"There is a crisis. There is a state of chaos." That's what Ahmed Qureia said after announcing his resignation from what some call the Palestinian Authority's prime ministry. "We have an absolute state of chaos," echoes the mayor of Jenin, a West Bank town. That chaos, growing since Yasir Arafat initiated the Oslo War in September 2000, has prompted the PA to declare a state of emergency; it could signal the end of the PA itself.

According to an April poll of the Gaza-based General Institute for Information, 94 percent of Palestinians believe that a state of lawlessness and chaos prevails in Palestinian Authority territories. As Palestinian security forces have fragmented and dissolved, armed groups of unknown identity have taken their place, using strong-arm tactics against a hapless population. The Jerusalem-based Palestinian Human Rights Monitoring Group finds that "weapons possession has become socially legitimized in Palestinian society."

In gang-dominated Nablus, for example, some deaths have resulted from spiraling criminal activity and reckless accusations of "collaboration" with Israel. But, Reuters explains, most casualties involve mistaken identity or plain bad luck. In two typical stories dating from February 2004, "Amneh Abu Hijleh, 37, entered a pharmacy to buy cough syrup for her infant daughter only to be shot dead in a botched abduction. Firas Aghbar, 13, was killed when he walked into a gang battle on his way to the barber for a birthday trim."

As explained by the Washington Post, "the Palestinian Authority is broke, politically fractured, riddled with corruption, unable to provide security for its own people and seemingly unwilling to crack down on terrorist attacks against Israel." One unnamed Fatah member estimates that 90 percent of gang activity is carried out by Palestinian Authority employees.

In February, for example, one Palestinian police officer died and eleven were wounded when rival police factions fought each other within the confines of Gaza's police headquarters. Things climaxed on July 16, as Al-Fatah terrorists ambushed and seized Gaza's police chief for several hours; and then some recently-sacked Palestinian policemen abducted the director of military co-ordination in the southern part of Gaza.

The UN's Middle East envoy, Terje Roed-Larsen, has offered choice comments on the spreading anarchy, telling the Security Council that "Clashes and showdowns between branches of Palestinian security forces are now common in the Gaza Strip, where Palestinian Authority legal authority is receding fast in the face of the mounting power of arms, money and intimidation." He also reached the startling conclusion that "Jericho is actually becoming the only Palestinian city with a functioning police."

This descent into chaos prompts four observations.

The PA has joined other parts of the Greater Middle East (Somalia, Sudan, Lebanon, Iraq, Afghanistan) in the general trend toward lawlessness.
Mr. Arafat predicted in 1994 that "Either we build a Singapore in our country or fall into the trap of the tragic Somali model." He thus acknowledges that the PA's slide to Somali-like anarchy symbolizes his own failure.
The Islamic proverb, "Better a thousand days of tyranny than one day of anarchy," has an element of truth, for life in the PA territories has truly become hellish.

The question now facing Palestinians is whether they have learned the right lessons from their bitter experience. That for once they are not blaming Israel for their problems gives some reason for optimism. Cox News Service notes that, "as the disorder spreads, Palestinian intellectuals and politicians are increasingly looking past Israel as the usual scapegoat and admitting they share a part of the blame." National Public Radio quotes a Palestinian saying that the PA is in trouble "because many people are being killed or kidnapped or robbed. … We are all accusing the government of not doing anything." A poll by the Gaza-based General Institute for Information finds that just 29 percent of Palestinians hold Israelis responsible for the PA's failure to enforce law and order.

This is a good start. But to emerge from their political predicament requires Palestinians coming to terms with the existence of the Jewish state of Israel. So long as they resist this change of heart, the Somali model remains their fate

Washington, DC – Today, Senator Hillary Rodham Clinton called on the Bush Administration to explain to New Yorkers why so many of them will be losing prescription drug coverage thanks to the President's Medicare Prescription Drug law. According to documents just released by the Department of Health and Human Services, seniors across the country who currently receive drug benefits through their employer will lose it in 2006 when the new law takes effect. Many of those will be New Yorkers because a large number of employers in the state provide prescription drug benefits for seniors.

"This new data from the Bush Administration proves what many of us have said all along -- this bill was a Trojan Horse for our seniors. It looked good on the outside, but it wrapped a skimpy drug benefit around fundamental changes that undermine Medicare and the current coverage that many seniors already rely on from their employers," Senator Clinton said.

"The greatest injustice here is that we could have lowered the number of seniors who will lose coverage, but the Congress instead chose to spend $12 billion on a slush fund for private insurers, and $6 billion dollars on tax breaks that will undermine insurance coverage beyond Medicare."

HHS reports that 3.8 million Medicare beneficiaries will lose coverage, more than 1 million more than what the Congressional Budget Office projected previously. Many of those seniors are likely to be in New York because a large number of employers in the state provide prescription drug benefits for their seniors.

Senator Clinton added, "If President Bush can't explain why this is a fair trade-off then he should return to Congress with a real prescription drug benefit rather than the bogus bill he worked night and day to get passed."

"I went to the floor of the Senate during debate on this bill and raised this very concern -- this bill causes retirees to lose benefits they currently have. And over half of them have incomes below $30,000. Because of the legislation pushed by President Bush and supported by this Congress, the Bush Administration now tells us millions of seniors will be forced to accept a skimpy drug benefit instead of their more generous employer plans. This breaks faith with our seniors and we should repeal this legislation."

The Bush Administration would replace the rule with a policy that would allow governors to petition the federal government if they wished to keep certain areas roadless.

While the plan would not affect New York's only National Forest in the Finger Lakes, Senator Clinton stressed that such a plan would be detrimental to the nation's environmental heritage and could have a devastating impact on the nation's forests.

Samuel R. "Sandy" Berger was National Security Advisor to President Clinton beginning December 6, 1996. Berger was born on October 28, 1945 in Brooklyn, New York. His father eager to leave the city moved the family to Millerton, New York.

Berger graduated from Cornell University and Harvard Law School. After law school, he became speechwriter for George McGovern’s 1972 presidential campaign where he met the future President Bill Clinton.

When Jimmy Carter won the Presidency in 1976 Berger served as deputy director of policy planning at the State Department under Anthony Lake the man he would replace as national security advisor.

Then, Berger worked in the foreign policy section of Michael Dukakis’ 1988 presidential campaign where his boss at that job was Madeline Albright. Albright would later be appointed secretary of state at the same time Berger would be appointed national security advisor.

Berger was a partner for the Washington law firm of Hogan and Hartson from 1981-1992. Berger and his wife Susan have three children, Deborah, Sarah and Alexander.

The goals and purpose of the national security team which Berger is a part of, is to address both long and short term global policy making and keep the president up to date on all issues involving world problems. Berger said in an early interview, "I think what I have learned is that our job here is to both try to make sure that the President gets the best, sharpest information possible so he can make well informed decisions." Berger’s job more specifically is to be an essential foreign policy guide and traffic cop for the president, coordinating communication between the Oval Office and Cabinet members. Another aspect of his job is to inform the American people what the objectives of the White House are as far as foreign policy goes, especially in the Middle East." I think that American foreign policy has to make sense to the American people, and I think that means it has to be communicated to them well," says Berger.

Berger as a very close friend of President Clinton was often asked to do more than most National Security Advisors of the past. For instance, his office approached then-CNN Washington bureau chief Frank Sesno to arrange the time and location of a "town meeting."

Berger has no enemies in his position except certain members of the Republican party that do not agree with anything about a Clinton-run White House.

Berger is quick witted, blunt, and hard hitting when it comes to defending his views, yet he never hits below the belt. He has been criticized by some for being too passive which nevertheless mirrors Berger’s personality and politics: studied centrism, between aggression and indifference. " I’ve always said containment is aesthetically displeasing but strategically sufficient," erger stated. "You wake up in the morning and [Saddam Hussein] is still there and it would be far preferable than if he weren’t. As for getting Saddam.’ Most Americans would recognize that option would be emotionally gratifying, but the costs of it would be greater than our national interest."

Kerry campaign advisor Sandy Berger removed secret terrorism documents from a 9/11 Commission reading room on no fewer than five occasions, his lawyer Lanny Breuer admitted late Monday night.

Breuer told the Wall Street Journal that his client, who served previously as the Clinton administration's National Security Advisor, inadvertently removed several copies of an after-action report on the foiled 1999 Millennium bomb plot during two separate visits to the top secret facility.

Breuer said also that Berger had deliberately removed handwritten notes that he had taken during three additional visits to the Archives last fall to review classified documents.

Mr. Breuer said removing those notes was a violation of National Archives policy, and that Mr. Berger regretted the action. "He knew it was a technical violation, and he admits that it was an error in judgment."

But according to New York civil rights lawyer Ron Kuby, Berger's decision to remove his notes wasn't just a "technical violation."

"You're not permitted to remove anything from that room - period," he said Tuesday morning. "And that means even your notes. If you're taking notes about classified information, those notes are now classified. They're placed in a secure area. You can have access to them only while being viewed by a security officer. Nothing gets removed."

Even if Berger had only removed his personal notes on classified material, it would still be a crime, said Kuby, who learned about classified reading room procedures during his own involvement in the trial of the 1993 World Trade Center bombers.

I did meet Linda R. in Nashville in 1983 at the Opryland Hotel, where I waited tables. I've no real comment on LR except that she's a lousey tipper. Really Good tipper celebs that I waited on include the Hagar Brothers, William Shatner and Calven Klein. FYI, threw an extra $50 bill in my hand just before closing and invited me up to his room. I took the money, but not the invitation. I also waited on Glen Cambell and Loretta Lynn (separately), both of whom tipped decently.

Mexico's Attorney General Rafael Macedo caused a stir in many prophecy circles with the announcement that he and 160 members of his staff had been fitted with microchip implants. The chips were manufactured by VeriChip Corp., a subsidiary of Applied Digital Solutions Inc. of Palm Beach.

Macedo told reporters the implants would give them exclusive and secure access to a national database for crime information. "It's an area of high security, it's necessary that we have access to this, through a chip, which what's more is unremovable," said Macedo.

Several news articles have falsely reported that the chips would enable the wearers to be located anywhere in the event of a kidnapping. They cited figures indicating some 15,000 kidnappings taking place each year in Mexico. Applied Digital Solutions eventually hopes to market a device that can track someone's physical location.

Because the VeriChip appears to be a forerunner to the predicted implant the Antichrist will use to control the global economy, it has caught the attention of prophecy students. No technology gap needs to be closed before implementation. The features in the current chip can easily be used as the mark of the Beast.

"And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. The only thing lacking is the right political or social environment that would compel people to "get chipped." The public's expectance of a microchip implant will be the main factor in moving us closer to a wider usage of ID technology.

The casual manner in which the liberal media covered the story was a good indication of how conditioned we've become in accepting chip implants. All the news stories I can find on the VeriChip had no concerns about Big Brother using it for a sinister purpose.

The Bible has strong words to say about the mark. Because the Antichrist will require an oath of allegiance to be taken with his unholy number, the Word of God warns that anyone who willingly receives it will be eternally damned.

Anyone who finds salvation after the rapture will be in a life-and-death struggle. Once the 666 mark is implemented, Christians will have no way to financially support themselves. Even if their bank records indicate they are millionaires, the requirement to have the implant would leave them as poor as church mice.

Because the mark of the Beast system will create unimaginable levels of hardship, it is so important for people to be rapture ready. The only way to be certain you are heaven-bound is to make Jesus Christ the Lord of your life.

In Amarillo TX (1961) there was an uproar caused by the area coordinator of the John Birch Society, Brig General Wm. (Jerry) Lee, a retired AF officer, who accused the local clergyman of being a "Communist sympathizer". Also, he said that the National Council of Churches (Protestant churches) had been infiltrated by the Communist Party. (3)

The clergyman demanded that General Lee give the FBI any evidence he had, that Communists had infiltrated the NCC, or shut up. (3)

But the mayor of Amarillo, Jack Seale, was also a Bircher, & they spread General Lee's allegations everywhere. Soon many of the congregations gave ultimatums to their pastors to quit the NCC or they would not be getting any more generous donations. (4)

While this was going on, the Birchers also started a "book purging" in local schools & libraries. They declared several books to be "Communist" & had 9 books removed from 4 high schools & a college library. (Among them, 4 Pulitzer Prize novels), and even the book "1984" by Geo Orwell, the ultimate showcase warning of life under communism. (4)

The search for Reds caused students to suddenly find that their teachers were all Communists, & there were accusations of disloyalty & hints of treason in all circles. (4)

As hostility crept across the small city, it was soon heard expressed that the Girl Scout leaders were of questionable patriotism, causing another frenzy. (4)

At this point, the Bircher mayor decided to run for Congress, & used all his Bircher crowd to get elected. This was not just one isolated case. The right wing JBS circus travels from town to town, arousing the citizens to accusations & riots, & then leaves, with unresolved suspicions in its wake. (4)

Some 500 right wing orgns, have come onto the American scene (by 1964). Of these, 14 can be called "radical right". These groups are very influential on the Republican Party in particular. Many of them are called "charitable, religious, or educational" groups, to get "tax exempt" status from the IRS. However, it is obvious that their goal is to influence political elections. (7)

In the June 1964 California primaries, eight Birchers got Republican nominations to the state legislature & House of Reps. It is their agenda to use propaganda to slowly change the political climate in the US, by penetration of political parties.(10)

THE JOHN BIRCH SOCIETY & Robt Welch (Founder) ---- It is a monolithic structure from top to bottom. This secret orgn, conceals its membership, (11)

In Midlothian, TX the situation was worse. In a campaign for the local school board election, a Birch candidate said that FDR helped communism, & Harry Truman was a cold-blooded killer. When that Birch extremist won the election, the newspaper editor wrote an editorial criticizing that.

Next, a brick was thrown thru the window of the newspaper office. And then a crude bomb was tossed thru the broken glass, that caused considerable damage. Often the spark that ignites these events, is from a Bulletin of the Birch Society. (13)

The agenda of the JBS may be seen in the official monthly newsletter. A Welch "suggestion" in that is generally taken as an "order" by the members. Such as this one: "Join your local PTA at the beginning of the school year & then go to work and take it over." (14)

His biography says that Robert Welch was born in NC in 1899, went to Univ of N.Carolina, & Harvard, & spent 2 yrs at US Naval Academy. He lived in Belmont, MA, near JBS Hdqtrs, & has lived in the Boston area for 40 years. (17)

As a businessman, (making candy) he was in the Nat'l Assoc of Manufacturers, & in 1948 went to England to study the effect of socialist govt there. In 1949, he went one month to visit Asia. In 1955, he went to Korea, & Taiwan. (17)

On Dec 8, 1958, Welch met with 11 men who were Republican millionaires, & men of industry. He explained his urgent reason for the formation of the John Birch Society, & he expressed that it was only thru HIS own personal leadership that it would ever be successful. To stop USA takeover by communism. (18)

Welch says the orgn was named after John Birch, a Baptist preacher from GA, who was allegedly murdered by Chinese Communists because of the "resistance he would have been able to inspire against them". He called John Birch the "first American casualty in WW3". He says that John Birch possesses in his own character, all those noble traits & ideals to be symbolized by the JBS. (18)

The 10 point program: consists mostly of recruiting new members, & spreading reactionary propaganda. They publish their own books, have their own book stores, started up a speakers bureau, operate dozens of radio programs, use the letter-writing weapon, operate many Front Groups, & expose alleged Communists whenever seen.

Goal: To change the pattern of American thinking. Achieved by organizing small chapters of 10 to 20 patriots, to exert an impact at the local level on church groups, libraries, PTA's, schools, & eventually, the whole nation. (19)

Welch's ideas: The John Birch Society should be a monolithic body, (with total power & control from one person), He believes ---"democracy is merely a deceptive phrase, a weapon of demagoguery, & a perennial fraud". (21)

The JBS operates under completely authoritative control at all levels, --- since Welch says "no debating society will ever be able to stop the communist conspiracy". (this means he does not allow argument or dissent). (21)

The leadership consisted of Robt Welch, & the original 11 founders, plus a national council of 26, from which 5 members would serve as the Executive Committee. Most are businessmen who share Welch's views on politics, govt, & the fear of the communist menace. Several are in the National Association of Manufacturers. (Such as Wm. J. Grede, of Milwaukee). (22)

Area organizers (co-ordinators) are chosen by Welch personally, & then they select local chapter leaders. THERE ARE NO ELECTIONS anywhere in the JBS. New members are indoctrinated by having to read the entire BLUE BOOK, or listen to a tape of Welch's first monologue. (22)

At a secret meeting, members would be given tiny postcards with a hammer & sickle printed on it. Also words that said, "Always buy your Communist products at ____" followed by names of retail stores that sold imported merchandise. (24)

Members would then furtively sneak into the stores, drop some cards on the counters & in some cases, put the cards into the shirt collars, of clothing. This was so shoppers would come along & find the cards, making them suspicious about buying Iron Curtain products. This would lead to a boycott of that particular store.

The stores complained to a govt agency, which then issued a public statement, that it was in the country's advantage to do some amount of peaceful trade with the Soviet nations, conforming to American foreign policy. (25)

But the campaign spread to 50 cities, & this had an impact on Sears, Kresge, Woolworth, Walgreens, & many other merchants. Until Bullock's Dept Store in Los Angeles put an injunction on them, & sued the JBS for $4 million. The Birchers retreated. (26)

In Dec 1962, a Birch member Speros Lagoulis, (who had a long police record) was seen with American Na'zi Party leader Geo Rockwell. They opened a Joe McCarthy Book Store in Boston. (28)

Between 1954-58, Welch wrote a manuscript called "The Politician," in which he accused President Dwight (Ike) Eisenhower of being a "dedicated conscious agent of the Communist conspiracy". (40)

Robert Welch has developed a theory of analysis that he calls the "Principle of Reversal". He claims the communists use this tool to deceive & confuse opponents. (Like the "spin" doctors do today). (45)

There are resemblances between Welch's Principle of Reversal & the "doublethink" of totalitarianism so vividly depicted in Geo Orwell's "1984". Nothing can be trusted anymore, not even one's own Reason. Reality is in reverse. (45)

Other support for the Birch Society came from a variety of sources. Like the famous writer Wm F Buckley, Jr, who graduated from Yale (member of Skull & Bones) & he has always been outspoken critic of liberal causes. He is editor for the National Review.

Among dozens of Religious Right orgns that spread Birch propaganda, is the Rev. Carl McIntire. He was kicked out of the Presbyterian church in 1936, & began his own church federation, the American Council of Christian Churches.

With his newspaper, the Christian Beacon, & his radio broadcasts, 5 times a week over 577 radio stations, he was soon reaching a large audience of right wingers. And got "tax exempt" status from the IRS. McIntire says that anyone who does not agree with him is "diabolical". (100-101)

Typical illogical idea: In order to preserve freedom of religion in the US, the income tax must be abolished". He also urged his followers to oppose the "trade union closed shop", & he believes integration & concern for the minority rights are Socialism in disguise" (103)

McIntire also says "racial brotherhood is just Communist propaganda" & that civil rights programs "serve the ends of a socialistic order". (105) He damns all UN actions, including feeding sick & hungry children. He says "the vision of universal world peace is impossible". (106)

McIntires philosophy of force goes beyond the concept that good Christians should smite unbelievers, & destroy them with the wrath of the Lord. He envisions death striking from the skies, upon the heathen, by using atomic bombs. By 1948, he insisted that we should have a "preventive war" against Russia, (Sounds a lot like Bush, doesn't it?) (106)

But now McIntire has created his own investigative structure, keeping lists better than the FBI, on ministers of every church denomination that might be called 'liberal" "leftist' or "modernistic". He is proud that some of his research about alleged Reds in the clergy was included in an Air Force Manual, in 1960. Later the Defense Dept had that distribution stopped. (110)

Dan Smoot, an ex-FBI agent, got a transfer to Dallas, where he met Texas oilman, H.L. Hunt, one of the richest men in the world. with income estimated at $1 million per week (in 1964). Dan Smoot went to work for Facts Forum, a HL Hunt political propaganda operation. (134)

They gave weekly broadcasts over 350 radio, & 80 TV stations. Spreading the philosophy of Hunt's favorite men, like Sen Joseph McCarthy. When Smoot first went on Hunt's payroll, he did not know what his boss thought about democracy. Smoot believed that democracy was the greatest form of govt ever devised. And he said that "democracy is an outgrowth of the teachings of Jesus Christ, & the most nearly perfect expression in legal political terms of the basic ideal of Christianity" (135)

HL Hunt believes that only the rich should be able to vote, & if you are poor or sick, you should not vote at all. Also, they should be denied old age pension. (134)

Someone gave the word to Smoot that his boss (Hunt) did NOT like "democracy", so Dan Smoot quickly changed his tune, to come around to his boss's way of thinking. (135)

Then Smoot said "The Founding Fathers knew, & Jefferson said in specific terms, that a democracy is the most evil kind of govt possible." "Democracy always degenerates into tyranny". "The Founders knew that the majority is not blessed with morality or wisdom" (135)

In 1956, Smoot spoke at Carnegie Hall, declaring "modern liberalism and Communism are the same". (138) Near that time, Smoot met DB Lewis, another millionaire, of Skippy pet food, & president of ORFIT (to repeal federal income tax). With Lewis help,Smoot broadcasts went out to 110 radio & TV outlets. (139)

Many subscribers to The Smoot Report were members of Congress. The John Birch Society told its members to buy Smoot's book "The Invisible Govt".

He called for: ending foreign aid, get rid of JFK's disarmament plan, get US out of the UN, & repeal the income tax. And he also called for the "impeachment of President John F Kennedy" (143)

In Sept 1960, 100 students from 44 colleges met at the Wm F Buckley family home in Sharon, CT. There was begun the YAF (young Americans for Freedom). They issued a 400 page document called the Sharon Statement, which revises the Declaration of Independence & the US Constitution in many ways.It talks of the economy, & supply side economics. (227)

One of the YAF founders present that day was Marvin Liebman, a former COMMUNIST, who had recently become a right wing PR consultant. (229)

YAF's advisory board included: Dr. Bella Dodd, once a COMMUNIST leader, and John Dos Passos, a contributor to the "New Masses" (Communist publication).

Others included were: several editors of the National Review, & 12 leaders of the John Birch Society. (230)

Picketing was a common YAF technique. When JFK went to the Nat'l Gallery of Art, 80 YAF members staged a demonstration against the UN. Later, they spat upon Adlai Stevenson, shoved him, & struck him with a picket sign at a Dallas UN Day celebration (1963). (236)

In March 1962, YAF had a major rally at Madison Square Garden in NY. It is said that 18,500 people attended. At this rally, the Kennedy Admin was repeatedly booed & hissed. Brent Bozell (relative to Wm F Buckley) said:

To our Berlin commander: TEAR DOWN THAT WALL. (Maybe gave ole Ronnie Reagan that idea).

To the Chief of CIA: you must encourage "liberation" movements in every nation of the world, even Russia. (237)

Wm F Buckley, comes from a large Catholic family, (10 children) whose father was a very wealthy OIL industrialist. Wm Buckley JR runs the "National Review", a right wing opinion magazine. Directors include: Clarence Manion, (John Birch Society national council). (242, 244)

Buckley graduated from Yale Univ in 1950, where he studied political science, history & economics. There he was also a member of Skull & Bones. (245)

The National Review has defended Jos McCarthy, the John Birch Society, & Major General Edwin Walker, who was suspended for "indoctrinating his troops" with Right Wing propaganda. [The JBS targeted the military early on.] (251)

In April, 1961, Buckley said that he did not believe completely in democracy but that he did favor self-rule. Also said, the idea that everyone is qualified to vote is "one of the great self-delusions of democracy". He added, "under certain circumstances, dictatorship is best". (255)

In 1959, a TEXTBOOK Evaluation Committee was formed, to make extensive "corrective" studies of high school text books, Members of this committee were: E. Merrill Root, & Chas Tansill, both from John Birch Society's magazine. Another book study group is headed by Phyllis Schafly, a loyal Birch member. (269-271)

In an interview set for publication Wednesday in the DENVER POST, Clinton questions the timing of the Berger flap less than a week before the Democratic National Convention and two days before a presidential commission is slated to release its final report on the Bush administration's handling of the Sept. 11, 2001, terrorist attacks.

Prosecutors: No Dice on Berger Deal

Justice Department prosecutors have reportedly rejected several offers from former National Security Adviser Sandy Berger's lawyer to resolve the department's eight-month long investigation into his illegal removal of top secret documents from the 9/11 Commission's reading room.

Two sources associated with the investigation told CNN that lawyer Lanny Breuer made a detailed statement of Berger's view of the facts at issue several months ago.

According to the unnamed sources, Berger has offered to talk to the Justice Department about a resolution to the probe. In the intervening months, Breuer has renewed Berger's offer to come clean several times.

But in a bad omen for the former top Clinton national security official, the Justice Department has repeatedly rebuffed the offer and refused to enter into any discussions.

Instead, Deputy Attorney General James Comey warned Tuesday that Berger - who resigned hours ago as a top campaign advisor to presidential candidate John Kerry - could face jail time.

"It is against the law for anyone to intentionally mishandle classified information, either by taking it to give to somebody else, or by mishandling in a way that is outside the regulations of government information," Comey told reporters in Washington.

"It's our lifeblood to keep secrets. All felonies in the federal system bring with them the promise of jail time," Comey stressed, adding cryptically, "That's all I can say about that."
