspended the license of a major television network for its critical coverage of a political group. The St. Petersburg Television and Radio Company was allowed to go back on the air the next day, after it apologized and promised to avoid future "violations'' of government media rules.

When the government develops a new policy on the media, it will be sent to parliament to be possibly codified in new laws, Lesin said, without further elaboration.

I should be dead. That's what doctors recently told me after completing extensive medical tests at the University of Southern California's School of Medicine. According to Dr. Vincent DeQuattro, a USC professor and world authority on adrenal cancer, my blood shows lethal levels of adrenaline. That's really not surprising, since everyone who has ever had my disease has died within a few years. Except for me. Thanks to medical marijuana, I'm now entering my 23rd year of survival, something DeQuattro considers a "medical miracle."

Dr. DeQuattro even wrote a letter advising that I could suffer a heart attack or stroke if deprived of marijuana and that no other form of therapy is available.

Unfortunately, none of this seems to matter in Placer County, Calif., where 20 armed officers from four different agencies stormed our Squaw Valley home four months ago. Armed with laser guided automatic weapons, body armor and a battering ram, a SWAT team blocked off our street, raided our home and confiscated almost everything of value we own.

Besides taking my plants, gardening equipment and medicine, they seized all of our electronic publishing equipment. That action effectively killed our on-line magazine, Alpine World, which had been rated as the 25th top electronic magazine in the world. This raid destroyed our primary source of income, forcing us out of our home and into bankruptcy.

All of these officers believed that medical marijuana is a hoax and that we deserved to be destroyed. None of the officers had read or been briefed on the new medical marijuana law.

The Task Force confiscated our passports and social security cards. They stole our company's petty cash and then went through our safe deposit box. They even took the cash out of our wallets. Then they arrested us, handcuffed us, and took us away to jail for three days. After taking everything we own, they arbitrarily set bail at $200,000. Fortunately, our attorneys were able to persuade a judge to drop all bail and release us on our own recognizance.

Although both my wife and I are legal patients with doctor recommendations we face a 19-count criminal indictment, just for the crime of using a medicine which is not government-approved. Absolutely none of our medical marijuana was ever sold or illegally distributed.

The City of Oakland is the only jurisdiction in California that has set guidelines since the passage of Proposition 215 -- a statewide initiative that legalized marijuana for medical purposes -- in 1996. We carefully kept our home-grown medicine within the parameters set by The Oakland Guidelines -- which also happens to be lower than the 7.1 pounds of marijuana our federal government currently sends to each of the eight patients on the Compassionate IND program each year.

Those eight federal medical marijuana patients are doing very well, thank you. They work, travel and even drive while using their medication and there are no problems. In fact, each of the federal patients is doing much better than their counterparts on conventional drugs, enjoying a productive and reasonably comfortable life.

Unfortunately, the Compassionate IND program was suspended years ago and no one, no matter how desperately ill can qualify. The program has become such an embarrassment to the Clinton administration that they refuse to acknowledge that these federal standards for medical marijuana already exist.

While the feds love to argue that federal law supersedes state law, the Ninth Circuit Court of Appeals recently disagreed. In a unanimous decision, a three member panel of judges found that seriously ill patients should be exempt from federal laws regarding marijuana. The federal court has sent the case back to District Court where the case is scheduled to be heard on Oct. 29 in Oakland.

No one can dispute that there are basic legal, medical and human rights issues at stake here. Sick, disabled and dying people are being dragged out of their beds, frightened, threatened, arrested, jailed and exposed to deadly opportunistic infections. Innocent, law abiding sick people are being vilified and persecuted simply because they rely upon a politically incorrect medication. Worst of all, the police we pay to protect us against violent criminals are out raiding sick and dying people instead.

We hope our case will achieve in the jury box what we were supposed to have won at the ballot box -- the right for medical patients to not be treated as criminals. Medical marijuana is not a hoax. It's time to stop arresting sick and dying people. --

They pay huge sums of money to politicians to keep marijuana illegal.... Who else? Oh yes, many organized religions... why? Because we can connect with God or the Source or the Divine Center (whatever you call it) without any help from their priests. Marijuana gives us INDEPENDENCE from their b**sht. We connect into the Universal Forces and understand things beyond our normal abilities to comprehend. They can't fool us anymore. Ha, ha... We get messages they cannot control. This really scares them. People who smoke marijuana have that centered look about them, and this threatens them. They know we know something they don't.

And what they really hate is sex is g-r-e-a-t with marijuana! They can't have it and they don't want us to have it either.

Then there's the prison system. If we did not arrest people for marijuana the prison population would see a large decrease. That would definitely not be in the best interest of the people that are making their livelihood from the prison system -- the unions, the wardens, the service industry, etc. These people also pay huge sums of money to politicians to oppose Medicinal Marijuana.

Now some of those federal nazis do know that marijuana is beneficial and don't have any conscience about bashing you around, taking your possessions, and then going home to have a smoke. Remember J. Edgar Hoover who punished homosexuals and turned out to be one himself? Well, there are people like him, unfortunately.

I wish you the best of everything in your struggle. The marijuana laws have destroyed millions of lives. I'm happy that we have this anonymous forum where you can express yourself without the federal nazis kicking down your door again.

Message: Conservative talkmeister Rush Limbaugh recently blasted away at George W. Bush with both barrels today, stoking a possible clash between grass-roots conservatives and the front-running candidate who is already pursuing a centerist general election strategy.

"He's really wandered off the reservation here lately folks," Limbaugh intoned, before making the case against the recent Bush positioning. "In my mind," he told his listeners, "no conservative running for president would make the kind of statements that he's made. No conservative running for president would leave his philosophical brothers and sisters dying on the congressional battlefield the way Bush did with that EITC (Earned Income Tax Credit) thing. And now he's done it again with the speech at the Manhattan Institute. He's done it twice in seven or eight days time."

"This obviously is a carefully crafted strategy." Limbaugh continued. What it means is that solid conservatives from Tom DeLay to Dick Armey, who are doing all they can to eke out small majorities and beat back Clinton and all his Big Government schemes-issue after issue-end up being emasculated by Bush's comments."

"Who wants a Republican moderate as president?" Limbaugh asked, a question the Bush camp must hope that other conservatives don't begin asking.

Why does the Federal government want to expand an existing bio-warfare research lab right off the coast of NYC, the most populated area in the U.S.? Have 8 million New Yorkers been chosen as the lab rats in an ongoing bio-medical research project? Is Mayor Giuliani’s bizarre mass daily spraying of toxic pesticides on NYC part of an experiment or a response to a virus that already escaped from the lab? Is the mosquito epidemic merely an excuse to get people used to being sprayed with chemicals from the air? Is the timing of today’s NY Times and yesterday’s Daily News articles on this lab setting us up for some bad news about what is really behind the encephalitis scare?

Please note: birds are a major part of the experimenting that goes on at the lab right now. Birds are also exactly where mosquitoes get the encephalitis virus. While a mosquito may not easily fly from Plum Island to Queens a bird can do it without any problem. Do the people of NY deserve answers before any more spraying is undertaken? The NYC Dept. of Health, the Dept. of Environmental Protection and the Mayor’s Emergency Management Services team are unable to explain their total lack of air sampling on the distribution of Malathion and the other two poison gasses being used. They claim they are using three ounces of Malathion per acre yet the planes make repeated passes over the same area meaning they have no idea how much of the chemical is being dropped per City block. Last Saturday my home in Park Slope was sprayed nine times by the same helicopter. Is Mayor Giuliani bravely trying to protect public health or is he the Mengele for the New World Or Hillary Clinton Forum 129 - October1999

Death Toll In Mexico Quake Rises To 18 - Mexico Friday counted at least 18 dead from a powerful quake that rattled nine of the country's 31 states plus the capital Mexico City Thursday, while rescue workers cleared up the damage. Roofs crumbled, roads buckled and electricity was cut off in the dirt-poor southeastern state of Oaxaca, the epicenter of the quake. Many of the victims died under falling masonry, while deaths from panic reactions were reported hundreds of miles away.

U.S. Consumers Spend Freely In August - U.S. consumers spent at their most vigorous pace in six months in August, on a shopping spree for new cars and other products, the Commerce Department said Friday. Spending surged at a 0.9 percent annual rate to $6.253 trillion, more than double July's 0.4 percent gain for the strongest increase since a matching 0.9 percent gain in February.
EPA Releases Most Fuel-Efficient Vehicles Of 2000 - The new Honda Insight came out on top by a wide margin as the most fuel-efficient car among model year 2000 vehicles, getting up to 70 miles per gallon (mpg) on the highway, according to a U.S. government report released Friday.
Serb Protests Grow Despite Police Crackdown - Police seeking the arrest of an opposition politician surrounded Serbia's opposition headquarters Friday after security forces again battled anti-government protesters on the streets of Belgrade. Opposition sources said plainclothes police wanted to detain Ceda Jovanovic, a senior member of the Democratic Party and one of many activists inside the offices of the Alliance for Change, an opposition bloc coordinating the demonstrations.
U.S. Paratrooper Killed In Kosovo Exercise - A U.S. paratrooper died Friday after his parachute failed to open in an exercise over Kosovo, a senior U.S. military officer said. The soldier's death overshadowed an operation which aimed to demonstrate the U.S. military's ability to deploy combat troops quickly and efficiently at short notice.
Russia Keeps Rebel Chechnya On Tenterhooks - Russia kept Chechnya guessing Friday about the prospects for a land invasion as refugees from the breakaway territory poured into neighboring regions to escape Moscow's air attacks.
